HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 12/27/1999 • `i ASPORTATION ADVISORY COMMITTEE MINUTES (Meeting of December 27, 1999) Members Present Stuart Sher Anthony Alejandro Chief Mike McCain Israel Ybarra Orlando Noyola Clif Moss Members Absent Shelley Krumnow LCDR Harold Palmer CALL TO ORDER Meeting called to order by Chairperson Alejandro at 1:38 p.m. II. Approval of"Minutes" - Motion made by Mr. Moss, seconded by Mr. Sher to approve minutes as presented. Motion passed. III. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS - Mr. Alejandro stated he received a call from a Ms. June Gildersleeve, resident of Country Club Estates, regarding possible installation of traffic signal at Everhart/Congressional. Mr. Seiler stated that a "preliminary" traffic survey count analysis has been conducted and that traffic data at the presenttime does not appear to warrant a traffic signal. More studies will be conducted and a response will be given to Ms. Gildersleeve and the residents by February. Mr. Barry.Fritz. General Manager of Corpus Christi Country Club spoke in support of the traffic signal. IV. CHAIRPERSON'S REPORT - Mr. Alejandro questioned whether the Crosstown Expressway repaving project was completed. Mr. Seiler reported the project was essentially complete. The Committee suggested it would be appropriate for Mr. Alejandro on behalf of the Committee to send a letter to TxDOT expressing the Committee's appreciation on the safe andefficient administration of this project. V. MONTHLY TRAFFIC FATALITY REPORT (ATTACHMENT "A") - At this time, Chairperson Alejandro introduced Capt. Wayne Tisdale, replacement for Capt. C. H. Byrd who has retired. After discussion, the Committee stated they would be presenting Capt. Byrd with a Certificate. of Appreciation in January's meeting. Capt. Tisdale reported that three fatalities occurred this month bringing the total to 26, compared to 34 last year at this time. At this.time, Capt. Tisdale introduced, Sgt. Scott Leeton, Senior Fatality Investigator, who will also be attending future TAC meetings. Capt. Tisdale responded that 52%of the fatalities this year were alcohol related, compared to 70% last year which is a significant reduction. This reduction is attributed to the STEP Grant, funded by the Department of Transportation and TxDOT along with the Crime Control District with funding of$80,000.00. VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(November, 1999) (ATTACHMENT "B") - Not discussed this month. VII. DISCUSSION ITEMS A. [NEW] Transportation Advisory Committee Sign Safety Messages on Public Streets and Consideration of new safety messages -Mr. Seiler briefed the Committee, giving the locations of the present twelve (12) locations and stating that the signs are 24" in width x.48" in height mounted on sign post at approximately 5-7 feet. Mr. Seiler further discussed several wireless telephone safety tips to follow while driving and suggested the following safety message on Transportation Advisory Committee signage - "SAFETY SCANNED Your Most Important Call". Mr. Noyola made motion, seconded by Senior Chief McCain for Mr. Seiler to proceed with the City's Communications&Quality Management Office for the development of a Public Service Announcement (PSA) for `c��llular� telephone usage along with TAC signage as illustrated on hand-out. Motion passed. B. [NEW] Crosstown Expressway Interchange Project - Mr. Seiler reported that a presentation was made by TxDOT Staff to City Council on Tuesday, December 21, 1999 of the proposal. These include the existing and the proposed changes. A virtual reality presentation may be shown to the TAC in January's Committee meeting if Committee would be interested. Committee expressed a desire. C. [NEW] Proposed 2000 Capital Improvement Program Bond Issue - Mr. Seiler stated a presentation was made to City Council on Tuesday, December 21, 1999. Public hearings will be held throughout the City for input from the public. The Committee may be asked for input for interjection into the Bond Election public involvement process. D. [CONTINUING] Southside Retail Area Transportation Study/Ramp Reversal Considerations - Mr. Seiler gave a brief presentation outlying an analysis of current conditions which includes ramp locations, driveway locations to abutting development, traffic volumes, conflict points, levels of operating service and intersection/midblock accidents along with proposed revisions. An operations analysis will be presented in a future meeting. E. [CONTINUING] Traffic Accident Experience Comparisons with other Texas cities. The Staff is presently researching this data with other cities, and will present its findingswhen completed F. [CONTINUING]Traffic Light Synchronization and Pavement Markings-A workshop on these subjects is tentatively planned in early, 2000. VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW A. None submitted this month. IX. CITY TRAFFIC ENGINEER'S REPORT None X. COMMITTEE MEMBER REQUESTS FOR AGENDA ITEMS - None XI.
