I. CALL TO ORDER ,
Meeting called to order by Chairperson Alejandro at 1:40 p.m.
II. Approval of"Minutes" - Motion made by Mr. Noyola, seconded by Mr. Sher to approve
minutes as presented. Motion passed.
III. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS - None
IV. CHAIRPERSON'S REPORT - Chairperson Alejandro announced that Mr. Mims has tendered
his resignation due to numerous business conflicts. He would like to commend Mr. Mims for
all his contributions to the Committee and present him with a Certificate of Appreciation.
V. MONTHLY TRAFFIC FATALITY REPORT (ATTACHMENT "A") - Capt. Byrd's reported on
the fatalities for October, 1999 to be a total of twenty (20).
VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(September, 1999) (ATTACHMENT
"B") - Mr. Seiler briefly stated that for the month of September, total accidents 829 up 3%;
alcohol/drug related accidents 26 up 7%; injury accidents 308 up 9%; total injuries 488 up
11%.
VII. DISCUSSION ITEMS
A. Southside Area Transportation Study/Ramp Reversals - Mr. Seiler stated Staff will
coordinate with the State for a presentation on the Southside Retail Area Transportation
Study/Ramp Reversal Considerations.
B. Consideration of restrictions for uses of cellular phone by motorists - Mr. Seiler
stated that the City's Legal Department has assigned limited staff/attorney, John Burke
who is conducting research on cellular phone restrictions. Discussion followed and
Committee and staff will continue to pursue various avenues of research.
C. Traffic light synchronization and lane markings-A workshop on this subject is being
planned for December, 1999 or January, 2000.
D. Environmental Protection Agency (EPA) rulings impacting State funding for street
paving operations- Mr. Ron Barnard, Air Quality Specialist, with the City of Corpus
Christi gave a overall picture of rulings and regulations impacting the City of Corpus

various pollutants in order that the City may remain in attainment status. Mr. Barnard
further stated without a State Implementation Plan, approved by US Environmental
Protection Agency on an approved time schedule, federal transportation funds can be

VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW' '
r A. Consideration of a recommendation by Prescott Elementary School to establish a
one-way school zone traffic pattern northbound on Bernandino Street, during
• morning and afternoon school hours - Mr. Seiler briefly stated that two criteria are
needed for consideration of a one-way school traffic pattern: traffic congestion
considered above average and concurrence of property owners (13 of 15 residents
approved). Mrs. Tullis Escobar, Vice-Principal of Prescott Elementary School stated
that Gollihar is a very busy street and with parents attempting to drive into parking lot
makes street even more dangerous and congested. Mr. Noyola inquired if existing
parking restrictions on Gollihar will be affected. In answer to Mr. Sher's inquiry of
number of students now attending, Mrs. Escobar stated projected enrollment was 366,
but present enrollment is 467. Motion made by Mr. Moss, seconded by Mr. Sher to
approve recommendation. Motion passed 6 vs 0.
IX. CITY TRAFFIC ENGINEER'S REPORT
A. FM 2444/Resident concerns expressed in September 27, 1999 TAC meeting -
Residents met with City Council on October 26, 1999 and TxDOT to address speeding
issues.•
B. Capital Improvement Program - City Council bringing to public; possible bond
election.
X. COMMITTEE MEMBER REQUESTS FOR AGENDA ITEMS - Next monthly meeting will be
held on Monday, December 27, 1999.
