McCain Orlando Noyola Ray Mims Shelley Krumnow CALL TO ORDER Meeting called to order by Vice Chairperson Sher in the absence of Chairman Alejandro at 1:40 p.m. IL Approval of"Minutes" - April 26, 1999. There being no quorum, no action was taken. III. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS - None IV. CHAIRPERSON'S REPORT - None V. MONTHLY TRAFFIC FATALITY REPORT(ATTACHMENT "A") - In the absence of Capt. Byrd, Mr. Seiler reported that their were no fatalities for the month of June, 1999. VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT (April and May, 1999) (ATTACHMENT "B") - Mr. Seiler briefly discussed monthly traffic accident experience report, . with congestion type accidents still occurring at the intersection of SPID and Everhart. Mr. Seiler stated that he is working with Mr. Ismael Soto with the Texas Department of Transportation in better directional signage over the intersections to help motorists. He also stated in conducting a workshop by Staff on the pros and cons of ramp reversals on SPID. A study conducted by the Metropolitan Planning Organization approximately four years suggesting ramp reversals on a system wide basis. At the present time, the City Council is on record opposing ramp reversal. The State will take no action without recommendation from the City. Ramp reversal would benefit the entire public and merchants alike and alleviate a large amount of accidents. Mr. Seiler posed the question of whether the Transportation Advisory Committee would consider bringing up this matter for public discussion. VII. DISCUSSION ITEMS A. Preliminary discussion for proposal to close off the John Sartain median crossover on Shoreline Boulevard to facilitate an expansion of the Art Center of Corpus Christi - (Attachment "C") - Mr. Seiler stated that the City Staff has arranged a joint meeting with the Planning Commission, Park & Recreation Advisory Committee, Art and Cultural Commission and the Transportation Advisory Committee to be held Wednesday, July 14, 1999 at 5:30. B. Discussion of the on-going South Loop Transportation Study by the Metropolitan Planning Organization/TxDOT Staff/City Staff and related issues - (Attachment "D") - No action taken due to lack of quorum. C. Residential Traffic Management Program - No action taken due to lack of quorum. VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW A. A. Recommendation to increase the speed limit on Gollihar Road from 30 MPH to 35 MPH,between Staples Street and Airline Road - (Attachment "E") - No action taken due to lack of quorum SCANNED 0 '1 ; IX. TRAFFIC ENGINEER'S REPORT A. Status: Vision Obstruction/Passage Obstruction Ordinance Revisions- Status: has been held up with its involvement in City's deliberation in Property Management ordinance revisions. B. Alameda Street Hospital Zone - Issue is still in the hands of the City Manager, very sensitive matter. C. John F. Kennedy Causeway - Mr. Seiler advised Committee the City will be submitting application for a loan from the State's Infrastructure Bank (SIB). D. Bay Trail Phase 2 Project - Bid Letting by TxDOT in August, 1999. E. Greater Corpus Christi Business Alliance - Transportation Advisory Committee's Current Brainstorming Session- Identifying primary transportation issues with support from the GCCBA- Transportation Committee. Does the Transportation Advisory Committee wish to provide input? X. COMMITTEE MEMBER REQUESTS FOR AGENDA ITEMS - JULY MEETING XI. PREVIOUS CONCERNS - No action taken XII.
