(Meeting of March 22, 1999)

CALL TO ORDER
Meeting called to order by Vice-Chairperson Alejandro at 1:34 p.m.
II. ELECTION OF OFFICERS - CHAIRPERSON AND VICE-CHAIRPERSON - Mr. Alejandro opened the
floor for nominations for Chairperson. Mr. Sher made motion to nominate Anthony Alejandro for
Chairperson. There being no further nominations, Mr. Noyola closed nominations. Committee voted
unanimously to elect Mr. Alejandro Chairperson. Nominations for Vice-Chairperson were opened. Mr.
Mims nominated Stuart Sher. Chairperson Alejandro nominated Orlando Noyola. Nominations ceased.
Committee elected Mr. Sher by vote of 5 vs 3.
III. NEW COMMITTEE MEMBER ASSIGNMENT TO BICYCLE ADVISORY SUB-COMMITTEE (BASC) -
Mr.Seiler briefed the Committee on duties of the BASC committee member. Mr. Stuart Sher volunteered
to serve on Committee.
IV. APPROVAL OF MINUTES (Meeting of February 22, 1999)
Motion made by Mr. Moss, seconded by Mr. Mims to approve minutes of February 22, 1999. Motion
passed.
V. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS
Mr.Seiler introduced Mr. Bryan Wood,Area Engineer with the Corpus Christi Department of Transportation
(TxDOT).
VI. CHAIRPERSON'S REPORT
None
VII. MONTHLY TRAFFIC FATALITY REPORT (ATTACHMENT"A")
In the absence of Capt. Byrd, Chairperson Alejandro presented monthly traffic fatality report bringing the
total to four(4) fatalities.
VIII. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(February, 1999) (ATTACHMENT "B")
Members were asked to persue the traffic accident experiencet report and to please ask if there were any
questions.
IX. DISCUSSION ITEMS
A. Discussion of the upcoming Crosstown Expressway Rehabilitation (Re-Surfacing) Project,
the resultant traffic impact, and planned traffic control and measures -Mr. Bryan Wood,with
SCANNED TxDOT gave a presentation in response to committee questions for the re-surfacing work to be
done on the Crosstown Expressway beginning in April and to occur over the next 4-5 months.
B. Discussion of "aggressive-driving" motorists characteristics in Corpus Christi - A brief
discussion was held regarding recent article in the Corpus Christi Caller Times. The City was rated
No. 1 in aggressive driving and is tops in State in highway fatalities blamed on aggression. Several
different suggestions were discussed on how to handle aggressive driving and to bring back the
issue to a future meeting. Staff has been asked to determine whether there are grant/public
education programs in the TEA/21 Program to help communities to locally address these problems.
C. FM Highway 624 - Mr. Seiler briefly stated that FM 624 is the fastest growing street in traffic in
Corpus Christi presently. The City will be meeting with the TxDOT the week of March 22nd for
further discussion regarding access management for the prevention of left-turns on FM624.
D. Current Traffic Signal Improvement Projects - Mr. Seiler briefed the Committee of the
seventeen (17) on-going or completed signal improvements projects and the five (5) planned
projects.
X. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW
A. No Staff recommendations for traffic engineering or traffic-safety issues were presented.
XI. TRAFFIC ENGINEER'S REPORT
Mr. Seiler gave brief reports on each of the following subjects:
A. Status: Vision Obstruction/Passage Obstruction Ordinance Revisions - Council will be
receiving in 2-3 weeks.
B. Public Service Announcements
C. Alameda Street Hospital Zone
D. Metropolitan Mobility Projects Status
