HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 05/22/1998 TRANSPORTATION ADVISORY COMMITTEE MINUTES (Meeting of May 22, 1998) Members Present Clif Moss Walter Prothro Stuart Sher MAC Mike McCain Ray Mims Anthony Alejandro Members Absent Carol Hailey Orlando Noyola Israel Ybarra CALL TO ORDER Meeting called to order by Staff Liaison David Seiler in the absence of Vice-Chairperson Halley at 1:37 p.m. Mr. Seiler inquired of members present, due to the absence of senior committee members, for the postponement to elect officers until the June, 1998 meeting. Committee concurred. II. APPROVAL OF MINUTES(Meeting of April 27, 1998) Motion made by Mr. Moss, seconded by Mr. Prothro to approve minutes of April 27, 1998 meeting as presented. Mr. Seiler stated that on Page 2 of minutes Exhibit 1 should have read TxDOT Recommendation and Exhibit 2 should have read Staff Recommendation. Motion passed. III. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS None IV. CHAIRPERSON'S REPORT None V. BICYCLE ADVISORY SUB-COMMITTEE REPORT In the absence of Chairperson Gretchen Arnold, Mr. Seiler reported that the BASC Committee has completed its five(5)sub-area public forum meetings. The Committee met May 14, 1998 for a compilation of the suggestions and objections from the public forums and is continuing to draft the Master Plan into principal goals. Initial draft expected for July meeting. VI. MONTHLY TRAFFIC FATALITY REPORT(ATTACHMENT"A") No fatality report due to the absence of Capt. Carolyn Byrd. Mr.Seiler commented on the fatal accident reports included in the agenda package. VII. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(April, 1998)(ATTACHMENT"B") Mr.Seiler briefly stated that a total of 765 accidents for the month of April, 1998(down 2%);a total of 33 alcohol/drug related accidents,(down 5%),271 injury accidents,(up 15%);total injuries 442, (up 9%);fatal accidents-15(up 36%)and total fatalities-15, up(27%). For the 1998 year, 10 out of the 15 fatalities are confirmed alcohol related (up 66%). SCANNED III.• STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW A. Staff Recommendation for the FY 1999 - FY 2003 Street Capital Improvements Planning Guide (Attachment "C") - Mr. Seiler stated briefly that earlier this year, the Staff initiated an educational workshop review of the FY 1998-2002 Street Capital Improvements Planning Guide to the Transportation Advisory Committee. Due to limited discussion by the Committee, Staff was asked to revisit this matter with the Transportation Advisory Committee prior to general public comment on any proposed CIP program. Most of the previously reviewed FY 1998-FY 2002 Street Planning Guide elements are included in the updated 5-Year(FY 1999-FY 2003) Planning Guide, but some changes have been included (such as some new projects, updated projects costs, and revised scheduling). Ms. Grace McNett, Capital Budget Officer, briefly explained the process her office uses to annually update the CIP which must be accepted by July 31, 1998. There are two major elements to the CIP,one is the Utility Projects supported by revenue, not requiring prior voter approval for a 5-year program. The other being Parks, Public Facilities, Public Health and Safety, and Streets requiring tax supported bonds, General Obligation Bonds requiring voter approval programs. The City has not had a bond election since 1986. The City is contemplating a bond election in the next year. Initial presentation has been made to Council, CIP is being presented to Planning Commission,May 27, 1998 and several additional workshops will be held in conjunction with the City Council in June. Ms. McNett further stated that the streets included in this proposal are projects that have been identified over the years, based on traffic demand,traffic capacity and traffic safety surrounding schools. The City has been able to continue a street improvement program by leveraging limited local resources toward state and federal funds the Transportation Improvement Program (TIP) administered by the Corpus Christi Metropolitan Planning Organization. However,reserve funds previously available to match state and federal participation have been virtually exhausted. Beginning with the 1998-99 Fiscal Year,the City may forego these alternate funding opportunities,if we cannot allocate the local share of project costs. Committee inquired if the projects listed were in any priority order? Ms. McNett stated not really. The list of projects proposed for streets all have very basic needs that have warranted for a number of years. IX. DISCUSSION ITEMS A. Transportation Advisory Committee Duties-(See:Attachment"D")-Tabled to June meeting. B. TAC Signs for Traffic Fatality Information -Following a previous inquiry by the Committee, Mr. Seiler stated the Staff does not support installation of signage at fatality locations; however, it is possible to place any particular topic or concerns of the Committee on Citywide TAC signs. Mr. Seiler further stated that Ted Nelson with Information Services Department has completed a PSA relating to running red-lights. At this time, Committee viewed the PSA. Mr. Sher commented that he felt that the PSA was "too cutesy" and not serious enough. The Committee felt that a more serious approach should be taken in getting the public's attention. Mr. Seiler said he would bring the Committee's concerns to Mr. Nelson. X. TRAFFIC ENGINEER'S REPORT A. Street Capital Improvements- Need for TAC to review street recommendations for new capital improvement program. B. RTA Livable Communities Initiative Projects-Alameda Street Bridge/1H37 Automobile Denial Issue. C. Status of Driveway Ordinance Revisions-Pending Ordinance D. Hazardous Material/Chemical Routing-Pending Ordinance-Chemical Transportation on Arterial Streets. E. Status of Pending Traffic Signal Improvement Projects-Projects pending with TxDOT. F. Public Service Announcements-Working on High Accident Location in the works G. "T-Person" Committee—Proactive Traffic Safety Program-Possible Consideration by TAC H. Vision & Passage Obstruction Ordinance Revisions - Pending - Traffic Safety and Midblock Revisions I. Street Lighting Policy Revisions-Pending-Legal/Planning J. Truck Access Restrictions in Residential Neighborhoods-City Council approved. K. Public Hearing for Bicycle Master Plan-Pending L. Intelligent Traffic System for Expressway System Management - Working in conjunction with TxDOT in establishing an ITS in Corpus Christi. M. Harbor Bridge-MPO will make presentation at next monthly meeting. XI. ISSUES FOR FUTURE TRANSPORTATION ADVISORY COMMITTEE MEETINGS XII. PREVIOUS CONCERNS None XIII. NEW CONCERNS Mr.Alejandro-IH37/Shoreline at Mesquite-Possibility of Left Turn (one-way on Mesquite; possible change to two-way in one block area). Mr.Moss-Can the Transportation Advisory Committee's Public Service Announcements produced by the City of Corpus Christi be made available to other cities. Mr.Sher inquired about the findings of the FM624 Congestion Meeting held on May 4th-Mr.Seiler stated that no concrete decisions were made, other than TxDOT had outlined some projects outside of the City Limits;agreement was discussed with the City and the State for a possible 6-lane boulevard section on the first mile section of FM624 between US77 and CR69,west of Calallen High School area, using MPO Mobility Funds in the year 2001.
