HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 11/19/1994 TRANSPORTATION ADVISORY COMMITTEE MINUTES (Meeting of November 19,1994) CALL TO ORDER Mr.Len Brandrup,Chairperson called the meeting to order at 1:30 p.m. II. APPROVAL OF MINUTES(Meeting October 24,1994) Motion made by Mr. Braxton Routh, seconded by SC Thomas Sidel to approve minutes as presented. Motion carried. III. CHAIRPERSON'S REPORT None IV. CTTY TRAFFIC ENGINEER'S REPORT Mr. Seiler briefly discussed the following items: A. Update/Left Turn Restrictions in"Business Districts" B. On-Going Traffic Signal Improvement Projects C. Update-Southside Transportation Study D. Quebec Drive\Greensfield-by-the-Bay Subdivision E. Oversize Truck Restrictions F. Special Ordinance Restrictions G. Vision Obstruction Ordinance Restrictions V. TRAFFIC FATALITY REPORT(Attachment"A") Captain Byrd reported there have been no fatality accidents since the last meeting. The fatality count remains at 18 for the year. There had been 25 fatalities at this time last year. There have been 941 arrests for DWI this year. At the same time last year there were 1107 arrests, a decrease of 15%. She also reported that the DWI Step Grant paperwork is still in Austin, and the CCPD cannot start the additional enforcement until we are notified that the grant has been signed. VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT There were 756 total traffic accidents through the month of October, 1994. There were a total of 7227 total traffic accidents showing a 2% increase. Alcohol/Drug Related Injuries totaled 304 through the month of October, 1994 compared to 362 same time last year showing a 16% decrease. Injury accidents total 2759 through October, 1994 compared to 2568 showing a 7% increase. Total injuries through October, 1994 totaled 474 injuries showing a 8%increase. Fatal accidents for 1994 are 18 compared to 20 for 1993,showing a 10%decrease year to date. VII. DISCUSSION ITEMS TRANSPORTATION ADVISORY COMMITTEE "GOALS SETTING" SESSION(REFERENCE: ATTACHMENT"C". • Susan Cable, Director of Communications and Quality Management for the City of Corpus Christi was introduced by Mr. Seiler. Committee members determined earlier this year the need to schedule a "think tank"goals" - setting session to clarify the type of issues with which the Committee shouldbe involved on CANNED1 • behalf of the community. Ms. Cable proceeded with the Committee with the "Goals Setting" Session in following an outline previously sent to the Committee members. QUESTIONS: Who do we serve? What is our business? Why do we exist? (What would be missing if the TAC did not exist?) OUTLINE OF WORKSHOP PROCESS Review Mission What does Committee success look like? What is blocking that? Why don't we have? What strengths and capacity do we have? Identify Actions(What,Who,When) The Committee worked with Ms. Cable in assessing their wants and needs. Due to the length of the meeting, the remainder of the session was postponed to the following meeting in December, 1994. VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL None IX. RECOGNITION OF AUDIENCE FOR PUBLIC COMMENTS AND CONCERNS None X. ACTION ON ABSENT MEMBERS FROM OCTOBER,1994 MEETING. Motion made by Mr.Routh,seconded by Mr.DeVille to approve absences as presented. XL PREVIOUS CONCERNS None. XII. NEW CONCERNS Ray Madrigal: Inquired as why every month the same top five (5) locations show a high accident rate and why the Committee receives no feedback from either TxDOT and/or the City what can be done to perhaps correct or"cutback"on the accident rate. Walter DeVille: Inquired about feedback from the District Engineer from TxDOT on traffic signalization. Len Brandrup stated that he requested that any information on this subject be delayed until the December meeting because of the"Goal Setting"Meeting this month. Braxton Routh: School zone signs especially on Ocean Drive need to be checked for vision obstruction. Walter DeVille: Can something be done about LEFT turns at Wal-Mart off SPID/Everhart during the holidays....barriers,etc.to prevent motorists from making these turns and causing congestion????????
