CALL TO ORDER Mr.Len Brandrup,Chairperson called the meeting to order at 1:31 p.m. II. APPROVAL OF MINUTES(Meetings of August 22,1994 and September 12,1994) Motion made by Mr. Walter DeVille seconded by Mr.Ray Madrigal to approve minutes as presented for the two meetings respectively. Motion carried. III. CHAIRPERSON'S REPORT Mr. Brandrup, with Committee approval, stated that the November and December meetings will be rescheduled to November 21, 1994 and December 19, 1994 to eliminate conflicts with the upcoming Thanksgiving and Christmas holiday weekends. W. CITY TRAFFIC ENGINEER'S REPORT Mr. Seiler briefly discussed the following items: 1. Truck Restriction Ordinance -Reported passed on 1st Reading;On Hold. 2. Southside Study-Two-thirds complete. 3. Signal Projects=Authorization of Rodd Field/Wooldridge and WilliamsBetty Jean. (Moore Plaza) 4. Informed Committee of new Staff Person for Air Quality,Joan Koenning, Environmental Specialist. V. TRAFFIC FATALITY REPORT(Attachment"A") Captain Byrd summarized the details of the five (5)fatality accidents in Corpus Christi during the past two months bringing the total to 18 fatalities for 1994. The Police Department has made 880 DWI arrests in 1994. Last year at the same time there had been 1,005 arrests,a 12%decrease. VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT (including Quarterly Severity Index Report,(Attachment"B") There were 713 total traffic accidents through the month of September, 1994 showing a 2%increase. There were a total of 6471 traffic accidents showing a 2%increase. Alcohol/Drug Related Injuries totaled 268 for through the month of September, 1994,compared to 337 for 1993,showing a 23%decrease. Injury accidents totaled 275 indicating a 8%increase over the last year. Total injuries through September totaled 449 injuries showing a 8% increase in accidents for 1994. Fatal accidents for 1994 are 18 compared to 20 for 1993, showing a 10%decrease year to date. (SCANNED . 1 VII. DISCUSSION ITEMS 1. Transportation Advisory Committee"Goals Setting" Session(Reference:Attachment"C") Mr. Brandrup introduced Ms. Susan Cable the City's Director of Communications & Quality Management who agreed to help facilitate the goals setting session. She briefly addressed the Committee to set the stage for an important planning meeting. She suggested sending out some worksheets for the workshop process for next month's meeting since four of the nine members were not available due to previous engagements. VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL STAFF RECOMMENDATION TO AMEND CODE OF ORDINANCES SECTION 53-254 FOR A SPEED LIMIT REDUCTION ON LAGUNA SHORES ROAD BETWEEN GRAHAM ROAD AND YORKTOWN BOULEVARD(ATTACHMENT"D". Mr. Seiler presented staff recommendation to include speed reduction from 40 MPH to 35 MPH,from a point 30 feet south of Graham Road to a point 500 feet south of Caribbean Drive and speed reduction from 35 MPH to 30 MPH from a point 500 feet south of Caribbean Drive to Yorktown Boulevard. Mr. Seiler stated that the following conditions lead to staff recommendations: a. Narrow roadway width,averaging 20 feet in width; b. Numerous horizontal curves,with advisory speed reductions under the posted speed limits; c. No stabilized shoulders,with sharp pavement drop-offs into loose sand; d. Roadside hazards in near proximity to the travel way--i.e.,utilities,drainage,channels,bar ditches,and the Laguna Madre shoreline; e. Above averageroadway roughness; f. No continuous roadway lighting; g. Increasing incidents of single vehicle,speed-related traffic accidents. Motion made by Mr.Routh,for approval of Staff recommendation,seconded by Mr.Beggs. Motion passed by 5-0 vote. STAFF RECOMMENDATION TO A MEND CODE OF ORDINANCES SECTION 53-123 TO AUTHORIZE THE PLACEMENT OF TIME-RESTRICTED ACCESS RESTRICTIONS ON RESIDENTIAL STREETS. (REFERENCE: ATTACHMENT"E"). Mr. Seiler presented staff recommendation stating that specific authorization be included in the Code of Ordinances to allow the placement of regulatory signage to deny traffic passage during certain hours on residential streets where extraordinary non-resident traffic intrusion exists to the detriment of the residential neighborhood. Increasing incidents of excessive non-resident traffic intrusion through residential neighborhoods are rising in Corpus Christi,for which cases the City is being requested to better manage the passage of non-resident traffic. The criteria for application of such regulation would be: a. Determination that the affected street is a functionally-classified "residential" area. The typical residential street has a 28-foot BC-BC street width, and is not designated on the City's Master Transportation Plan as either a neighborhood collector,primary collector,or arterial street. b. Determination that greater than 1,000 vehicles per day are using the affected street. • c. Determination that the majority of traffic on the street during the time period in question is non- resident to the subdivision. d. Determination that an alternative and higher functionally-classified traffic connection exists within the immediate vicinity of the affected residential street. e. Determination is made that at least two-thirds of the property owners within a 500-foot radius of the 2: affected area favor a time-restricted access restriction. Typically,this problem occurs where there has been poor street system planning to discourage the use of any residential street by traffic non-resident to the neighborhood. Primary examples are the Everhart-to-Center street connection, the Quebec Street to Ella Barnes Elementary street connection,and numerous other functionally-classified residential streets which connect directly to arterial and major collector streets on each end of the residential street. Traffic Engineering staff, in its continued endeavor to provide a proactive Residential Traffic Management Program, has determined one means of addressing such non-resident traffic intrusion would be to install regulatory"DO NOT ENTER"traffic signage to deny traffic passage onto certain residential streets during certain hours. Discussion followed. Motion made by Mr. DeVille, seconded by Mr. Routh to support staff recommendation to amend Code of Ordinances Section 53-123 to authorize the placement of the time-restricted access restrictions on residential streets meeting criteria"a", "b"with the ordinance to read "greater than 1,250 vehicles per day using the affected street, "c", "d" and criteria "e" to read that determination is made that 100%of property owners on affected streets approve plus two-thirds of the property owners within a 500-foot radius of the affected street favor a time-restricted access restriction. Motion passed 4- 1. IX. RECOGNITION OF AUDIENCE FOR PUBLIC COMMENTS AND CONCERNS None X.
