CALL TO ORDER • Mr.Len Brandrup,Chairperson called the meeting to order at 1:45 p.m. II. CHAIRPERSON'S REPORT None. III. CITY TRAFFIC ENGINEER'S REPORT None. W. DISCUSSION ITEMS: None V. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE ACTION A. The Transportation Advisory Committee s being requested to review and to recommend adoption of the FY 1995-1999 Street Capital Improvement Program (Street Element) needs and the Proposed FY 1994-95 Capital Budget(Streets Element)by the Planning Commission and the City Council. (Attachment"A") Ms.Grace McNett,the City's Capital Budget Officer, presented the streets element of the 1995-1999 Five Year Capital Improvement Program. Recommended funding for street improvements in the FY 94-95 Capital Budget was also submitted for consideration and adoption by the Transportation Advisory Committee. Because no bond sale is scheduled this year,the proposed FY 94-95 Capital Budget recommends allocations to a limited number of street improvements, which are being proposed to be financed from available revenues. Street projects included in the Staffs recommended 1994-95 Programs represent those considered to be of the greatest benefit to the community to relieve traffic congestion on primary streets and within neighborhood areas,we well as for funding commitments to which the city is obligated and proposed in the Metropolitan Planning Organization's Transportation Improvement Program(TIP)recently approved by the MPO Policy Committee. Projects in the latter category involve the City's leverage of local funds to receive State and Federal funding representing a majority of the project budgets. Those projects submitted to the Transportation Advisory Committee's review for the proposed 1994-95 Capital budget with high priority are: Annaville Area No.3 Neighborhood Streets, Ph.II, Traffic Signal Improvements (Staples/Yorktown, Rodd Field/Wooldridge, Airline/Cimarron, Williams/Betty Jean,Ayers Street Coordination,Radio-Control School Flasher System); Wynn Seale School Area,Ph.III;Dustain Street Extension/Round Rock Street Improvements and City Share of street construction in new subdivisions for a total of$825,000. Other projects recommended for FY 94-95 include Holly Road, SCANNED 4 Texas A&M Corpus Christi Access Improvements;Greenwood Drive(SPUD to Saratoga);Airline road,Ph.II (Wooldridge to Saratoga);Kostoryz Road,Holly to Cabaniss Field(Design);McArdle Road,Everhart to Holmes (Design)and McArdle Road,Nile to Ennis Joslin(Design)which would require a bond sale or other revenues sources for a total of$2,796,000.00 for a combined funding requirements of$3,621,000.00. The Transportation Advisory Committee voted unanimously to recommend to the Planning Commission and the City Council that the proposed 1994-95 Capital Budget(Streets Element)be approved. The Committee also included in its recommendation its position that the City committees and commissions be given the charge to review annual capital improvement needs and to recommend specific projects prior to the City Council's annual budget review process, at which time the Council considers tax increases for support of bond sales. The Committee is concerned that capital improvement needs,based on recommendations forwarded to Council by appropriate committees and commissions following their review of pending capital improvement projects, be considered by Council at the time of its annual budget review process. Regarding the FY 1995-1999 Street Capital Improvement Project needs,the Transportation Advisory Committee voted to defer any recommendation until the Committee had time to review additional information by staff on all potential street projects,including justification criteria.While the Committee does not disagree with the recommended project needs,the Committee expressed that it does not want to be limited to recommendation of only those"authorized"projects,which are only partially funded or which have no funds identified)shown in the Capital Improvements needs document as shown on Pages 64-77. Related to this concern is the Committee's understanding that the MPO Southside Study will be completed in December, 1994, at which time the MPO's consultant will outline its recommended transportation infrastructure projects and recommended project timetables for the highly congested Southside area. Projects to be recommended by the consultant may include certain projects not presently included in the Staffs recommended FY 1995-1999 Street Capital Improvement Project needs. Motion made by Mr. Bert Quintanilla,seconded Mr. Walter DeVille to recommend to the Planning Commission and the City Council that the proposed 1994-95 Capital Budget(Streets Element)be approved. IX.
