MINUTES September 27, 1993 CALL TO ORDER Mr.Barry PiBinger,Chai person,called the meeting to order at 2:00 p.m. • II. APPROVAL OF MINUTES - Minutes of the August 23, 1993 meeting were approved by the Committee without any changes. M. CHAIRMAN'S REPORT Mr. Pillinger referred to a meeting of the Metropolitan Planning Organization Transportation Planning Committee held on September 17, 1993, which took place while he was on vacation. Mr. Pillinger asked Mr. Seiler to comment. Mr. Seiler stated that the primary concern at that meeting was to have the Transportation Planning Committee approve the FY 1993-94 Unified Planning Work Program. Two other items on agenda were the JFK Causeway and the Statewide Transportation Enhancement Program. IV. CITY TRAFFIC ENGINEER'S REPORT Mr. Seller introduced the new City of Corpus's Senior MPO Planner, Mr. Amin Ulkarim. Mr. Ulkarim was hired to provide a full-time staff position in Traffic Engineering for the handling of MPO matters,basically related to the ISTEA of 1991. Also, Mr. Seiler stated that there are no agenda items regarding the bicycling activities. There was mention in the minutes to pursuing further changes to some existing positions within the City code. Some exchange of ideas and concerns needs to be undertaken with the Texas Department of Transportation relating to some of these concerns. V. TRAFFIC FATALITY REPORT(Attachment"A") Fatalities: Captain Byrd reported that no serious accidents occurred due to the severe weather experienced last night. She summarized the details of each of the motor vehicle accidents. To date, the City has recorded 940 DWI's,which is an eight percent increase over last year at this time. Various traffic related questions were asked of Captain Byrd by several Committee members, i.e., exiting off SPID, crossing over double yellow lines into commercial parking lots. VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT (Attachment"B") Mr.Seiler summarized the reported traffic accidents for August. Mr.Seiler reported there were 689 total traffic accidents,which is slightly less than one percent up on last year. Alcohol and drug related accidents for August totaled 29. Injury accidents totaled 279;total injuries are 437. Eleven accidents for August were reported at the Everhart/SPID intersection,with highest intersection totals shared by the Everhart/SPID and Weber/SPID intersections. VII. DISCUSSION ITEMS A. Update: Dune Protection& Beach Access Plan. Mr. Seiler informed the Committee that the City Council had approved the prohibition of traffic on the beach, contingent on Staff. working out an amended parking and access plan with abutting property owners and other concerned groups within the next 90 days. Mr.Seller then briefly went through the plan that staff had recently discussed with the General Land Office in a recent public hearing. Mr. -1- SCANNED Seiler advises that the Transportation Advisory Committee's primary interest in this matter, that of prohibiting motor traffic in front of the seawall,was a mutually agreed upon"must" situation by all local interests including the City Council. B. Statewide Transportation Enhancement Program(STEP) (Attachment"C") Mr. Seiler briefly explained the main purpose for STEP is to provide a funding source for transportation enhancements projects out of the vein of typical roadway improvement. There are several different projects being considered for this area. They include: 1) Downtown Management District, City of Corpus Christi and Texas A&M-Corpus Christi, City of Portland and the USS Lexington. The Transportation Planning Committee of the Metropolitan Planning Committee will be receive,prioritize and nominate these projects to the Texas Department of Transportation. The Texas Transportation Commission will make the project selection. There is$95,000,000 in Federal funds available or $118,000,000 taking into consideration the 20% local participation. Mr. Seiler indicated that submitted applications would be reviewed with the Transportation Advisory Committee in the October monthly meeting. VIII. STAFF RECOMMENDATIONS SUBMI ITD FOR COMMLI I'hE APPROVAL A. Revisions to City Code of Ordinances Article VIII-SCHEDULES,Section 53-251,Schedule II - Arterial and Collector Through Streets (Attachment'D") Mr. Seiler explained that the last time code had been amended was in 1985 and there have been numerous changes throughout the City. Mr. Seiler stated that Attachment "D" is in addition to the streets that are presently listed in the City code. Mr. Seiler responded to a few specific questions,including differences between Aaron Drive and Cedar Pass Ddrive as designated collectors. Mr.DeVille made the motion to accept the staff's revisions to the City code. Mr.Hecht seconded. Motion carried. IX. RECOGNITION OF AUDIENCE FOR PUBLIC COMMENTS AND CONCERNS. None. .X. ACTION ON ABSENT MEMBERS FROM AUGUST 1993 MEETING. Ms.Joyce Hoist absence was excused. XL PREVIOUS CONCERNS. • Mr. Pillinger inquired about the status of the Everhart barricade. Mr. Seiler explained that an Agenda Memorandum has been prepared out but has not been submitted upstairs. There will need to be another mailout to the residents prior to issue going before the City Council. (Mr. Pillinger asked to be notified when item will going before the City Council.) Mr. Brandrup inquired if a consultant had been selected to do the Southside study. Mr. Seiler explained that notification of consultant had not been made pending consultation with the City Manager of the staff's recommendations,but that this would occur very shortly,followed by contract negotiation between the consultant and Traffic Engineering.
