TRANSPORTATION ADVISORY COMMITTEE
MINUTES
JULY 26, 1993
CALL TO ORDER
Mr.Barry Pillinger,Chairperson,called the meeting to order at 2:00 p.m.
II. APPROVAL OF MINUTES
Minutes of the June 24, 1993 meeting were approved by the Committee without any changes. Mr.
Pillinger then called for action on the minutes of the joint and special-called meeting with the
Water/Shore Advisory Committee on June 24th. These minutes were accepted as submitted.
III. CHAIRMAN'S REPORT
Mr. Pillinger reported that he had attended the Metropolitan Planning Organization Technical
Committee meeting on July 9th. It was agreed that the Ennis Joslin Road Improvements would be
added to the TIP (Transportation Improvements Plan)with the understanding this would not take
priority overitems previously funded.
IV. CITY TRAFFIC ENGINEER'S REPORT
Mr.Seiler stated the Dune Protection and Beach Access Vehicular Control Plan has been approved
by the Water/Shore Advisory Committee, the Traffic Advisory Committee and the Planning
Commission: It_will be reviewed by the City Council on July 25th. Mr. Seiler stated the Plan has
attracted a great deal of media attention because of proposed revisions to the traffic pattern in the
beach seawall area.
Staff has received seven(7)proposals for the Southside Transportation Study. Within the next two
weeks,the consultants will be interviewed.
Mr.Seiler stated that staff has continued to meet on the Livingston Park Subdivision issue regarding
placement of a traffic barrier on Everhart Road. After meeting with Legal, City Manager and
affected departments,a staff position has been developed and will be on the Committee's agenda for
August 23rd.
V. TRAFFIC FATALITY REPORT(Attachment"A")
Fatalities: Captain Byrd reported on traffic fatalities over the last month. She summarized the details
of each of the accidents.-Captain Byrd also pointed out that to date,the City has suffered 668 DWI's,
which is a.two percent increase over 1992.
VL MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(Attachment"B")
Mr. Seiler summarized the reported traffic accidents for June. He stated the total for theyear is
4,274. Alcohol and drug-related accidents totaled 29. 275 injuries were suffered with the highest
accident location being Staples/SPID zone,which accounted for 11. Seven accidents were reported
at the Everhart/SPID intersection, and the highest rear-end collision rate was at Everhart/SPID
intersection.
The Committee discussed the increasing traffic accident experience associated with traffic exiting the
SH 358 expressway eastbound at Staples and Everhart. Mr.Seiler explained the staff opinion and
assured themhis office works closely with the TxDOT. A question also arose concerning the

was made and seconded to accept the concept for the parkway with the recommendation for
a minimum of a five-foot sidewalk. Vote was unanimously in favor.
2. Approval of proposed revisions to Code of Ordinances Section 49-15 (Temporary Closure of
Streets(Attachment"D"). Mr.Pillinger questioned if Committee action was required on this
item, or if special events were currently prohibited from using the Harbor Bridge and
requested a clarification by staff. Mr.Seiler explained that there are two sections in the City
Code to prohibit pedestrian or cycling activities over the Harbor Bridge,but not specifically
the prohibition of special events,and staff feels this additional ordinance would provide more
absolute control. A lengthy discussion followed and suggestions were offered by some
Committee members as to options to allow the special events to continue,such as increased
cost to the event organizer,reverse flow of traffic,revised routes,etc. Mr.Seiler pointed out
the Oso Creek Parkway is an ideal location for the special events that although different from
the bayfront,offers its own unique attraction.
Another suggested change deals with reimbursement to the City. Previously,organizers were
allowed to either pay 4% of gross receipts or reimbursement of actual city costs. This is
being revised to require the greater of the two amounts. Also, an appeal process has been
created whereby the City Traffic Engineer and the Chief of Police will hear appeals to be
taken to the City Council for a review.
Ms. Marie R. Miller representing the March of Dimes, defined the route for their"Walk
America"and questioned the permit and street closure fees. Mr.Seiler explained there is no
compounding of fees and the maximum fee is $200. Ms. Miller also commented on using
private companies for barricading stating if they were required to do so this would cut into
their profits for the event. They would prefer to continue having the city place the
barricades.
After considerable discussion concerning definition of gross receipts,traffic control of events,
barricades,police security needs,internal security needs,Mr.Minger moved that in light of
these comments that staff review it and bring this item back to the Committee on the August
. 23rd agenda with re-evaluation of at least two points of concern: the Harbor Bridge portion
and reimbursement for costs to the City.
IX. RECOGNITION OF AUDIENCE FOR PUBLIC COMMENTS AND CONCERNS. No
comments/concerns
X. ACTION ON ABSENT MEMBERS FROM JULY 1993 MEETING. (Mr.Pillinger stated for the
record that for the July 24th meeting, he had received calls from Mr: Robert Beggs, Mr. Fred
Braselton and Ms.Joyce Hoist stating they would not be attending this meeting.)
XL PREVIOUS CONCERNS
Mr.Plunger stated that the Coastal Management Plan issue is coming up before the City Council
shortly. Regarding concerns of newspaper articles and television coverage, Mr. Seiler stated that
minutes of the meeting from last month were included with the City Council transmittal(prepared
by the Planning Department) which showed the Committee's involvement in this decision. The
Planning Commission and Water/Shore Advisory Committee were also involved in the decision.
