HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 01/25/1993 TRANSPORTATION ADVISORY COMMITTEE MINUTES (for the meeting of January 25, 1993) Meeting was called to order at 2:00 p.m. LCDR.Williams and Messrs. Brandrup and Bosquez were absent. Minutes of the December 210993 meeting were approved without any changes. CHAIRMAN'S REPORT Mr. Pillinger reported that he had attended a meeting of the MPO-Transportation Planning Committee. He updated the Committee on the main issued that was discussed,which was the functional classification of highways and streets in the Corpus Christi Metropolitan Area. He further stated that he was approached by Ms. Marie Spear and Mr.Clower from the Kennedy Causeway committee who asked if they could appear before the TAC to obtain an endorsement on the raising of the causeway. Mr.Pillinger informed the individuals that the Committee had previously given a favorable response(for elevation, related to safety and evacuation enhancement) to the Kennedy Causeway issue. He also informed them that they were welcome to come before the Committee at the time of the public hearings but this matter would.not be an agenda item, unless there were new traffic and transportation safety issues that the Committee was unaware of. TRAFFIC FATALITY REPORT Capt. C. H. Byrd presented the Fatality Report. The Police Department has not recorded any fatal traffic accidents since the last Committee meeting. They have arrested 72 people for DWI in 1993 compared to 72 at this same time last year. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT Accepted as presented by`Mr. Seiler. Mr. Hecht questioned Mr. Seiler when would the Sub-Committee set up a meeting with the new Caller Times city editor. Mr. Seiler responded that he would proceed with scheduling a meeting in early February for Ms.Hoist,Mr.Hecht and Mr. Seiler to be in attendance. DISCUSSION ITEMS ° Transportation of Hazardous Materials/Chemicals in Corpus Christi Mr. Seiler introduced this item and spoke to the Committee in regard to the Local Emergency Preparedness Committee (LEPC), a local committee that is concerned with industrial safety in the Corpus Christi community. He stated that one element that had recently surfaced was the concern for the actual transportation of hazardous chemicals and materials that are occurring on the city streets. Presently the City of Corpus Christi has no regulations in terms of establishing routes that must be used. Ms. Sally Farias then explaining that the Transportation Planning Subcommittee of the Local Emergency Preparedness Committee has requested a liaison with the Transportation Advisory Committee to put together a proposed ordinance to control the movement and transportation of hazardous materials through the community. She further stated that the LEPC,the parent organization of the Transportation Planning Subcommittee,has been federally mandated by the Right to Know Act,which has two parts (1)the inventory of hazardous materials on site within the community and(2)training and planning to meet the emergency response needs when there is a spill or release of hazardous materials in the community. The Transportation Planning Subcommittee has:in addition to its concern forthevehicular movement of materials,which they are requesting a liaison with the.Transportation Advisory Committee, but they are also concerned with the pipeline movement of hazardous liquids:= Ms: Farias further suggested that an appointed or authorized member of the TAC should come and "sit-in° on the sub- committee meetings. Motion was made by Mr.DeVille,seconded by Mr.Hecht and passed unanimously to appoint Mr: Braxton Routh as the TAC liaison to the Transportation Planning Sub-committee of the LEPC. • 2 A lengthy discussion followed on the transportation of hazardous materials over city streets as well as a discussion on concerns over the formation of a number of transportation planning or advisory committees and the need for citizen participation on these committees. ° 1992-97 Five Year Capital Improvement Program. Mr.,Seiler stated that the draft CIP is not the final city staff recommendation and that this item was placed on the agenda for the purpose of discussion and clarification. A full presentation would not be made to the TAC until the City Manager certifies the Street CIP recommendation. Discussion followed with Mr. Brandol Harvey, Dir. of Planning clarifying several questions for Committee members. STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL ° Recommendation for reduction of the speed limit on Up River Road, as follows: Between Violet Road and Harney Street, from 45 MPH to 35 MPH. Between Harney Street and Sharpsburg Road,from 45 MPH to 40 MPH. Mr. Seiler presented this recommendation,and informed the Committee that a citizen request had been received for speed limit reduction along the section of Up River Road in question. Field surveys by Traffic-Engineering showed justification for the two speed limit reductions proposed, particularly between Violet Road and Harney Street. Mr. Routh voiced his concern that the speed limit does not need to be decreased. Also, he stated that he spoke with the Precinct 6 Justice of the Peacewho said that he has had,no complaints from anyone in the area. After a brief discussion motion was made by Mr. Hecht and seconded by Ms. Hoist. Motion failed with a three to three vote. ACTION ON ABSENT MEMBERS FROM OCTOBER MEETING Motion was made and seconded to excuse Ms. Joyce Hoist from the December meeting. Mr. Robert Bosquez was not present at the January meeting and unable to ask to be excused. Therefore he is not excused from the December TAC meeting. PREVIOUS AND NEW CONCERNS - Mr. Pillinger questioned Mr. Seiler in regard to the status of-a letter to be drafted in regard to the DWI Legislative proposals. He also inquired about a TAC annual report for 1992. ADJOURNMENT T. Meeting was adjourned at 3:40 p.m. Mlnutes.JAN
