TRANSPORTATION ADVISORY COMMITTEE scANNE"MINUTESfor the meeting of November 23, 1992)
sleeting was called to order at 2:00 p.m. Mr. Bosquez was absent. Minutes of the October, 1992 meeting were approved
'with one correction.
Ms. Hoist commented on previous meeting's Minutes reflecting her inquiry about the increased numbEr of accidents at
'Heber, Everhart and Staples intersections with SPID, indicating that her comments were for the Weber, Everhart and
Staples intersections with Saratoga Boulevard.
CHAIRMAN'S REPORT
Mr. Pillinger requested a copy of the information requested from Mr. Juan Garza by Mr. Ed Martin, during a recent City
Council meeting, in regard to traffic counts on the frontage roads at SPID/Everhart and SPID/Weber.
TRAFFIC FATALITY REPORT
Capt. C. H. Byrd presented the Fatality Report. The Police Department has recorded one fatal traffic accident since the
last Committee meeting. They have arrested 990 people for DWI in 1992 compared to 1023 at this same time last year.

Accepted as presented by Mr. Seiler.
Because of the number of motorists running the signal light at the intersection of Ayers/Holly,the Committee requested
additional surveillance by the CCPD.
DISCUSSION ITEMS
Unified Planning Work Program Study Task -- Analysis of Retail Development and Adjacent Transportation
Infrastructure on the City's Southside.
Mr. Seiler spoke on the Unified Planning Work Program, its four primary objectives, the anticipated completion
date of May, 1993, and several of the different study activities that will be required of the selected consultant.
Mr. Pillinger was concerned that the Parkdale area was not mentioned in the RFP. He felt that the focus should
not only be on the Malls and Moore Plaza but on the Hamlin Shopping Center, Parkdale Plaza, etc.
Ennis Joslin Road Improvements Feasibility Study.
Mr. Pillinger asked for clarification/update on the Feasibility Study. Mr. Seiler responded that the Feasibility Study
will be conducted locally by the State Highway. The study will consist of several elements:
Should Ennis Joslin Road be converted to a State Highway.
- The analysis will address the design issues, for example how much right-of-way will be needed.
The analysis will address design improvements for the Ocean Drive and Alameda intersection.
The analysis will address project funding issues -- i.e.,whether Ennis Joslin Road would receive National
Highway System funding, Farm to Market funding or strategic priority funding, etc.
1992-97 Five-Year Street Capital Improvement Program.
The Street CIP was not released in time for discussion during this meeting. Therefore, discussion followed in
regard to a date for the December meeting when the Street CIP could be discussed.
Through a consensus the Committee decided to have the December TAC meeting on the 14th. Mr. Braselton
asked that the members be allowed more than a weekend to review the CIP.

STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL
° Street Closure- Lakeview Circle between Up River Road and Viola Road (Suntide Road).
After presentation by Mr. Seiler and a brief discussion. Motion was made by Mr. Hecht and seconded by Mr.
Routh to accept the staff recommendation. Motion was then amended by Mr. DeVille,seconded by Mr. Routh and
passed unanimously that Lakeview Circle not be closed until Koch refinery purchases all parcels of affected
property.
ACTION ON ABSENT MEMBERS FROM OCTOBER MEETING
Motion was made by Ms. Hoist, seconded by Mr. Braselton and passed unanimously to excuse Messrs. Pillinger and
Bosquez from the October meeting. A discussion followed on the present absenteeism policy. Mr. Pillinger requested
that the staff prepare an amendment to the guidelines to include a minimum number of meetings for review during the
December meeting.
Mr. Hecht disagreed with the necessity of an amendment. Messrs. DeVille and Braselton stated that.they believed that
some standard should be set.
PREVIOUS CONCERNS
Mr. DeVille voiced his concerns in regard to motorists running the signal light at Staples/SPID and Everhart/SPID. He
questioned Mr. Seiler if there wasn't and "engineering" change, rather than increased enforcement that could be made
to help prevent this problem.
Mr. Braselton inquired on the status of a signal light concern from several months ago at Rodd Field/Wooldridge. Mr.
Seiler responded that a signal light is not warranted at this intersection, but has requested the Texas Department of
Transportation to approve the installation of a caution light.
NEW CONCERNS
LCDR.Williams inquired what could be done in regard to the stacking of vehicles on Rodd Field Road. Mr. Seiler stated
that he would check into the timing of the Rodd Field Road signal light.
