HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 10/26/1992 TRANSPORTATION ADVISORY COMMITTEE SCANNED MINUTES (for the meeting of October 26, 1992) Meeting was called to order at 2:02 p.m. Messrs. Pillinger and Bosquez were absent. Minutes of the September, 1992 meeting were approved. CHAIRMAN'S REPORT In the absence of the Chairman, the Chairman's Report was omitted. The Vice-Chairman, Mr. F. Braselton, called for comments, there were none. TRAFFIC FATALITY REPORT Capt.C.H. Byrd presented the Fatality Report. The Police Department has recorded three fatal traffic accidents since the last Committee meeting. They have arrested 906 people for DWI in 1992 compared to 909 at this same time last year. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT Accepted as presented by Mr. Seiler. Mr. Brandrup commented that the off ramps at Staples and Everhart rank number one and two in terms of high accident locations. He suggested the possibility of taking advantage of the PSA's during the holiday season to make the public aware of these two locations. Mr.Seiler responded that during the second week of November, in conjunction with the Police Department,there would be a news conference on traffic concerns around the malls and other commercial areas. Ms.Hoist commented that the intersections of Everhart/SPID,Weber/SPID and Staples/SPID have increased in the number of accidents compared to this same time last year, with three months left in 1992. DISCUSSION ITEMS There were no scheduled discussion items. The Vice-Chairman called for discussion from the audience. Dr.Joe Jackson,a radiologist with Driscoll Children's Hospital and former pediatrician, addressed the Committee. Dr.Jackson spoke on traffic safety and bicycle safety programs for children. He told the Committee of a°pilot"training program in four elementary schools to be implemented next year and in 39 elementary schools, district wide in 1993. STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL Review of Flour Bluff Area Development Plan and Southeast Area Development Plan. ° Mr.Seiler introduced two members of the City's Planning Department,Mr.Bob Payne and Mr.Mic Raasch, who made the presentation. Mr. Seiler then explained that both the Flour Bluff and the Southeast Area Development Plans are only preliminary drafts. He further explained that a major element of both plans is the transportation element and that the recommendation throughout the plan as well as the transportation section form the basis for future capital improvement programs. He asked for the Committee's support in recommending both plans to the Planning Commission. -Ms.Grace McNett,Capital Budget Officer,was present to answer questions concerning funding of capital improvement projects. -I 2 A length discussion of both plans followed, Messrs. Payne and Raasch began by giving a general overview of the area development plan process and Mr. Seiler followed with a point by point examination of the transportation elements. Mr. Seiler assured the Committee that a revised copy of the area development plans would be mailed to all members before submission to the Planning Committee. A motion was made by Mr. Brandrup,seconded by Mr.Routh and passed unanimously to accept the staff recommendation and review of the Flour Bluff Area Development Plan. A second motion was made by Mr. Brandrup, seconded by LCDR Williams and passed unanimously to accept the staff recommendation and review of the Southeast Area Development Plan. ACTION ON ABSENT MEMBERS FROM SEPTEMBER MEETING Motion was made by Mr. Routh, seconded by Ms. Hoist and passed unanimously to excuse Messrs. Bosquez and Hecht from the September meeting. Messrs. Brandrup and DeVille were not excused. PREVIOUS CONCERNS Mr. Braselton reminded the Committee that during the November meeting a date must be chosen for the December TAC meeting.
