Meeting was called to order at 2:08 p.m. Ms. Joyce Hoist, Messrs. Braselton, and Bosquez and LCDR. Williams were
absent. Minutes of the July 27, 1992 meeting were approved.
CHAIRMAN'S REPORT
Mr. Pillinger presented the Chairman's Report:
1. Stating his understanding is that the City Council is being given a projected list of items that will be on the agenda
in future City Council meetings and he questioned if the proposed vision obstruction ordinance or the duties and
responsibilities of the TAC were on the list?
Mr.Seiler responded that the Engineering Services Department provides the City Manager's office with a projected
list of agenda items but was uncertain whether this information is given to the City Council. Mr. Seiler further
stated that the two items in question were submitted for agenda scheduling several weeks ago.
2. He also questioned the lack of notification to the TAC of an MPO meeting. He felt that if the duties and
responsibilities of the TAC are approved by the City Council,the MPO will become a new responsibility of the TAC.
. - Mr.Seiler responded that the Transportation Improvement Program and Unified Planning Work Program approved
in the MPO meeting was reviewed by the TAC approximately two months ago,with no substantial changes in the
documents taken to the MPO Technical and Policy Committee.
3. He requested feed-back, either verbal or written, on items that the City Council takes action on after a
recommendation has been made by the TAC.
4. Lastly, he requested confirmation of the direct telephone number for David Seiler (880-3552) and the new
telephone number for reporting traffic signs or markings and traffic signal maintenance concerns(857-1940 or 857-
1946). The Signs & Markings Activity and the Traffic Signal Activity were transferred to the City's Street
Department in August, 1992 .
TRAFFIC FATALITY REPORT
Capt.C. H.Byrd presented the Fatality Report. The Police Department has recorded three fatal traffic accidents since the
last Committee meeting. They have arrested 732 people for DWI in 1992 compared to 680 at this same time last year.
MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT
Accepted as presented by Mr. Seiler.
Following discussion of the monthly traffic accident experience record for SH 358 at Everhart and Staples, Mr. Brandrup
made a motion that a letter be prepared to the City Council to apprise the Council of the increasing traffic accident
experience on the south frontage roads and exit ramps upstream from the Everhart and Staples intersections. Motion was
approved by all members present (5-0 vote).
DISCUSSION ITEMS
Head-in parking on certain streets in downtown central business district.
• Mr. Seiler presented this discussion item stating that it was brought back before the Committee to update them
on the decision not to implement head-in parking on Lawrence Street and William Street. Head-in parking will be
implemented on Chaparral Street between William Street and Schatzel Street in mid to late September.
Bikeway planning and safety concerns.
o Mr.Seiler wanted to bring this item before the Committee because of a recent article in the Caller-Times regarding
a bicycle accident on Ocean Drive. Mr. Seiler informed the Committee that the Traffic Engineering Division
definitely intends to take a more active role in trying to increase bikeway safety, particularly on Ocean Drive.

Mr.Brandrup added that he would like to see the City of Corpus Christi establish dedicated bike trails and jogging
trails much like the City of Austin,which has set an excellent example.
STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL
Staff recommendation to reduce the speed limit on a portion of Ennis Joslin Road from 40 MPH to 35 MPH from a point
300 feet north of McArdle Road to S. Padre Island Drive for both directions of travel.
Staff recommendation to reduce the speed limit on a portion of Leopard Street from 40 MPH to 35 MPH between Rehfield
Road and a point 1,975 feet west of Loma Alta Street (nearest the Missouri-Pacific RR track crossing),for both directions
of travel.
Staff recommendation to reduce the speed limit on Chaparral Street from 30 MPH to 25 MPH between Coopers Alley and
Twigg Street.
The Chairperson recommended that all three speed limit reduction recommendations be handled at one time. Mr.Seiler
explained that each of the recommendations were proposed for improved public safety.
Mr.B.Routh made a motion seconded by Mr.Hecht and passed unanimously to approve the three staff recommendations
stated above.
ACTION ON ABSENT MEMBERS FROM JULY MEETING
Motion was made by Mr. DeVille seconded by Mr. Hecht and passed unanimously to excuse Mr. Braselton and Ms. Hoist
from the July TAC meeting. Mr. Bosquez was not present at the August meeting and unable to request to be excused,
therefore, Mr. Bosquez is not excused from the July TAC meeting.
NEW CONCERNS
• Mr. Hecht notified the Committee that he had received a call from Mr. Pavlasek in regard to the King High School
driveway. He informed Mr. Pavlasek that the Committee has previously acted on this concern and suggested that
he contact the school board and make his concerns known; the final decision residing with the CCISD school
board.
o Mr. Pillinger (1) stated that the signs are confusing in the area of SH 181/Burleson. There is a sign directing
motorist to the Aquarium that in his opinion is not the desirable route, and there are no signs directing motorists
to the Port of Corpus Christi or to Navigation Boulevard. (2) He questioned the removal of the parking meters on
Tancahua Street in front of the Downtown Post Office. Mr.Seiler stated he was agreeable to removing the meters
and replacing then with a 3-minute loading zone. Mr.Seiler as well as Mr.Pillinger have witnessed citizens making
very short stops at the Post Office without putting money in the meters. (3) Also, Mr. Pillinger requested a
possible left turn lane or a signal timing change at the intersection of Ayers/Saratoga. Often vehicles southbound
on Ayers go across Saratoga Boulevard and return in the northbound lane in order to make a right turn onto
Saratoga Boulevard. (4) Lastly, Mr. Pillinger questioned Mr. Seiler in regard to a letter received by Mr. Pillinger
from the president of the Pharaoh Valley Neighborhood Association. The residents in the area would like a double
yellow stripe on Ennis Joslin near Sandpiper Drive/Pelican Bay Estate to prevent vehicles from passing. Mr.Seiler
responded that the location would be reviewed to determine whether a no passing zone was justified.
o Mr. Brandrup brought to the attention of the Committee a new service provided by the RTA for twenty-five cents.
A trolley named the"Saler"circulates every half hour between the Malls(Padre Staples Mall,Sunrise Mall,Moore
Plaza area) in an attempt to lessen traffic congestion.
