CITY SECRETARY'S / Minutes of the June 22, 1992 meeting were approved. Messrs. R. Bosquez, F. Bras Iton and Ms. 1. Holt -re absent. CHAIRMAN'S REPORT ��llog 6 g L- 0,c> Mr.Pillinger brought to the attention of the Committee the possibility of insurance companies becoming involved in helping fund PSA's. He read excerpts that stated that the State Farm Insurance Company has funded production of radio and TV commercials for MADD and has given grants for MADD, SADD,and Partnership for a Drug Free America. TRAFFIC FATALITY REPORT Capt. C. H. Byrd presented the Fatality Report. The Police Department has recorded one (1) fatal traffic accident since the last Committee meeting. They have arrested 660 people for DWI in 1992 compared to 603 at this same time last year. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT Accepted as presented by Mr. Seiler. Mr.Hecht questioned the status of the Caller-Times devoting attention to the Accident Experience Report provided by staff. DISCUSSION ITEMS Head-in parking on certain streets in downtown central business district. ° Mr. Seiler presented this discussion item stating that the primary objective of the proposed head-in parking is to create additional parking spaces in the downtown area, to reduce traffic speeds and to produce a more "pedestrian friendly" environment. He explained that the staff has done considerable research with merchants, local traffic officials,traffic engineers, police officials and consultants of other cities who have implemented similar plans with good results. Mr. Seiler stated that both the property owners and staff are in favor of this recommendation. This matter did not require TAC or City Council approval but was brought before the TAC for comments before submission to the City Manager for his approval. After a brief discussion motion was made by Mr. Hecht and seconded by LCDR. Williams to endorse the recommendation as proposed. Motion passed with Mr. Brandrup abstaining. Handicap parking space enforcement by the disabled. ° According to Mr. Seiler the City of Harlingen presently has a program that utilizes trained handicap individuals to enforce handicap parking spaces. He feels that such a program could be implemented in Corpus Christi. Presently the City of Corpus Christi has surveyed the parking spaces in the city and found that several types of handicap signs are being used, but only one type is enforceable. Mr. Hecht expressed concern that before entering into such a program the public should be educated on the proper signage and regulations regarding handicap parking spaces. He feels that education should be initiated before legislation. Mr.Brandrup insisted that individuals given the authority to issue citations should be a select group of well trained individuals that thoroughly understand the regulations and not carte blanche participation by gny disabled person. Mr. Seiler indicated staff would also insist upon such a requirement. Mr. Seiler closed the discussion on this matter by reiterating that City staff was not recommending this program as yet and that it was only being brought before the TAC for their information and preliminary comments. gr.®ninarn 2 STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL Staff recommendation on revisions to the City's Code of Ordinances Section 53-100 (CERTAIN TRUCKS,TRAILERS,AND OTHER LARGE VEHICLES RESTRICTED TO THROUGH STREETS). ° During the June, 1992 TAC meeting the Committee tabled the recommendation to make revisions to the Code of Ordinances Sec. 53-100. Motion was made by Mr. Hecht seconded by Mr. DeVilleand passed unanimously to take this issue from the table to be discussed at this time. Mr.Seiler discussed the revised recommendation based on the input received during the June TAC meeting where concern was expressed that certain proposed revisions were unrealistic and would create a definite hardship on owners or operators of large vehicleshaving unavoidable access needs into residential areas. The proposed revisions included: No change to the presently restricted eight-hour time limit, but a proposed permit requirement for extension of the time limit (from 8-hours to 48-hours) be maintained. Staff maintained its recommendation as previously submitted -to prohibit the parking of a restricted size vehicle (on private property) within 20-feet of the pubic right-of-way adjacent to a non-through street, excepting cases where property access is by way of a 'Through"street. Violations would be dealt with by providing notice to the property owner of the violation, with no citation being issued. Staff added the recommendation to prohibit the parking of restricted size vehicles and trailers upon any public parking lot except in such cases where access to the lot is by way of a'Through"street. This proposal would eliminate the circumventing of a restriction regulating the parking of a restricted size vehicle within 20-feet of the public right-of-way adjacent to a non-through street. Motion was made by Mr. Brandrup seconded by Mr. Hecht and passed unanimously to approve the recommendation. ACTION ON ABSENT MEMBERS FROM JUNE MEETING Motion was made and seconded to excuse Messrs. Hecht, Routh and Bosquez from the June TAC meeting. PREVIOUS CONCERNS At the request of Mr. Pillinger, Mr. Seiler brought the Committee up to date on his request to Dr. Saaverdra, CCISD, to work with King High School to open the middle gate at the school and keep the Lambert Street gate closed during certain times of the day requiring vehicles to use the Gollihar street gate. ADJOURNMENT . Meeting was adjourned at 3:29 p.m. Mlnut..lul
