TRANSPORTATION ADVISORY COMMITTEE -
MINUTES .
(for the meeting .of June 8, 1992 Special Session)

Meeting was called to order at 1:32 p.m. Ms. Joyce Hoist and Mr. Ed Hecht were absent.
CHAIRMAN'S REPORT
Mr. Pillinger briefed the Committee on his appearance on the Bardo Matrix Show and
advised them that-he had spoke on several of the concerns of the TAC. He also informed
the committee of the resignation of Mr. Ben Sley.
STAFF RECOMMENDATION REQUIRING COMMITTEE APPROVAL
° FY 1992-93 Unified.Planning Work' Program and Transportation Improvement Program.
Mr. Seiler opened the discussion explaining the necessity of this action, and
then turned the presentation over to Mary Frances Teniente, Special Services
Engineer -in the Engineering Services Department.

Ms. Teniente defined the Metropolitan Planning Organization (MPO) and the Unified
Planning Work Program (UPWP) , its budget, funding sources and task. The four
areas of allocation for UPWP funds are Task I - Administration, Task II -
Transportation Planning'Process,- Task III - Traffic Engineering Studies and Task
IV - Transit Planning. Ms. Teniente explained the sources of the funding which
are FHWA, Texas Department of Transportation (TxDOT) and Federal Transit
Administration (FTA) . She -also explained the allocations for FY 1991-92 and the
projected allocations for FY 92-93.
Ms. Teniente reviewed the purpose of the retail development study which is to
document traffic analysis that will identify existing and estimated operational
_ deficiencies of street intersections in the street system within the specified
short-term time period; recommend improvements; time schedule and estimated cost
of improvements.
Ms. Teniente asked the TAC for their support and input. After considerable
discussion ,and questions in regard to project priorities and carry over .funds.
Mr. .Brandrup made a motion seconded by Mr. Braselton and passed unanimously to
strongly support the UPWP budget with the added condition that the "Analysis of
Retail Development and Adjacent Transportation Infrastructure in the City's
Southside" study be fully funded with carry over funds.
- PREVIOUS CONCERNS •
. Mr. Pillinger . • Brought- to the attention of the Committee an article by Marie
Spears with the Flour Bluff Sun in regard to beach access
permits and raising the causeway.
NEW CONCERNS . -
• Mr. Pillinger Asked Mr. Seiler to explain the suggestion made by Mr. Paul
'Eldridge in regard to handicap parking enforcement. Mr..
Seilerresponded that the City of Harlingen introduced a
program where handicapped individuals are trained to enforce
handicap parking areas. Mr. Seiler stated that he believes
that such a program utilizing trained handicapped individuals
could succeed in-corpus Christi. Mr. Eldridge has volunteered
to coordinate this program on behalf of handicapped persons in
Corpus Christi.. ,
