TRANSPORTATION ADVISORY COMMITTEE

(for the meeting of May 11, 1992 Special Session)
Meeting was called to order at 1:40 p.m. Mr. Robert Bosquez was absent.
CHAIRMAN'S REPORT
The Chairman, Mr. B. Pillinger, stated that his report was basically the same issues as those to be
discussed in the special session, the responsibilities of the TAC and whether taxicab concerns
should be a responsibility of the TAC: He showed a videotape of the City Council meeting in
which taxicab concerns were being discussed. Considerable discussion followed on statements
made by Mayor Mary Rhodes that the issue of taxicab concerns should not be plagued with any
additional layers of bureaucracy.. Also, a personal comment was made by Councilmember Leo
Guerrero casting doubt on the effectiveness and worthwhile efforts of the Transportation Advisory
Committee.
ELECTION OF OFFICERS
The election of officers was postponed from the regular TAC meeting because only five members
were present. Mr. Hecht made a motion seconded by Mr. Brandrup and passed unanimously to
re-elect Mr. Barry Pillinger as chairperson and Mr. Fred Braselton as vice-chairperson.
DISCUSSION ITEMS
Responsibilities of the Transportation Advisory Committee
° After watching a videotape in which.comments were made by Mayor Rhodes and other
councilmembers further discussion followed as to whether the oversight of taxicab concerns
was an issue that the TAC wanted to pursue and whether to address the critical comments
made by Councilmember Guerrero, and by what means.
In regard to the taxicab concerns Mr. Sley suggested that Mr. Jim Bray, City Attorney, draft
something (Point of Order) statingthat presently all taxicab concerns are the responsibility
of the TAC.
Both Messrs. Brandrup and Braselton voiced their lack of desire to determine the number
of taxicabs to be allowed to operate in the city.
At this time, discussion shifted to the unscheduled matter of the City Council overlooking
the TAC on the ramp reversal issue and it was suggested to hold a public meeting. Motion
was made by Mr. Brandrup seconded by. Mr. Hecht and passed unanimously to invite
managers of the various malls and other business owners in the study area to meet with the
TAC to discussthe scope of services for the United Work Program Southside (commercial
• area)""transportation infrastructure study and the need for adequate funding. Mr. Seiler
indicated that he was delaying this matter being presented to the City Council to resolve
which of the two (Southside infrastructure vs. Traffic Signal Master Plan) studies the
Council wanted to undertake so that extra funding could be programmed in the FY 1992-93
Unified Work Program (UWP).

After prolonged discussion on the matter of extra funding needed to conduct a thorough
and more comprehensive Southside commercial area transportation infrastructure study.
Motion was made by Mr. Brandrup and seconded by Mr. Routh to increase the dollar
amount from $30,000 to $70,000 of Federal money. The motion was then amended,
seconded and passed unanimously to also include both studies within the FY 1992-93 UWP
with a $140,000 budget for both studies. Mr. Seiler reminded the Committee at this point
that the entire FY 1992-93 UWP budget needed to be reviewed and that a report would be
made to the Committee in the May TAC meeting.
The chairman called for clarification of Mr. Sley's earlier statement in regard to assistance
from the City Attorney on the taxicab issue. Motion was then made by Mr. Sley seconded
by LCDR. Williams and passed unanimously for the City Attorney to "gently" remind the
City Council that the taxicab issue is the responsibility of the TAC. Mr. Seiler also
indicated that the staff would provide more information to the Committee in the regular
May meeting on "Vehicles-for-Hire" issues.
