(Ned)Middleton,Jr.,Project Director,with the Texas Safety Association. TRAFFIC FATALITY REPORT Capt.C.H.Byrd presented the Fatality Report. The Police Department has recorded two(2)fatal traffic accidents since the last Committee meeting. There has been a total of three (3) fatal traffic accidents for 1992 compared to four (4) the same time last year. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT CANNEDAcce ted as presented by Mr. Seiler. DISCUSSION ITEMS o Traffic Accident Experience on S.H. 358 at Everhart, Staples Intersections. Mr. Seiler presented this item and discussed with the Committee the 1991-1992 exit ramp comparison chart of the SPID/Everhart and SPID/Staples intersections. There was considerable discussion on the traffic congestion and vehicle accidents in this area of the city. The chart showed vehicle accidents occurring on the (a) expressway main lanes, (b) the exit ramp, and (c) all frontage road accidents: Mr. Brandrup stated that the Everhart/SPID and Staples/SPID intersections are the second and third' most dangerous in the city. Mr. Hecht commented that the Staples/SPID intersection is responsible for a very high percentage of area intersection and expressway traffic accidents. After further discussion motion was made by Mr.Hecht,seconded by Mr.Routh and passed unanimously to summarize the Traffic Accident Experience report on S.H. 358 at Everhart, Staples Intersections (attachment "C") and submit to all Council Members. • o Speed limit reduction on Shoreline Boulevard. Mr. Seiler presented this item stating that there are competing concerns for the_primary function to be served by Shoreline Boulevard -- for through, high volume traffic flow vs. a tourist/sightseeing type function with heavy pedestrian traffic. He reminded the Committee that a request to lower the speed limit on Shoreline Drive was brought before the TAC approximately one year ago by Mr. Donald Green and reported that the Traffic Engineering Division is studying this matter and will report back to the Committee. This item was presented for discussion/input only at this time. STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL o Staff recommendation approving a request to close a portion of Tecolote Road right-of-way between Up River Road north to the city limit line. Mr. Seiler spoke in favor of this recommendation informing the Committee that Koch Refinery Industries, Inc. is requesting this closure. The refinery owns all the property abutting the east side of this area and is in the process of acquiring the property on the west side. Discussion followed with Mr. Seiler stating that Tecolote Road is an unimproved street with no particular impact on the overall street transportation infrastructure. Suntide and Carbon Plant Roads to the east 2 and west,respectively,will provide for through traffic flow between IH 37 and the future West Navigation Boulevard Extension. Motion was made by Mr.Hecht,seconded by Mr.Braselton and passed unanimously to close the portion of Tecolote road right-of-way between Up River Road north to the city limit line. ° Staff recommendation to increase the speed limit on Airline Road from 35 MPH to 40 MPH between Williams Drive and Holly Road. After presentation by Mr.Seiler and little discussion,motion was made by Mr.Braselton,seconded by Mr. Hecht and passed unanimously to increase the speed limit on Airline Road. ACTION ON ABSENT MEMBERS FROM JANUARY MEETING All members were present THE CHAIRMAN REQUESTED THAT AT THIS TIME MR.NED MIDDLETON ADDRESS THE COMMITTEE Mr. E. D. (Ned) Middleton, Jr., Project Director with the Texas Safety Association addressed the Committee stating that his organization is a non-profit education organization that has been in existence for approximately 50 years. The organization is based in Austin, Texas, but Mr. Middleton represents the affiliate offices in Dallas, Fort Worth and Houston. Mr. Middleton spoke on some of the areas of traffic safety that he is presently involved and offered to help the TAC, in regard to PSA's, in any way he could. PREVIOUS CONCERNS Mr. Pillinger requested an update on the status of the beach traffic issue. Mr. Seiler responded that the City Attorney Jim Bray has assigned an Assistant City Attorney to work with Mr. Seiler to draft a proposal to the Attorney General and General Land offices. Mr. Braselton suggested that Mr. Paul Pearson be contacted in a "reasonable length" of time if no response is received in regard to a letter sent to him on the Blanche Moore connection by Mr. B. Pillinger. Motion was made by Mr.Hecht, seconded by Mr.Braselton and passed unanimously to contact Mr.Paul Pearson one week prior to the next TAC meeting if a response has not been received to Mr. Pillinger's letter on the Blanche Moore Drive connection and ask Mr. Pearson either for a response or to appear before the TAC. NEW CONCERNS Ms. Hoist stated that she had met with Sgt. Larry Olivarez, CCPD in regard to the PSA's and he is anxious to work with the TAC. Also Ms. Holst asked for guidance on the direction she should take on the PSA's. Mr. Hecht expressed his concern in having the Traffic Accident Report printed in the Caller-Times newspaper on a regular basis. It was suggested that Mr.Hecht,Ms.Hoist and Mr. Seiler set up a meeting with the newspaper. Mr. Seiler asked Mr. Middleton to continue attending the TAC meeting and if possible return during the March meeting with and update on possible funding to aid the TAC in the production of PSA's. Mr.Pillinger questioned Mr.Seiler on the number of complaints on signs,malfunctioning signal lights etc.received in the Traffic Engineering Office and requested a monthly update to the TAC. He also requested a copy of the Assessment Report conducted by the firm of Traffic Engineer's Inc. ADJOURNMENT Meeting was adjourned at 3:35 p.m. Minutee.Feb
