Meeting was called to order at 2:00 p.m. Minutes of the December meeting were approved. All members were
present.
Mr. Pillinger recognized Capt. C. H. Byrd as the replacement for Capt. W. C. Crisp; CCPD.
CHAIRMAN'S REPORT
Mr.Pillinger noted the appointment of Mr.Len Brandrup as the Chairperson and Mr. F.Braselton as committee
member of the Transportation Advisory/Planning Commission Ad Hoc Committee. Mr.Ralph C. Hall from the
Planning Commission was also appointed to serve on this committee. Ms. Shirley Mims will no longer serve.
TRAFFIC FATALITY REPORT
Sgt.Ann Pratt presented the Fatality Report. The Police Department has recorded three(3)fatal traffic accidents
and one private property fatal accident since the last Committee meeting. The total fatalities for 1991 is nineteen
(19))compared to thirty-two(32)for 1990. Fourteen of the nineteen fatalities or 74%in 1991 were alcohol related.
There-have been one (1) traffic fatality for 1992 compared to the same number last year.
The Corpus Christi Police Department arrested 1,170 people for D.W.I. in 1991 compared to 1,073 in 1990. This
year there have been 80 people arrested for D.W.I. compared to 82 this time last year.

DISCUSSION ITEMS
° Traffic Safety Public Service Announcements/Coordinated Activities.with the Police Department's
Community Services Division.
Sgt.Larry Olivarez of the Community Services section of the Corpus Christi Police Department addressed
the Committee with regard to coordination of public service announcements between the Police
Department and Transportation Advisory Committee. He offered the following
recommendations/suggestions stating that their goal is to:
a. Enhance the CCPD's participation with the Transportation Advisory Committee in an advisory
capacity to co-produce traffic safety public service announcements. These PSA's should be
produced'before Spring Break, during the summer break and during the holiday season. They
shouldnot only be aimed at public safety but also anti-drinking. Sgt. Olivarez would also like to
produce PSA's with on-going news worthy safety tips for the general public to be utilized by the
media during the year, not only at designated times of year.
b. To co-produce posters for use on billboards with high school students and the TAC warning young
people of the hazard of drinking and driving.
c. To establish anti-drinking traffic safety programs.
d. To sponsor area"safety talks" to civic clubs, PTA and other groups.
e. To work closely with other law enforcement agencies including the Department of Public Safety
and the Sheriffs Department to produce PSA's. To "team up" and work much closer with
organizations like SADD, MADD and RID and to utilize their ideas and funding.
Sgt. Olivarez feels that once the various organizations are working together to direct themselves toward the
problems in the community they may be able to augment the TAC budget. Sgt. Olivarez stated that he felt sure
the media would gladly help produce and edit the PSA's.
Mr. Brandrup questioned Sgt. Olivarez about possible grant funding to help with the cost of the PSA's. He also
suggested the possibility of FHWA funding.

Sgt. Olivarez responded that his department is in the process of checking into grant funding.
Mr. Seiler stated that he has contacted the Texas Department of Transportation to see if they would be able to
provide safety funds and what assistance, if any, they might be able to provide.
Mr. Hecht suggested that the Traffic Accident Experience Report be submitted to the local media on a monthly
basis to be made public for the benefit of the citizens. The report would show information such as where the
majority of accidents are occurring and at what time of day.
Mr. Seiler responded that this information is presently being sent to the media with the TAC mail out package.
Mr.Pillinger volunteered to contact the various news media. Also, he asked Ms. Hoist to work with Sgt.Olivarez
on the PSA's and she agreed.
Mr.Seiler asked the Committee for suggestions for additional locations or traffic safety messages to display.on the
Transportation Advisory Committee poster displays throughout the city.
STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL
Amending the City Code of Ordinances, Section 53-254 (Schedule V -- Increase of State Speed Limit in
Certain Zones), by establishing revision of the speed limit on Agnes Street, Port Avenue and No. Padre
Island Drive, as follows:
(1) Agnes Street, between Port Avenue and Old Robstown Road-Airport Road-- 35 MPH at all times in
both directions of travel. (2)Agnes Street,between Old Robstown Road-Airport and Navigation Boulevard
--40 MPH at all times in both directions of travel. (3) Agnes Street, between Navigation Boulevard and
a point approximately 220-feet west of Gibson Lane -- 45 MPH at all times in both directions of travel.
Mr. Seiler presented this recommendation explaining the need for the speed limit revisions stated above.
Motion was made by Mr. Hecht, seconded by Mr. Routh and passed with Messrs. Pillinger, Bosquez,
Brandrup, Hecht, Williams, Routh, Sley and Ms. Hoist voting"yes" and Mr. Braselton voting"no".
ACTION ON ABSENT MEMBERS FROM DECEMBER MEETING
Motion to excuse Mr. Bosquez from the December, 1991 TAC meeting was made and passed unanimously.
PREVIOUS CONCERNS
Mr. Hecht Asked if LCDR Williams' position had been ratified by the City Council. Mr. Pillinger
responded that it had been ratified.
Mr. Pillinger Questioned Mr. Seiler (1) On the status of the responsibilities of the TAC. Mr. Seiler
responded that Mr.Chapa,City Secretary,requested that it be delayed for approximately
30 days until LCDR.Williams was ratified.(2)The status of Vision Obstruction Ordinance.
Mr.Seiler stated that it should be prepared within the next several weeks. Also the truck
restriction parking ordinance is still being studied. (3) Study of the public parking needs
related to the Lady Lex Museum. Mr. Seiler indicated this was a matter to be discussed
and worked out with the Parks & Recreation Department.
Mr. Brandrup Made note of restrictions enacted by the City of Houston on billboards. The reason given
for these restrictions were traffic safety and visual clutter. They plan to grandfather the
wooden signs out in 15 years,the metal signs in 20 years and prohibit any new signs along
any city street.
Mr. Pillinger Requested that Mr. Seiler draft a letter of general inquiry, for Mr. Pillinger's signature,
on the status of connecting Blanche Moore Street with Moore Plaza.
