MINUTES
(for the meeting of Dectember:1;6;1=991=1
Meeting was called to order at 2:00 p.m. Minutes of the October meeting were approved with one correction. Mr.
Len Brandrup requested that as part of the discussion under Previous Concerns the Minutes reflect that the
Committee again brought to the Staff's attention the Committee's approval of the Southside Commercial Corridor
Study and requested prompt action on the RFP's to initiate that process.
Minutes of the November meeting were approved with two corrections on the Chairperson's Report. Mr.Pillinger
requested a brief report on the breakdown of the disposition of DWI cases not the disposition of parking citations,
also he questioned the necessity of the proposed traffic lights at Shoreline/Lawrence Street intersection not the
street lighting.
TRAFFIC FATALITY REPORT
In the absence of Capt. Crisp, Sgt.Ann Pratt presented the Fatality Report. The Police Department has recorded
no fatal traffic accidents since the last Committee meeting. As of this date, the total fatalities for 1991 is
seventeen (17) compared to thirty-two (32) at this same time last year.
The Corpus Christi Police Department has arrested 1,113 D.W.I.'s compared to 993 this time last year.
Mr. Brandrup questioned Sgt. Pratt in regard to the number of vehicle accidents occurring on the travel portion
and frontage road at SPID/Everhart and SPID/Staples.
MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT
Presented by Mr. Seiler, and accepted.
Mr. Sley arrived at 2:09 p.m.
CHAIRPERSON'S REPORT
The Chairperson, Mr.B.Pillinger(1) expressed his disappointment at the lack of a quorum during the November
meeting, he urged the members to notify either himself or the staff if they are unable to attend a meeting. (2) He
brought to the attention of the Committee members an article in the Flour Bluff Sun concerning the beach access
study and stated that there is some insistence by the residents of the Flour Bluff area on guaranteeing access to
the beach. (3) Also, he brought a clipping from the People section of the Caller-Times. In the article Chief H.
Garrett states that it is not illegal for anyone to block a private driveway by parking across from it making it
difficult to back out. According to the article,Chief Garrett explained that as long as the vehicle is legally parked,
and not left on a public street for over 12 hours without being moved, it is not a violation. If true, Mr. Pillinger
feels that the 12 hour restriction would help enforcement in many areas. Mr. Seiler added that the City Code
references a 48 hour period, unless there is a special stipulation for 12 hours that he is unaware of.
"Staff Recommendations Requiring Committee Approval"were moved up for the benefit of a Committee members-
that had another appointment.
STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL
Amending the City Code of Ordinances, Section 53-252. Schedule III--Parking Prohibited At All Times
on Certain Streets, by establishing"No Parking Anytime" curbside parking restrictions on both sides of
the following street sections:
1. Ayers Street, between Norton Street and Tenth Street. SCANNED
2. Staples Street, between Brownlee Street and Baldwin Boulevard.

Mr. Seiler presented the above recommendations explaining that the parking restrictions on Ayers Street
is basically a"house cleaning"matter to enable the amendment of the City Code,since'no parking anytime'
signs have been in place along Ayers Street within the subject section for the past 10-15 years. The
Staples Street recommendation was presented for the purpose of installing a center continuous left turn
on the section of street between Brownlee and Baldwin Boulevard.
After little discussion Mr. Brandrup made a motion, seconded by Mr. Routh and passed unanimously to
accept the Staff recommendations.
o Amending the City Code of Ordinances,Article IV,Division 9(Transportation Advisory Committee)Section
2-120, Composition, Organization, Terms and Compensation; Chairman and Section 2-121, Purposes and
Duties of the Committee.
Mr.Pillinger expressed discomfort with the first paragraph heading of Division 9. Transportation Advisory
Committee section of the City Code which mentions compensation, when in fact no compensation is
received by the members of the Transportation Advisory Committee.
Arrival of Ms. Hoist - 2:35 p.m.
Mr. Pillinger stated that if the reference to compensation is consistent with the wording of the other
Committees then it can remain, otherwise he would like to see it removed. Mr. Seiler reported that,
unless the heading is consistent with all other sections of the City Code for other committees and
commissions, the "compensation" term would be deleted.
After further discussion Mr. Braselton made a motion, seconded by Mr. Sley and passed unanimously to
accept the new description of the Section 2-120, Composition, Organization, Terms and Compensation;
Chairman.
DISCUSSION ITEMS
• Staples Street Speed Limit (Saratoga Boulevard to Oso Parkway)
This items was brought before the Committee during the November meeting,no action was taken due to
lack of a quorum. Mr. Seiler reiterated his presentation from the November meeting that he was seeking
endorsement from the Committee to aid in urging the State to reduce the existing 55 MPH speed limit
on Staples between Saratoga Boulevard and Oso Parkway
Mr. Braselton expressed his opinion that this area is not unsafe and that there is no need to lower the
speed limit.
Mr. Sley spoke in favor of the speed limit reduction.
After considerable discussion Mr. Hecht made a motion, seconded by Mr. Routh to recommend 45 MPH
speed limit on Staples between Saratoga Boulevard and Oso Parkway. Motion passed with Messrs.
Braselton and Brandrup voting"no"and Ms.Hoist and Messrs. Sley,Pillinger,Williams,Routh and Hecht
voting"yes".
Mr. Seiler stated that he would meet with the State and report back to the Committee.
• Traffic Safety Public Service Announcements/Coordinated Activities with Police Department's Community
Services Division.
Mr.Seiler reported that Sgt.Larry Olivarez of the Corpus Christi Police Department was unable to attend
today's meeting but is very anxious to work with the TAC in bringing certain public safety issues to the
attention of the public through PSA's. Sgt. Olivarez requested that this matter be deferred until the
January, 1992 TAC meeting.
Mr. Pillinger suggested that Ms. Hoist, because of her interest in PSA's, work with Sgt. Olivarez.

° City Code of Ordinances -- Chapter 53. Traffic Related Ordinances.
Copies of Chapter 53 of the City Code were provided for all Committee members at the request of Mr.
Pillinger to enable the members to review and familiarize themselves with its contents.
A citizen,Mr.John Pavlasek, addressed the Committee on an on-going problem of the King High School driveway
and a gate in the 5300 blk. of Lambert and the 1000 blk. of Monette. According to Mr. Pavlasek a second gate
has been constructed forcing traffic to exit onto Lambert & Monette streets instead of Gollihar. Mr. Seiler
presented the Committee with an update of the Traffic Engineering Division's study of situation (to-date) and
reported that traffic counts would be taken once school resumed early in January to determine traffic volume
impact on the neighborhood.
Mr.Braselton requested that this matter be studied and a response from CCISD be discussed during the January,
1992 TAC meeting.
ACTION ON ABSENT MEMBERS FROM OCTOBER, NOVEMBER MEETING
Motion was made by Mr. Hecht, seconded by Ms. Hoist and passed unanimously to excuse Messrs. Pillinger,
Braselton and Hecht from the October 28, 1991 meeting.
Motion was made by Mr. Brandrup, seconded by Mr. Hecht and passed unanimously to excuse Ms. Hoist and
Messrs. Bosquez Braselton, Routh and Sley from the November 25, 1991 meeting.
PREVIOUS CONCERNS
Mr. PiRinger Informed the Committee that LCDR. Mike Williams has yet to be ratified by the City Council.
Mr. Brandrup Questioned the status of the Transportation Advisory/Planning Commission Ad Hoc Committee.
Mr. Pillinger suggested that Mr. Brandrup chair the sub-committee and that Mr. Braselton also
serve on the Committee. Members of the TAC that will serve are Messrs. Pillinger, Brandrup,
Braselton and Williams.
Mr. Pillinger Called for clarification of the term"through street" as it is used in the City Code.
Mr. Hecht Inquired as to who is responsible for the calibration of taxicab meters. Mr. Seiler explained that
Mr.Willie Medina,Taxicab Inspector in the Engineering Services Department handles the issuance
of permits and inspection of taxicabs, but to Mr. Seiler's knowledge does not oversee the
calibration of taxicab meters.
Mr. L. Brandrup had to leave because of another appointment - 3:45 p.m.
