MINUTES
(for the meeting of ovember25-4991)J
Unable to call meeting to order for lack of a quorum (2:15 p.m.). Committee Members Robert Bosquez, Fred
Braselton, Braxton Routh, Ben Sley, and Joyce Hoist were absent.
INTRODUCTION OF NEW COMMITTEE MEMBER
Mr.Pillinger introduced LCDR Mike Williams as the replacement for MACM Mark Ogle. LCDR Williams has not
been ratified yet and is presently serving as an ex officio member.
APPROVAL OF MINUTES
Minutes of the October 28, 1991 meeting were reviewed with one correction. Mr. Len Brandrup requested that
as part of the discussion under Previous Concerns the Minutes reflect that the Committee again brought.to the
Staff's attention the Committee's approval of the Southside Commercial Corridor Study and requested prompt
action on the RFP's to initiate that process.
CHAIRPERSON'S REPORT
The Chairperson, Mr. B. Pillinger, spoke on several topics:
o Establishing goals set by the Committee Members,taking a more positive approach,instead of waiting for
items to be brought before the Committee by City staff.
o Requested the reinstatement of a brief report on the breakdown of the disposition of parking citations.
o Status of Parking Meters in the downtown area.
o Status of Vision Obstruction Ordinance.
Questioned the necessity of the proposed street lighting at Shoreline/Lawrence Street intersection.
o Westside Landfill
• Modifications at III 37/Chaparral be done as soon as possible.
o Requested a copy of the TIS for LCDR Williams,
o Mr. Seiler commented on the status of each of the pending issues.
TRAFFIC FATALITY REPORT
In the absence of Capt. Crisp, Officer V. Ann Pratt presented the Fatality Report. The Police Department has
recorded one (1) fatal traffic accident since the last Committee meeting. This brings the 1991 fatalities to
seventeen(17) compared to twenty-nine(29)at this time last year. 82%of this year's fatalities are alcohol related.
Considerable discussion followed in regard to traffic congestion in the area of the malls and possible solutions to
alleviate the congestion. Also, there was continued discussion on the illegality of making a left turn from a public
driveway. Mr.Seiler reminded Committee members about the scheduled press conference on Tuesday,November
26th to be held by the Police and Traffic Engineering Departments regarding Holiday Season traffic congestion.

DISCUSSION ITEMS
o Update on Gulf Beach Traffic Re-Routing/Access Plan.
Mr. Seiler presented options on public parking and pedestrian access to the Gulf Beach section under
study. Possible options ranged from installation of directional signage for motorists to identify public access
to the beach to construction of off-street parking lots at the ends of the affected beach section. Mr. Seiler
confirmed that the City would first approach the regulating State agencies with the more nominal options
prior to suggestion of more costly options.
ITEM "C'WAS MOVED UP
o Proposed Interstate 37 Entrance/Exit Ramp Improvements and Frontage Road Traffic Revisions.
Mr. Seiler apprised the Committee on current plans by the Texas Department of Transportation on
improvements to Interstate 37 between Rand Morgan Road and the MPRR Overpass. Improvements
include addition of a third expressway lane in each direction of travel, and entrance/exit ramp
improvements at Rand Morgan Road,Carbon Plant Road,McKinzie Road and Violet Road. Some current
two-way frontage road sections will also be converted to one-way operation.
o Responsibilities of the Transportation Advisory Committee
There was considerable discussion on the responsibilities of the Transportation Advisory Committee as
outlined in the Code of Ordinances Sections 2-120 and 2-121. Some of the items discussed were: (1) All
reference to the "Director of Engineering Services should be changed to the " City Traffic Engineer", (2)
Item 2, Section 2-121 should include the word parking and changed to read as follows: Acting in an
advisory capacity to the City Council, (and other City advisory committees and commissions,) in the review
of any proposed actions of the official agencies and departments of the.City, or any other governmental
agencies that may in any way affect traffic safety, ar. g, and transportation in the city.
o Staples Street Speed Limit (Saratoga Boulevard to Oso Parkway)
No action taken due to lack of quorum. Mr.Seiler indicated that he will be seeking an endorsement from
the Committee to urge the State to reduce the existing 55 MPH speed limit on Staples between Saratoga.
Boulevard and Oso Parkway.
The Chairperson requested an updated membership roster and a copy of the Traffic Section, Chapter 53 of the
Code of Ordinances for all members.
