MINUTES
(for the meeting of October28;-19=9=7:p
Meeting was called to order at 2:05 p.m. Invocation was given by MACM Mark Ogle.
Committee Members Barry Pillinger, Fred Braselton and Ed Hecht were absent. Minutes
of the September 23, 1991 meeting were approved.
In the absence of the chairperson and vice chairperson, Mr. Len Brandrup presided as
acting chairperson of this committee meeting.
CHAIRPERSON'S REPORT No report - Mr. Pillinger was absent.
TRAFFIC FATALITY REPORT
In the absence of Capt. Crisp. Mr. Seiler presented the Fatality Report. The Police
Department had recorded two (2) fatal traffic accidents since the last Committee
meeting. This brings the number of fatalities to sixteen (16) compared to twenty-six
(26) this same time last year. 87% of the fatal traffic accidents are alcohol related
compared to 62% in 1990.

Presented by Mr. Seiler, followed by miscellaneous discussion of related items by
committee members.
DISCUSSION ITEMS
o Update on truck restriction regulations on residential (non-through) streets.
In updating the Committee on the status of the proposed truck restrictions Mr.
Seiler stated that both the Municipal Court Prosecutor and the Police Department
have responded on the proposed revisions.
A related problem to this issue involves the difficulty in prosecuting oversize
vehicle violation citations in Municipal Court, because they are now prosecuted
as criminal offenses. Presently Staff is attempting to decriminalize parking
offenses so that the more technicality-oriented rules of criminal evidence are
not so strictly applied and also continue to pursue the proposed truck
restrictions that were brought before the Committee two months ago.
A recommendation to decriminalize parking offenses and proposed changes to the
City Code regulating truck traffic on residential streets is planned for TAC
consideration within the next two months.
o Update on Gulf Beach Traffic Re-Routing/Access Plan.
Mr. Seiler updated the Committee on the status of the gulf beach traffic re-
routing.
Several recommendations will be proposed, but no recommendation is planned to be
taken before the TAC until the Attorney General's office and the General Land
Office are in agreement on the recommendation.
ITEM VII "C" WAS MOVED TO THE LAST DISCUSSION ITEM PENDING THE ARRIVAL OF MR. CARL CRULL AND MS. MARY
F. TENIENTE.
o Responsibilities of the Transportation Advisory Committee.
Mr. Seiler brought to the attention of the Committee the need to revise the
responsibilities of the TAC. For example, items with reference to review of bus
routes which are.under the jurisdiction of the Regional Transportation Authority
should be deleted, while other items that are not explicitly stated (such as
review of all comprehensive plans and public street closures) should be added.
Mr. Seiler suggested the Committee members review the current ordained
responsibilities of the TAC and make recommendations during the November TAC
meeting of other additions or deletions that they feel are necessary.

o Paving Section Design Requirements for City streets.
Mr. Carl Crull addressed the Committee explaining the proposed amendment to the
Platting Ordinance - Pavement Design Requirement. Mr. Crull stated that the
proposed amendment establishes requirements for pavement design, not dictated
procedure. It identifies required elements of the design process while providing
for equivalent alternate pavement sections.
The proposed amendment was presented for information only. It will also be
presented to a committee of area professional engineers made up of the local
section of the Texas society of Professional Engineers and the American Society
of Civil Engineers for input before presentation to developers and other groups
and finally to the Planning commission and City Council.
STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL/REVIEW
o Staff recommendation to amend the Corpus Christi Urban Transportation Plan and
the southside Area Development Plan's Street Network Plan by designation of
Blanche Moore Drive as a four-lane urban collector street between Williams Drive
and South Padre island Drive.
Mr. Carl Crull also made this presentation explaining the necessity to approve
this recommendation subsequent to recent City Council action. He explained that
this action is necessary as a condition for the new street presently being
constructed by the Moore Plaza developer, to be dedicated as a public street
extension of Betty Jean Drive through the Moore Tract with operational controls
and maintenance responsibility by the City.
Motion was made by Mr. Routh, seconded by Mr. Bosquez and passed unanimously to
accept staff recommendation to amend the Corpus Christi Urban Transportation Plan
and the Southside Area Development Plan's Street Network Plan.
o Staff recommendation to amend Section 53-250. Schedule I -- (One Way Streets and
Alleys) , by amending the reference to Santa Fe Street from: Santa Fe Street, from
Hancock Street to Del Mar Boulevard (southbound), to Santa Fe Street, from
Hancock Street to Ayers Street (southbound) .
Mr. Seiler informed the Committee of the favorable results of traffic studies
performed by the Traffic Engineering Division since the time that Santa Fe Street
has operated in an experimental mode as a two-way street between Ayers and Del
Mar Boulevard beginning in February, 1990. The general public and particularly
the Del Mar Neighborhood residents appear to be in solid support of making this
traffic pattern permanent.
Motion was made by Mr. Routh, seconded by Mr. Ogle and passed unanimously to
accept staff recommendation to amend Section 53-250 making Santa Fe Street from
Ayers to Del Mar Blvd. a two-way street.
ACTION ON ABSENT MEMBERS OF SEPTEMBER 23RD MEETING
Motion was made by Mr. R. Bosquez, seconded by Mr. B. Routh and passed unanimously to
excuse Messrs. Pillinger, Sley and Ogle for their absences due to acceptable reasons.
PREVIOUS CONCERNS
J. Hoist Commented on (1) thepossibility of PSAs in regard to traffic
around the malls (2) the need to place signs near the Staples/SPID
intersection warning motorists to "be prepared to stop".
R. Bosquez Requested Staff look into the possibility of making Hamlin Street a
one-way street westbound to ease the traffic congestion in
consideration of the additional students expected to attend Hamlin
during the next school year.
MR. BRANDRUP ACKNOWLEDGED THIS AS THE LAST MEETING TO BE ATTENDED BY MACM MARK OGLE (TEMPORARY POSITION),
EFFECTIVE IN NOVEMBER LCDR MICHAEL WILLIAMS WILL TAKE OVER AS REPLACEMENT FOR LCDR JIM LAWHON.
