CHAIRPERSON'S REPORT 6c" A 1\1
No report - Mr. Pillinger had encountered a sudden illness and was not present
at the meeting.
FATALITY REPORT
Capt. Crisp presented the Fatality Report. The Police Department has recorded
one (1) fatal traffic accident since the last committee meeting. This brings the
number of fatalities to fourteen (14) compared to twenty-two (22) this same time
last year.
The Corpus Christi Police Department has arrested 743 D.W.I. 's compared to 718
this same time last year.
Beginning October 3, 1991, the CCPD will institute a DWI STEP Program that will
run three days a week and four hours a day. The Program will involve three
officers whose primarily responsibility is to be on the alert for DWI offenders.
MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT
Presented by Mr. Seiler -- Accepted as printed.
VICE-CHAIRPERSON FRED BRASELTON REQUESTED THAT THE MINUTES REFLECT THE ATTENDANCE OF MR. CLIF MOSS
AT THIS TAC MEETING.
Mr. Moss stated that as liaison to the TAC, if there was any information that the
Committee would like him to expedite or present to the City Council, to notify
him.
DISCUSSION ITEMS
Mr. Braselton asked Mr. Seiler to brief discuss each of the discussion items.
o Update on truck restriction regulations on residential (non-through)
streets.
Mr. Seiler stated that the Traffic Engineering Division has made proposed
revisions to the City Ordinance regulating access of oversized trucks on
non-through streets, principally residential streets and submitted to both
the Police and Legal Departments approximately one month ago. Hopefully,
there will be a proposal ready to present to the TAC by the October
meeting. Some related complications have arisen regarding proof of
ownership on parking violation prosecution.
o update on Gulf Beach Access Plan.
Presently the Traffic Engineering Division -is conducting plat research
regarding access points and examining the' ownership of some of the
sidewalks in the beach area. The plan will be presented to the TAC in its
October meeting.
o Paving Section Design Criteria for City Streets. _ •
The Engineering Services Department will be developing proposed design
criteria for street paving sections and will be presented to the TAC in
the October meeting.
o Status ofOn-going State Highway Department and City Street ConSCANNED
Projects.

Mr. Seiler briefly went over a series of City and State projects that are
presently under construction and the current status of each project.
This discussion item, possibly in a different format, will likely be added
to the TAC agenda on a monthly or quarterly basis.
° Traffic Safety Promotions (Public Safety Announcements)
Mr. Seiler commented that this item might be deferred to the next meeting
so that the chairperson could be present for the discussion.
Mr. Seiler spoke on the possibility of working with the State Highway
Department on PSA's to address joint concerns. Possibly on making the .
public aware of how to use "U" turnarounds, drunk driving issues, how to
enter into and expressway entrance ramp, traffic signal concerns or any
one of a number of other traffic safety issues with which the TAC. has been
concerned.
Mr. Seiler feels that some very important public safety information can be
brought to the public's attention through the television and radio
stations.
STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL/REVIEW •
° Confirmation of support for the construction (by developer of Moore Plaza)
of Blanche Moore Drive through the Blanche Moore Tract from a point 165
feet north of Williams Drive'to'So. Padre Island Drive (S. H. 358 South
Frontage Road) .
Mr. Seiler presented this recommendation requesting the TAC's confirmation
of it's support for the construction of Blanche Moore Drive by the
developer and. subsequent dedication to the city for operational, controls
and maintenance. Mr. Seiler remindedthe committee that this
recommendation was not one in which the committee was being asked to

approve or deliberate the proposed City financial participation in the
construction. Mr. Seiler updated the Committee on the history of the
Blanche Moore Tract development and spoke on the improved access to and
from the Blanche Moore Tract that the proposed Blanche ' Moore Drive
construction will provide. The construction will also compliment the
Williams Drive improvements and the. Corona-Williams connection. Most
importantly the Blanche Moore Drive construction will provide an internal,
high capacity collector street which will collect and help to quickly
disperse traffic away from the bounding street system. Mr. Seiler
discussed the traffic assignment impact of the proposed street on_ existing
bounding streets, and indicated that there should be nominal impact of
through traffic from Blanche Moore Drive onto Betty Jean .Drive:
After considerable discussion and questions from the Committee in regard
to left turn movements from the shopping center across the lanes of
traffic on Blanche Moore Drive, motion was made by L. Brandrup, seconded .
by R. Bosquez and passed unanimously to approve the recommendation in
support of the construction of Blanche Moore Drive through the Blanche •
Moore Tract and subsequent dedication to the City, with the stipulation
that the design standards include sidewalks, pedestrian access.
MR. BRASELTON REQUESTED THE MINUTES SHOW THAT MR. LARRY URBAN, URBAN ENGINEERING SPOKE IN BEHALF
OF THE DEVELOPER OF MOORE PLAZA.
ACTION-ON ABSENT MEMBERS OF AUGUST 26TH MEETING

NEW CONCERNS
Mr. Seiler The City Manager's office requested that a copy of a study
performed by Traffic Engineers, Inc., Traffic Signal system
Assessment "Peer Report" be distributed to the Committee
members for information. Mr. Seiler summarized -the report
findings. .

PREVIOUS CONCERNS
Mr. Brandrup Questioned'Mr. Seiler in regard to accident statistics at the
Moore Plaza off-ramp. Mr. Seiler responded that the
information would be made available at the next meeting. Mr.
Brandrup commented that this might be the type of information
that Mr. Moss could take back to the city Council. As
statistics develop and more information becomes available in
regard to the number of accidents attributed to rear-end
collisions occurring on the exit ramp Mr. Moss might see that
this information is brought to the attention of the Council.
Mr. Moss stated that each time there are vehicles backed up on
the exit ramp at this location it is a potential for a violent
rear-end collision. He feels that the TAC should continue
with discussion of Betty Jean and Williams Drive area because
the situation needs to be-looked at. Mr. Brandrup thanked Mr.
Moss for his support in this matter and requested that he make
the other Councilmembers aware of the continued collection of
statistics.
Mr. Moss Stated that when the statistical report is completed he will
help the TAC amplify the report to the Council. In addition,
Mr. Moss spoke on the Traffic Signal System Assessment Report.
The report suggested the need of a Traffic Signal Engineer •
whose primary responsibility is to monitor the timing of the
signals and their coordination instead of waiting for an irate
citizen to call in and complain.
Mr. Brandrup Questioned the status of the consultant selection for the
traffic study through the MPo. Mr. seiler responded that this
matter must be brought back to the TAC (regarding the choice
of expending MPO funds on either the Corridor Southside
Commercial Area Congestion study or the Traffic Signal Master
Plan Study) after consulting with the City Manager's office.
Mr. Braselton and Mr. Brandrup stated that the Committee had
previously voted on the need for this study and did not see
the need to discuss it again.
Mr. Seiler Advised the Committee that if the TAC wished to confirm their
support for the former study, then they could do so at this
time.
Motion was made by. L. Brandrup seconded by Mr. Hecht and passed unanimously
acknowledging the TAC's. support for the MPO-funded study of the Moore Plaza area.
