CHAIRPERSON'S REPORT

The Chairperson did not have a report, but mentioned an "un-informed'Led�'torial
by the Caller-Times in regard to the Gulf Beach traffic restriction issue. Mr.
Pillinger stated that he had written a letter to the Caller-Times emphasizing
public safety as the priority issue in addressing this matter and suggesting that
they study the question in more detail.
FATALITY. REPORT
Capt. Crisp presented the Fatality Report. The Police Department has recorded
one (1) fatal traffic accident since the last Committee meeting. This brings the
number of. fatalities to thirteen (13) compared to eighteen (18) this same time
last year.
Discussion followed concerning the opening of a new restaurant in the area of
SPID and Staples and the increasing traffic problem at this location. Mr.
Pillinger and Mr. Brandrup,questioned Capt. Crisp and the staff in regard to rear
end collisions that have occurred on the expressway due to the traffic back up
from the downstream intersection.
MR. PILLINGER RECOGNIZED MR. MOSS AS THE LIAISON BETWEEN THE TAC AND THE CITY COUNCIL AND THANKED
HIM FOR HIS ATTENDANCE AT THE MEETING.
MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT
Presented by Mr. Seiler -- Accepted as printed.
Mr. Pillinger asked for comments from Mr. Seiler in regard to the progress of
construction on C. C. Beach and when the project may be completed. Mr. Seiler
responded that he did not have all the information requested because he has been
unable to contact the proper authority at the State district office.
Although he did not have a completion date, he stated that the U.S. 181/Burleson
interchange should be re-opened to traffic well within two to three months.
DISCUSSION ITEMS
Update on truck restriction regulations on residential (non-through) streets.
o Mr. Seiler reported that the Traffic Engineering Division recommendations
on revised truck access restrictions have been passed on to the Police
Department and the Legal Department. If timely responses are received,
this item will be placed on the September TAC agenda.
MR. SLEY HAD TO LEAVE AT 1:58 P.M.
Update on Gulf Beach Access Plan.
o Mr. Seiler presented a brief update explaining that . the Traffic
Engineering Division is preparing beach access and parking access plans.
The matter is being thoroughly researched and will not be ready to go
before the TAC for at least 2-3 months. Mr. Seiler emphasized that staff
would like to present some preliminary information to the State Attorney
General's office for review before any further action by the TAC is
slated.
Mr. Pillinger commented on his concern that a decision be made before
Spring Break, 1992. This is the third meeting this matter has come before 111the TAC and there is possibly two.more meetings before it goes before any
other commissions and the City Council.
Mr. Seiler responded that he feels that at least 45-60 days is necessary
to thoroughly research all the locations where there are pedestrian
easements, to develop alternative plans for use of private land area for

development of convenient public access and time to review the preliminary
plans with the State Attorney General's Office.
STAFF RECOMMENDATIONS REQUIRING COMMITTEE APPROVAL/REVIEW
Approval of the Port/Airport/Violet (PAV) Area Development Plan
° Bob Payne, City Planner, addressed the Committee and clarified concerns
that were raised by the Committee in regard to street closures, the Tule
Lift Bridge and transportation of hazardous chemicals over city streets.
After discussion by the Committee, motion was made by Mr. Braselton,
seconded by Mr. Brandrup and passed unanimously to approve the
transportation element of the Port/Airport/violet Area Development Plan.
ACTION ON ABSENT MEMBERS OF JULY 22ND MEETING
Motion was made and seconded to excuse Mr. L. Brandrup and Mr. F. Braselton from
the July 22, 1991 TAC meeting.
PREVIOUS CONCERNS
Robert Bosquez - (1) Now that the school times have changed, whose
responsibility is it to change the signs? (2) Is there something that the TAC
can do in regard to public service announcements to make the public aware of the
law regarding school buses?
David Seiler - (1) The school zone signs are the responsibility of the Traffic
Engineering Division and the problem will be forwarded to the Signs & Markings
Activity. (2) In the past, the TAC has not extended itself to the production
of PSA's, but suggest that they would be highly valuable to the community for
emphasis of certain public safety issues. Mr. Seiler recommended that the
Committee give the suggestion serious consideration.
NEW CONCERNS
Barry Pillinger - school Flashers on Lantana street north of Leopard Street need
an adjustment, the flasher was on in the middle of the afternoon on a non-school
day.
Fred Braselton - What is the status of Williams Drive?
David Seiler - Gardendale Phase III project is under construction, and the
project is scheduled to be substantially completed by the Christmas season. The
Corona/Williams connection will not commence until the beginning of 1992.
MR. SLEY RETURNED FROM HIS APPOINTMENT AT 2:55 P.M.
PREVIOUS CONCERNS
Ben Sley - Expressed concern in regard to the TAC or DWI Task Force looking. into
the elimination of the sell of chilled, single containers of alcoholic beverages
at convenience stores. He further commented that since the Committee's brief
discussion, there had been several articles in the newspaper concerning interest
by the City Council.
Mr. Pillinger questioned if this concern could be regulated by the City. Mr.
S1_y felt that it could and volunteered to look into the alcohol beverage code
and bring his findings to the September meeting.
There was no interest expressed by the Committee to pursue the proposal.
Mr. clif Moss addressed the Committee stating that it is proper for the TAC. to
advise the Council on certain subjects and as a Council Member he would like to
hear more from the Committee. Some items of particular concern to Mr. Moss were
public relations programs to advise the public, street striping on various
streets, beach access and signal light coordination.
Meeting adjourned at 3:10 p.m. for TAC members to take a field trip to the Padre
Island/Mustang Island gulf beach area where traffic restrictions have been
recommended.
