Meeting was called to order at 2:00 p.m. Committee Members Fred :BraseZttoua1d
Len Brandrup were absent. Minutes of the June 24, 1991 meeting were approved. /

CHAIRPERSON'S REPORT
o Realignment of Shoreline Drive
The chairperson attended a meeting in the office of Mr. Rawlins, president
of the Marriott and Sheridan hotels. The discussion centered on the
realignment or moving of the northbound lane of shoreline Boulevard
adjacent to the southbound lane creating a median and a Bayfront Park.
Mr. Pillinger spoke in favor of this realignment stating that this area is
a "people place" and many pedestrians use this area on weekends and during
the evening.
o Transportation Planning Committee
Mr. Pillinger attended a meeting of the Transportation Planning Committee
of the Corpus Christi Metropolitan Planning organization and was
successful in getting the traffic impact analysis study in the area around
SPID and South Staples reinstated as an optional study in the 1991-92
Unified Work Program.
FATALITY REPORT
In the absence of Capt. Crisp, Mr. Seiler presented the Fatality Report. The
Police Department has recorded two (2) fatal traffic accidents since the last
Committee meeting. This brings the number of fatalities to twelve (12) .

DISCUSSION ITEMS
DISCUSSION "ITEM B" WAS MOVED UP BY THE CHAIRPERSON FOR THE BENEFIT OF A MEMBER OF THE AUDIENCE.
o Discussion on oversize/overload vehicle restrictions on non-through
streets.
Mr. Mc Dow addressed the Committee in regard to large vehicles parking in
the subdivision where he lives. He explained that for the past seven
years he has tried to get these vehicles restricted from his neighborhood.
He also requested that the City ordinance governing oversize vehicles be
revised.
Mr. Pillinger informed Mr. Mc Dow that this item was placed on the agenda
as a discussion item rather than an action item because the Committee is
waiting for solid recommendation from the city Staff as to how the
ordinance can be revised to improve enforcement capability. Mr.
Pillinger assured Mr. Mc Dow that this matter would be placed on a near
future TAC agenda as an action item.
° Continued discussion on a proposal by the Padre Island Business
Association, Island Planning Foundation and other property owners for re-
routing motor vehicle traffic from the gulf beach area between J. P. Luby
Park (Beach Access Road 3A) and Whitecap Boulevard within the city limits.
Jim Bray, City Attorney, addressed the Committee in regard to motor
vehicle traffic on the beach. He stated that in talking with the Attorney
General's office and looking at the statues, there is no specific guidance
in the law as to exactly where the line is drawn on what you can do in the

way of traffic regulations. The law states that on one hand ingress and
egress to the beaches will remain open. On the other hand it gives
counties and cities the authority to regulate traffic on beaches from a
public safety stand point. The responsible authority cannot close off the
beach entirely unless there is mitigation for the loss of access by
providing nearby replacement parking and convenient pedestrian access.
Mr. Bray suggested that prior to imposing any traffic restriction the
authority must be sure that all other alternatives, such as speed limit
restriction, one-way travel restrictions or other traffic control measures
could not acceptably solve the targeted problem.
Ms. Peggy Maloney, Sales Manager with the Holiday Inn brought photos and
spoke in favor of the re-routing of motor vehicle traffic from the beach.
o Discussion of Port/Airport/Violet Area Development Plan.
Bob Payne, Sr. City Planner addressed the Committee on the
Port/Airport/Violet Area Development Plan. After considerable discussion
it was decided that the TAC should schedule a special session to have a
short workshop to integrate the concepts and some of the features of the
Airport expansion plan and to go over each of the elements.
RETURNED TO DISCUSSION ITEM A
o DWI Task Force related concerns. Brief report on research project by Mid-
America Research to assess the effectiveness of community-wide DWI General
Deterrence Programs.
Mr. Pillinger expressed his concern to revitalize the DWI Task Force. Mr.
Seiler briefly spoke to the Committee in regard to a research project by
the Mid-America Institute to assess the effectiveness of Community-Wide.

o Transportation Impact Study Requirement proposal -- pending concerns.
There was consider discussion on a draft letter to the TAC from the
Chamber of Commerce date May 2, 1991 in regard to the TIS. Basically, the
Chamber disagreed with who is responsible for the TIS. Staff will draft
a letter of response.
NEW CONCERNS
o Mr. R. Bosquez requested to go on record as disagreeing with the
observation by CCISD regarding Hamlin Middle School traffic. He stated
that their is a definite, severe traffic problem.
Also, Mr. Bosquez would like speed bumps or something to slow the traffic
around Pope Park.
• Mr. B. Sley spoke in regard to the possibility of an ordinance that would
restrict or remove the sale of cold alcoholic beverages from convenience
stores that sale gasoline. Mr. Pillinger responded that this matter had
come up before and the consensus of the Committee was that all though this
concern is traffic related, the initiation of an ordinance should be
through another source. Mr. Seiler reminded the Committee that the matter
was referred to the DWI Task Force.
o Mr. Pillinger requested a double stripe on Nile Drive to prevent motorists
from passing other vehicles.
ACTION ON ABSENT MEMBERS OF JUNE 24TH MEETING -
Motion was made and passed unanimously to excuse Mr. Robert Bosquez.
