Meeting was called to order at 2:05 p.m. Committee Member Robert Bosquez, II was
absent. Minutes of the May 20, 1991 Regular Meeting and the June 18, 1991
Special Joint Meeting were approvE=d.
THE CHAIRPERSON MOVED DISCUSSION ITEM 6A UP BECAUSE MR. TIM CLOWER WITH THE INTERGOVERNMENTAL
COMMISSION ON DRUG AND ALCOHOL ABUSE NEEDED TO LEAVE EARLY FOR ANOTHER APPOINTMENT.
DISCUSSION ITEMS
° Discussion on coordination of DWI Task Force activities with the
Intergovernmental Commission on Drug & Alcohol Abuse.
Mr. Clower explained the purpose of the Commission and that their main
emphasis was on drug and alcohol abuse among teens and adolescence.
Mr. Pillinger thanked Mr. Clower and stated that the Committee would
like to set up a follow-up meeting with the commission. Mr. slower
agreed.
RETURNED TO REGULAR AGENDA
MARK OGLE INTRODUCED MR. BOB HUGGET, OPERATIONS OFFICER AND CHIEF OF POLICE AT NAS AS A VISITOR
TO THE COMMITTEE MEETING.
FATALITY REPORT
Capt. Crisp presented the Fatality Report. The Police Department has recorded
only one (1) fatal traffic accident since the last committee meeting. This
brings the number of fatalities to ten (10) compared to fifteen (15) this same
time last year.
Mr. Wright made note that all ten (10) fatalities this year have been alcohol
related.
MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT
Presented by Mr. Seiler -- General discussion followed. Mr. Braselton
specifically questioned the feasibility of the City installing raised medians on
streets immediately upstream and downstream from SPID to control turning
movements. Mr. Seiler responded that this suggestion has been previously
discussed among the City staff, including the City Manager, but that no decision
has yet been made. Mr. Seiler reported that although raised medians would be
beneficial to through traffic flow, that access to businesses close to SPID would
be significantly affected.
Mr. Pillinger questioned Capt. crisp in regard to traffic control preparation for
the 4th of July parade and fireworks. Capt. Crisp responded that preparations
are being made for coning/barricading of Shoreline Boulevard to avoid the traffic
congestion that was experienced last year.
DISCUSSION ITEMS
° Proposal by the Padre Island Business Association, Island Planning
foundation, and property owners for re-routing motor vehicle traffic from
the gulf beach area between J. P. Luby Park (Beach Access Road 3A) and
Whitecap Boulevard within the city limits.
Mr. Seiler presented this request by various Padre Island business and
private interests, including the City of Galveston's case history in
handling of its beach traffic access and parking concerns, and showed a
video of the affected area. Mr. Seiler emphasized that this was a
discussion item only and that the City's Legal Department is presently
reviewing the City's rights and restrictions for traffic regulation for
this particular area. Mr. Seiler emphasized that the City staff has not
yet formulated a position on this matter. There was considerable
discussion including comments from Mr. Chris Lawrence with the County, and

comments in favor of the re-routing of motor vehicle traffic, from Mr. Sam
Pottet (15340 Leeward) Condominium Property Manager & member of the Board
of Directors for the Convention and. Visitors Bureau, and from Elizabeth
Walker (13969 Das Marinas) with the Island Planning Foundation.
Mr. Hecht stated that the matter could-be simplified if an ordinance would
be adopted-to prohibit vehicular traffic within 100 feet of the water.
This being a discussion item, no action was taken, with planned further
discussion or action in the July meeting.
STAFF RECOMMENDATIONS REQUIRING CONNITTRE APPROVAL
o Staff recommendation for restriction of parking along both sides of the
Interstate 37 south frontage road between a point approximately 900 feet
east of Hart Road to a point approximately 2,100 feet east of Hart Road.
Mr. Hecht made a motion that the recommendation for restriction of parking
along both sides of Interstate 37 south frontage road as presented by Mr.
Seiler be accepted. Motion was seconded by Mr. Wright and passed
unanimously.
o Staff recommendation to apply the City's Traffic Light Synchronization
(TLS-II) allocation for funding of the proposed Shoreline Drive/Ocean
Drive Signal Coordination Improvements project.
After explanation of this recommendation by Mr. Seiler and brief
discussion by the committee members, motion was made by Mr. Hecht,
seconded by Mr. Routh and passed unanimously to accept staff
recommendation.
PREVIOUS CONCERNS
o Mr. L. Brandrup informed the Committee that he recently learned that the
traffic analyses study (Moore Plaza area) had been deleted and funds had
been reallocated. Mr. Seiler responded that although he was not aware of
this decision being made, he felt confident that this matter could be
discussed with the MPO Transportation Planning Committee for final action
on the matter.
Mr. Brandrup made a motion, seconded by Mr. Braselton and passed
unanimously that the committee strongly encourage the City to move forward
with a traffic study of the region surrounding Staples/SPID. Also, it was
decided that the above motion be restated in the form of a letter, and
sent to the MPO Transportation Planning Committee as well as to the City
Council.
ABSENCES OF COMMITTEE IMBIBERS FROM PREVIOUS MEETING
Motion was made by Mr. Brandrup, seconded by Mr. Hecht and passed unanimously to
excuse Mr. Braselton, Mr. Bosquez 'and Mr. Wright from the May 20, 1991 TAC
.meeting.
MATTERS NOT SCHEDULED
Mr. Pillinger: Ask that Staff look into vehicles waiting in line,
causing a hazard, at the Dairy Queen on Airline/Mc
Ardle. Also, Mr. Pillinger questioned staff in regard
to the item he had requested be placed on the June TAC
agenda. Mr. Seiler responded that the item in question,
oversized trucks parking on public right-of-way, was not
on the agenda because staff has not yet finalized their
research. Mr. McDow was contacted and informed that
• this item would be on the July TAC agenda.
