Mr. Edmonds called the meeting to order at 11:45 a.m. with a quorum of members present. Mr. Edmonds asked
members to review the minutes. Mr. Potter motioned to approve the minutes as presented, seconded by Mr. Cox
and approved unanimously by the members of the committee.
Drought Contingency Plan
Based on attending media interest, Mr. Edmonds rearranged the order of the agenda items to discuss the possible
revisions of the Drought Contingency Plan. Mr. Jay Reining reported recent staff discussion to revise the four
implementation stages of the Drought Contingency Plan. Discussion followed on changing Condition I, also known
as the 50 percent rule, to coincide when the combined reservoir capacity reaches 60 percent. Equally,the 40
percent rule would move to 50 percent and so on. He asked the committee to provide input prior to presenting the
information to the Mayor and City Council. The entire drought plan would be reviewed including the possibility of a
water conservation fee similar to that collected by the San Antonio Water System to help fund water conservation
programs.
Reservoir Levels
Mr. Gonzalez reported that the combined reservoir storage capacity was 62.7 percent, with Choke Canyon at 67.2
percent and Lake Corpus Christi at 50.5 percent. He reported that the extreme drought conditions were making a
significant impact on Lake Texana which held 34.6 feet of capacity from its 44.0 feet at full capacity. The entire
state of Texas is feeling the impact of the drought.
Toilet Giveaway Program
Mrs. Marruffo reported that the City's Toilet Giveaway program was scheduled for Saturday, September 17 at the
City Hall Parking Lot. Nearly 2,000 qualified applicants will receive the high efficiency toilet (HET) that is part of the
Energy Efficiency and Conservation Block Grant (EECBG) program from the U.S. Department of Energy.
Mary Rhodes Pipeline Phase II
Mr. Gonzalez reported that a presentation was made to the City Council on July 26, 2011 on the Mary Rhodes
Pipeline Phase 2 improvements and the approval of Resolution 029162 relating to the acquisition of easements to
have the project shovel ready by 2012.
