Water Conservation Advisory Committee July 24, 1996 The meeting was called to order by Jerry Kane at 1:20 p.m. Members present included: Dr. David McNichols, Tim Naismith, Allan Schoen, Eugene Urban, Herman R. Johnson, Richard Hesse, Jim Parker,Richard Garza,Doug Matthews,Dale Nelson,Terry Boone, Carola Serrato, W. T. Young,Mary Mon, Rudy Blahuta, Gene Dressen, Bob Johanson, Russell Miget, Billy Dick, Mickey Garza, Ford Patton, Ray Allen, Donald King, Dan Davis, Mark Smith, James Gill, Darlene Locke, Steve Connor, Adan Pena, Caralee Dibble. Staff members present included: Carl Crull, James Dodson, Victor S. Medina, Danny Ybarra, Manuel Saenz, Yolanda R. Marruffo and Rosie Cortez. Billy Dick and John McHugh called in to excuse themselves from the meeting. The minutes of June 26, 1996 were approved with the revision that Jim Naismith seconded Gene Urban's motion on page 2. Appointment of committee member terms as required by Ordinance(one,two, and three year terms): Yolanda Marruffo stated that she had discussed this item with Mr. Naismith and it was suggested that the committee members draw for the terms. The members present drew for their terms and they turned in their terms to Mrs. Marruffo. Mr. Kane stated that he and Mr. Naismith would volunteer for three- year terms. James Dodson provided a status report on reservoir conditions which was 28.0% and continuing to fall Mr.Dodson reported that some inflow about 1100 acre feet had been measured at Tilden which means that we would have to pass through about 500 acre feet, and that we would be doing this the coming weekend. He reported that Lake Texana is 97.5% of capacity and is holding pretty steady. Discussion of water conservation and drought contingency plan, Condition II, and consider possible action thereon: Mr. Naismith stated that the trigger level for Condition 3 is 11% and that the City Council would like some recommendation from the Committee on what a new trigger level could be. He stated that we needed to draw our attention back to this item,that we would be going to the City Council on August 13 with a series of recommendations that this committee has adopted over the past couple of months. Richard Garza asked ifthe motion that Gene Urban made at the last meeting had been forwarded to City Council. Mr.Dodson stated that it had not yet been forwarded to the City Council. Mr. Naismith asked if we should go to Condition III earlier. Mr.Patton stated he would like to see how many more months our water supply could be stretched. He asked if going into Condition III would give us more months or would we lose the water to evaporation. Mrs. Serrato asked if we would treat Condition DI the same as Condition II,where we would phase in certain things. Mr. Dodson stated that he anticipated that we would do it all at once. Ms. Serrato asked if we would implement the remaining elements of Condition II prior to going to Condition DI. Mr. Naismith stated that we needed a list of data for the committee's review before a commitment is made to amending the Condition III trigger level. The committee requested information on the impact on City's customers(cities of Alice,Beeville, and Mathis) and water quality,before we talk about going to Condition III. SCANNED Ford Patton made a motion to have the Committee review data on the impact of water supplies on neighboring communities as it relates to water quality and intake structures to insure the availability of water. Motion seconded by Gene Dressen and approved unanimously. Recommendation was made to review data on (1) controlling evaporation losses , (2) feasibility of allowing Lake Corpus Christi's water levels to drop to improve operating efficiency by retaining water at Choke Canyon Reservoir, (3)the impact of Condition III on the green industry,plus large industrial customers. The next meeting was scheduled for August 7,.1996 at 1:15 p.m at City Hall Basement Training Room.
