CALL TO ORDER Chair, Jake Herring called the meeting to order at 5:32 p.m. II. ROLL CALL The recording secretary called roll and announced that a quorum was present. III.ADOPTION OF MINUTES Regular called meeting- February 10, 2011. Neil McQueen made a motion to approve the minutes with changes made. JoAnn Gilbertson seconded. Minutes approved. IV. HEAR FROM THE PUBLIC–none. V. BUSINESS FOR DISCUSSION/ACTION New Business Committee Recommendations for Empty Seat Jake asked that the committee review the bios for the current vacant seat on the WBAC. The committee discussed the applicants and their qualifications. Neil made a motion to recommend the following applicants to the City Council: Jay Gardner, Tyler Brown, and Stephanie Davalina. JoAnn seconded. Motion passed. Spring Break Plan—Including Recycling Derek provided details of the Spring Break Plans. They are working with the Police Department and Traffic Engineering to get everything set up. Entrance to the beach will be through Access Road 3 with traffic exiting at Zahn Road. Safety lanes will be graded from Access Road 3 to Zahn, and the center lane is designated for emergency personnel. Newport Pass will be used as an emergency lane only. Traffic Engineering is setting up the TXDOT message boards. Spring Break will last from March 11 through March 20. Beach Parking Permits will be sold on the beach and throughout the city. Police will be patrolling from 11 am to 2am, and Fire will be available through dispatch. Recycling will not be available, but Up2U bags will be distributed. Roll-off dumpsters will be located at the entrance so visitors can dispose of pallets and/or furniture. Keith stated the hotels have been filling up ahead of schedule. High tides are expected around Newport Pass. If necessary,traffic will funnel into safety lane and back out. Discuss TIF Fund Projects At the last meeting, Neil mentioned the Island Committee is looking at doing improvements at Whitecap with TIF funds. Derek stated if they decide to do anything with TIF funds, a member from the WBAC can speak at their committee meeting informing them that the WBAC does not support it. There have been no motions to develop Whitecap, if there ever is,the WBAC can go voice their opinion to them or to Council. The 6-pack is budgeted and is currently under construction. Derek presented to the Island Committee how much the maintenance cost is now that the channel is in place, which amounted to around $230,000. Security concerns were raised. The WBAC will put together a cost analysis for security out on the beach. Keith will give an update on security camera costs at the next meeting. SCANNED Old Business Update on Water Quality Joanna Mott gave the update for water quality. They finished fall sampling alternate weeks. In December they stopped sampling for 6 weeks and resumed sampling in January. This month they begin weekly sampling at the Gulf Beaches for Spring Break. They go back to alternate week sampling in April, and back to weekly in May.Weekly sampling will last through September. Had vote to approve CMP money to do sanitary surveys. Neil talked to a reporter with Caller Times and KRIS about educating the public on the Texas Beach Watch Program. Neil asked if they were doing follow up sampling with Cole and Ropes parks. Dr. Mott stated they found human source markers. One of the things they're looking into is qPCR which will give them a more quantitative measure. VI. Staff Liaison Report No Report VII.
