I. CALL TO ORDER
Chair, Jake Herring called the meeting to order at 5:34 p.m.
II. ROLL CALL
The recording secretary called roll and announced that a quorum was present.
III.ADOPTION OF MINUTES
Regular called meeting-August 5, 2010. Joanna Mott made a motion to approve the minutes with
changes made. John Powell seconded. Minutes approved.

V. BUSINESS FOR DISCUSSION/ACTION
New Business
Elect New Co-Chair
Kimberley Lemley is no longer serving on the WBAC. Joanna Mott nominated Neil McQueen to serve as
Co-Chair in place of Kimberley.Jake seconded. There were no other nominations. The motion passed
unopposed; Neil will serve as the new Co-Chair.
Presentation from Robert Payne on Regional Planning
Robert Payne presented the Corpus Christi Beach Development Plan. The plan is a long range guide
for zoning decisions. The illustrations shown were depicting "what could be" in the area. It will have
higher density usage to the south end of the beach and lower density to the north end of the beach. He
mentioned possible attractions such as a new pier, wedding chapel, pavilion, and outlooks for bird
watching.
Committee members expressed concerns regarding the state of the infrastructure and the condition of
some of the buildings in that area. The committee discussed the things they would like to see in that
area. Mr. Payne asked the committee if they supported the concept of the plan. The committee asked
for more detailed information on the development before making a recommendation. Mr. Payne will
return to the WBAC with an update when he has more information.
Ideas on How to Get Beach Watch Out to the Public
Joanna Mott reported that the Texas Beach Watch Program does not have the budget for advertising.
They are working on brochures to distribute to the hotels and have information on their website:
www.texasbeachwatch.com. The lifeguards provide beach condition information through the Texas
General Land Office.The item will be tabled till Mr. Marschall returns, as he is the member who
requested information.
Beach Budgets
The budget is 1.33 million dollars for the City of Corpus Christi Gulf Beach Division. It is divided among
the three divisions: Beach Operations, Beach Parking Permits, and Beach Lifeguards. Beach Ops
receives$789,532.86. Beach Parking Permits receives 130,923.74. Beach Lifeguards receive
413,115.50. The operating budgets are: Beach Ops-$347,405; Beach Parking-$35,000; Lifeguards-
$39,000. Derek gave the committee a breakdown of the budgets. At the WBAC's request, Derek will
provide more information at the next meeting.
Collaboration of beach entities SCANNED
At the last meeting, the question was raised whether the City will collaborate with Nueces County and
the City of Port Aransas as far as beach maintenance efforts. Derek stated the idea has been
suggested, but has not gone very far.According to the Parks and Recreation Director, the idea would
need to be discussed further before it was to be implemented.
New Business
Update on Water Quality- Quarterly
Dr. Mott noted there will be a Bay Area Task Force meeting on September 16111
Update on the Oil spill
Neil gave information on a recent oil spill training class he attended. Even though the spill is not coming
towards our beaches, they are still concerned about the long term effects.

Jake will not be available for the November 4111 meeting.

Identify Items to be placed on next agenda
The following items will be placed on the next agenda: Quarterly Water Quality Updates, Ideas on
Getting Texas Beach Watch out to the public, Beach Budgets breakdown, Recommendation for WBAC
Vacancies, and Public Awareness for Riptides.
VIII. ADJOURNMENT
As there was no further business, JoAnn made a motion to adjourn the meeting. Neil seconded. Jake
adjourned the meeting at 6:53 pm.
