CALL TO ORDER Chair, Jake Herring called the meeting to order at 5:31 p.m. II. ROLL CALL The recording secretary called roll and announced that a quorum was present. III.ADOPTION OF MINUTES Regular called meeting-June 3, 2010. Charles Marschall made a motion to adopt the minutes. Kimberley Lemley seconded. Minutes approved IV. HEAR FROM THE PUBLIC—none. Jake informed the committee that Rob Thomas resigned from the WBAC committee. His position as Coastal Engineer will need to be filled. V. BUSINESS FOR DISCUSSION/ACTION Old Business Update on Water Quality- Peggy Sumner The update was moved up on the agenda. Peggy reported that there have not been many changes since her last update.TCEQ has done analysis and it appears they will be putting Cole and Ropes Park on the impaired water body list.They are coming down to do some sampling and set up a program to develop a TMDL (Total maximum daily load). The purpose is to address impaired water bodies and bring them back to favorable conditions.There are two major sources for pollution for the two areas: non-point source solution and wildlife. Peggy discussed several non-point sources. The Texas Beach Watch plays a huge role in the water quality. They sample and notify the community of any impairment in water quality. The question was raised as to what the committee is able to do about the current impairment.The committee would like to make the community more aware of the Texas Beach Watch program, and that there may be some contamination in the local bodies of water. The Texas Beach Watch currently has PSAs, and Dr. Mott will check to see what the status is on running them here in Corpus. The Beach Watch signs are placed at several areas along the bay and at the Gulf Beach access roads. In addition, the lifeguards raise a blue flag whenever there is a warning regarding water conditions.Jake suggested the committee brainstorm on how to get the word out on the Texas Beach Watch Program. Dr. Mott will do some research on the current advertising and update the committee. New Business Update on Up 2 You Bags Paul Bass was unavailable. Derek reported over the July 4th, Spring Break, and Memorial Day weekends there were 5860 bags given out to patrons. The bags were given out on the beach as Beach Parking Permits were purchased. Information on Grants-Rincon Channel and CC Beach Wetlands Jake stated that if a person is interested in obtaining a grant for a special project, they would need to identify and write a grant.The grant would come through whichever committee they are representing, once they approve it, it will go to City Council. Once Council approves the grant, it can then be SCANNED submitted. Jake feels that, as a committee, they should look closely at the area of any proposed project to ensure that is the best location available. Update on the Oil spill U.S. Fish and Wildlife will be taking baseline samples on Gulf Beach preparing for any signs of oil. Should the oil affect the City's beaches, City Staff will be prepared through trainings from the Texas GLO Oil Spill Division. Update on Beach Maintenance.Plan The seaweed has stopped coming in. Derek noted that the Beach Maintenance Plan did really well this year. Seaweed was heavy in certain areas this year, and the City worked hard to maintain those areas. Meetings were set-up with the property managers of the area Condominiums to go over the City's procedures for Sargassum Seaweed removal. The plan will be revisited by the Sargassum Sub- committee in September. The committee asked for information on the collaboration efforts of the City of Corpus, City of Port Aransas, and Nueces County. At this time,there is no information available. The committee will be updated when information becomes available. VI. Staff Liaison Report No Report VII. Committee Concerns, Request for Information,Agenda Items Identify Items to be placed on next agenda The following items will be placed on the next agenda: Quarterly Water Quality Updates,Texas Beach Watch Program, Open Meetings Act application to WBAC, Beach Budgets, and Collaboration of Beach Entities. VIII. ADJOURNMENT As there was no further business, Dr. Mott made a motion to adjourn the meeting. Neil seconded. Jake adjourned the meeting at 6:44 pm.
