I. CALL TO ORDER
Staff Liaison, Michele Thomas called the meeting to order at 5:34 p.m.
II. ROLL CALL
Staff Liaison, Michele Thomas called roll and announced that a quorum was present.
III. ADOPTION OF MINUTES
February 7, 2008
IV. HEAR FROM THE PUBLIC—Neil McQueen brought to the committee's attention an e-mail sent from Nancy
Kilgore requesting the committee to, in the future, inform the City's personnel of any scheduled
meetings to be held at City Hall.Ms. Kilgore included a comment in her e-mail regarding better access
to local private, gated, or"no trespassing"communities within city limits for"volunteers who may be
taking water samples or other types of samples in accordance with developing university programs..."
Staff liaison, Michele Thomas, will try to contact Ms. Kilgore and address her concerns.
V. PRESENTATION
Introduction to Gulf Beach Lifeguards
Derek Herzog, presented the introduction to Gulf Beach Lifeguards. The City is currently gearing up for
Spring Break.With Spring Break starting this Friday for the local area, there is to be an estimated
15,000 to 60,000 visitors on the beach at any given time. Mr. Herzog discussed the staffing plan forthe
lifeguards on the beach and boat patrol. Mr. Herzog then noted the CAST program recently held on the
beach on March 1st. He discussed the number in attendance and the amount of support received from
local sponsors and volunteers. Mr. Herzog then noted the progress of the spring/summer lifeguard
recruitment. He also described the plans for safety on the beach during Spring Break. Mr. Herzog also
mentioned the recent development of a MySpace page to promote safety on the City's beaches along
with recruitment tools and links to various resources. Additional questions or comments are to be
directed to Mr. Herzog should there still be concerns.
VI. NEW BUSINESS
Sand Along the Packery Channel Jetty Walkway
Robert Thomas discussed the issues regarding sand buildup along the Packery Channel Jetty Walkway
causing it to be blown by the wind into the Channel. Mr. Thomas recommended the City grade along the
side of the jetty to keep the sand a couple of feet below the appropriate elevation of the jetties. He was
informed that the City has corrected the problem in preparation for Spring Break and the summer
months ahead. Concerns were expressed regarding the City's need for a permit to grade. The City is
currently in the process of getting the required permit and until then will only be allowed to grade the
sand for safety and road maintenance. Certified Turtle Training will also be required prior to getting the
permit. A proposal was made to compose a formal recommendation to staff to increase the
maintenance schedule during the winter months, to avoid further complications regarding sand buildup.
Mr. Thomas motioned the proposal, and it was seconded by Linda Walsh. Mr. Garrison called the vote
with no opposition.

Tortuga Dunes: Inforrrmi n
Chair, Kyle Garrison raised concerns regarding an article about Tortuga Dunes in the Caller Times
Newspaper. He discussed that the committee should be better informed on the rules and regulations
concerning the dunes. He proposed the committee receive some kind of ground rules to monitor if there
is any impact on the watershore or the beaches. Copies of the Caller Times article were distributed
among the committee. Morphology concerns were expressed. Copies of the regulations regarding the
dunes will be provided at the next meeting.
VII. OLD BUSINESS
Review of Committee Drafts of By Laws, Rules and Regulations,Absentee Policy
Chair, Kyle Garrison discussed the Absentee Policy. The first recommendation was to adopt the rules
and regulations in an absence policy like those in the sample provided to the committee, with changes
for the number of members(9)and timing of meetings(1st Thursday of each month at 5:30 p.m.). A vote
was called to adopt the absence policy provided by the Parks& Recreation Advisory Committee without
opposition. Concerning the bylaws, Mr. Garrison suggested the committee adopt those which the Parks
& Recreation Advisory Committee has already established, with the exception of a few paragraphs,
which will be substituted with paragraphs pertaining to the Watershore & Beach Advisory Committee.
Mr. Garrison then moved on to the Rules and Regulations(under function). Committee offered
recommendations on the language that was provided by Robert Thomas. Jim Needham motioned to
entertain that language. Dr. Joanna Mott seconded.
VIII. Committee Liaison/Staff Reports
Staff Liaison, Michele Thomas informed the committee that they should have received their Certificate
of Corps Completion which will be valid for 3 years. She discussed the boat patrol as mentioned earlier
by Derek Herzog and the signage for the beach. She went on to address Spring Break regarding beach
parking permits. Additionally, she noted the grading currently taking place in preparation for Spring
break and other goals for Gulf Beach in regards to alcohol consumption and the excessive trash
problem as compared to those of the City of Port Aransas.
IX. Committee Concerns, Request for Information,Agenda Items
Chair, Kyle Garrison informed the committee to direct any concerns, requests for information, and/or
agenda items to him or to Michele Thomas, and they will try to resolve any problems.
V. ADJOURNMENT
As there was no further business, Jim Needham made a motion to adjourn the meeting. Dr. Joanna
Mott seconded. Chair, Kyle Garrison adjourned the meeting at 7:08 pm.
