Members Present: Tom Anderson (Vice Chairman), Alan Dinn, Grant Fergeson (1), Dr. Oscar Garcia, Dan Leyendecker, Steve Moody, Dr. JoAnna Mott (1) and Terri Nicolau Members Absent: Roy Pell (Chairman) (1) Staff Present: Margie C. Rose, Assistant City Manager, Dan Whitworth, Director of Park and Recreation, David Ondrias, Assistant Director of Park and Recreation, Peter M. Davidson, Marina Superintendent, Rene Garza, Marina Field Supervisor and Benita Brunner,Management Aide Call to Order: Vice Chairman Anderson called the regular meeting of the Water/Shore Advisory Committee to order at 5:31 p.m. in the Basement Training Room of City Hall and the Pledge of Allegiance was recited. Action on Minutes: The motion was made by Dr. Garcia, seconded by Mr. Dinn, to approve the August 1, 2002 Minutes as presented. The motion passed unanimously. Presentations and/or Public Comment: City/County Health Department — Vice Chairman Anderson introduced Larry Jones of the City/County Health Department. Mr. Jones distributed printed information relative to studies of contamination levels of beach waters and offered to answer the Committee's questions. Mr. Jones reported that due to rain events, it was not possible to re-test the Corpus Christi and McGee Beaches that exceeded the limits as per the July 2002 readings. Re-testing performed at the two sites on July 22, 2002 was within limits. He added that readings were not performed at the Cole Park site in August 2002 due to an automobile accident at that location. He reported that at Mr. Davidson's request sites along Corpus Christi Beach were tested and the results fell within acceptable levels. In response to questioning, Mr. Jones stated his report was provided only to the Marina Office and that he was unaware of any formal protocol/City policy regarding otherwise reporting levels found to exceed safe limits. Mr. Jones stated it would be the Public Health Director's decision how to notify the public. Mr. Jones responded to questioning that his lab is unable to test for other chemicals. Referring to the handout, Mr. Jones announced that Corpus Christi Beach was selected as one of nine sites nationwide that a Lockheed Martin project will use to determine contamination levels of beach waters for future research studies. Dr. Mott stated the project would begin next year and that currently the field staff is performing baseline sampling. Ms. Nicolau expressed concern that there isn't a protocol for notification if/when a count exceeds the public health limit and stated the City may need to develop a policy to that regard. Dr. Mott commented that her concern was there being no advisory to the public that after rain events is probably not the best time to be on the beach. Mr. Jones stated that their concerns should be included in a City policy. Mr. Jones responded to questioning that due to concerns related to West Nile Virus, birds Water/Shore Advisory Committee Meeting Minutes -1- SCAN E DSeptember 5,2002 should not be handled; that he would relay information he obtain from Dr. Springer. Vice Chairman Anderson thanked Mr. Jones for his presentation. Public comments were not offered. Discussion Items and Possible Action Thereto: Attendance — Chairman Anderson gave a brief overview of rules and regulations regarding meeting attendance. Discussion followed. Clarification was made regarding absences being counted only relative to regular (not special called) meetings and the term year running from June through May. Director's Report — Mr. Davidson reported or responded to: (1) powerboat races; (2) proposed family-style restroom facility project; (3)revenues; and (4) occupancy. Committee Reports: None offered. Current Concerns: None offered. Request for Information/Agenda Items: None offered. Confirmation of Next Meeting Date: The next regularly scheduled meeting will be held on October 3, 2002.
