Thursday, November 1, 2001 � dG1�3���.
Members Present: Frank Beck, Alan Dinn (Chairman) (1), Dan Leyendecker (1). Steven
Moody(Vice Chairman) (3), Terri Nicolau (2) and Roy Pell
Members Absent: Dr. Oscar Garcia(2) and Dr. JoAnna Mott (2)
Staff Present: George Noe, Deputy City Manager, Marco A. Cisneros. Director of Park &
Recreation, David Ondrias, Assistant Director for Operations, Peter M. Davidson. Marina
Superintendent; Rene Garza, Marina Maintenance Technician: Benita Brunner,
Management Aide.
Call to Order: Chairman Dinn called the regular meeting of the Water/Shore Advisory
Committee to order at 5:30 p.m. in the Basement Training Room, City Hall and the Pledge
of Allegiance was recited.
Action on Minutes: The motion was made by Mr. Pell, seconded by Mr. Leyendecker, to

approve the October 4, 2001 Minutes as presented. The motion passed unanimously.
Presentations and/or Public Comment: Glenda Swierc from the Small Business and
Local Government Assistance Division of the Texas Natural Resources Conservation
Commission (TNRCC) gave a brief overview of the assistance and support available
through TNRCC for small businesses with regard to environmental regulations and
industrial storm water permitting. In response to questioning, Ms. Swierc reported that the
City (as the property owner) and service providers performing their services on City
property would both be required to submit core data forms in response to the impending
environmental regulations. Ms. Swierc indicated the response deadline is 11/19/01.
Sharon Emerson and Lorrie LeCompte gave a brief overview of plans for the 21st Annual
Harbor Lights 2001 - America Unites for the Holidays festival scheduled for Saturday,
December 1, 2001. Illuminated boat parade application forms and the event schedule, that
includes fireworks, were distributed. Mr. Davidson reported the Marina: is already
decorating piers; is encouraging all to follow a patriotic theme; offers a $20 discount to
tenants who light their boats during the month of December, 2001; is providing awards of
one month's free slip rent to winners in each of three categories. Ms. Emerson and Ms.
LeCompte reported they: mailed 450 illuminated boat parade registration forms; are
working with Marina Staff regarding locating floating trees (designed by a King High
School teacher and built by Moody High School students) in 2002; have approached other
marinas and military services to participate. Discussion followed regarding getting
recognition for the Marina as an event sponsor as a result of its participation in discounts
and prizes for event participants (Ms. LeCompte will add Marina to website for 2001
event); articles featuring the illuminated boat parade being published in Texas Hiahways,
Hemisphere Magazine (United Airlines), Southern Living, Texas Traveler. Corpus

Currents and Gulf Scapes; the need to attract boaters via articles in boating periodicals i.e.
Tell Tales, etc.; and including visiting vessel rates on the event website.
Discussion Items: Director's Report: Mr., Noe, Mr. Cisneros, Mr. Ondrias and or Mr.
Davidson reported or responded to questioning: (1) Water Quality Report and re-read
resulting from fecal coliform reading; (2) having received no response to a letter sent to the
Bait Stand operator; (3) on-going discussions with contractor, GLO, testing company. etc.
regarding conditions on Corpus Christi Beach following failure of required sand conditions
following restoration project; and (4) posting notification of Marina receiving three awards
on the website.
Mr. Pell suggested the boating community should be notified of the Marina receiving three
awards via a press release to communication methods i.e. marinas.com, Tell Tales.
Soundings, an industry daily email, etc. Mr. Davidson indicated he would get contact
information for the communications from Mr. Pell. Mr. Noe reported Ted Nelson has a
press release prepared that can be used to provide information to the various methods of
communication.
Committee Reports: Chairman Dinn reported the Committee would, via faxed information,
be kept apprised of the status of RFP responses as they are made know to the each proposer.
Current Concerns: Mr. Pell inquired whether the Committee's area of responsibility might
be extended to include the area on Padre Island that is being annexed by the City. Mr.
Cisneros responded to Mr. Beck that lighting for the Bay Trail Project is provided under
contract with the Central Power & Light Company (CP&L). Mr. Beck commented that the
lights are leaning. Mr. Garza responded to questioning that Marina Staff provides a -lights
out" list (along the Seawall) to CP&L on a regular basis and that CP&L is working to locate
shorts in the system. Chairman Dinn encouraged the Committee to contact each member of
the grant selection committee-to-show community support of the Sunfish Island restoration
project. Mr. Davidson will provide the Committee with the contact information.
Request for Information/Agenda Items: Mr. Pell requested information on the status of
the grant for providing restrooms on Lawrence Street T-Head.

Adjournment: As there was no further business, the meeting was adjourned at 6:45 p.m.
