HomeMy WebLinkAboutMinutes Watershore And Beach Advisory Committee - 05/11/2000 - Special • • Minutes Special Called Meeting Water/Shore Advisory Committee May 11, 2000 Members Present: Frank Beck, Alan Dinn (Chairman), Dr. Oscar Garcia, Dr. Joseph Horvat, Steven Moody(Vice Chairman), Roy Pell and Richard Poremba. Staff Present: Peter Davidson, Marina Superintendent, Steve Zastrow, Attorney for CCPD and Benita Brunner, Marina Management Aide. Call to Order: Chairman Dinn called the Water/Shore Advisory Committee meeting to order at 5:40 p.m. in the Basement Training Room, City Hall. Public Comment and/or Presentation: None offered. Discussion Items: Seafood Sales Ordinance — Mr. Zastrow reported City Council directed City Staff to meet with and resolve shrimp boat owners ("owners") concerns. The meeting clearly indicated there were two groups in conflict regarding the sale of fresh and frozen seafood. Draft Proposal #10 provides for a seafood market and allows for sales from boats or from booths located on the Peoples Street T-Head Boardwalk. Dr. Horvat commented the booths would not generate significantly more income but would detract from the pleasure of buying seafood from boats. He commented things should remain as they are and that shrimpers should be allowed to negotiate with the State regarding State laws governing seafood sales. Mr. Davidson commented that the draft proposal allows the choice to sell from the boat and/or from a booth. Booth sales will allow owners of multiple boats to offload catches to one booth. Boats can immediately return to shrimping because the person who catches the shrimp is not required to participate in its sell. Additional revenue will result from the increased sales permit fee and booth rental. Dr. Horvat commented that the additional income was not significant enough to justify the change. Discussion followed. Dr. Horvat asked the owners how they would feel if the ordinance allowed fresh seafood sales from boats and fresh or frozen seafood sales from booths located in the middle of the Peoples Street landmass. There was voiced agreement and Mike Evans commented that twelve owners had stated their opposition to the idea at the last meeting with City Staff. Discussion followed. Chairman Dinn polled the owners. The four in opposition were: Jane Stubbs (because the same thing failed in the 1980's and because the real shrimpers would leave; Mike Price (because it would put him out of business); Olivia Bocanegra; and Mike Evans. The three in favor were: Teresa Bernal; Phillip Lara; and Ruben Lara (because it allows everyone a choice). Discussion followed. Mr. Beck made*the motion to accept Draft Proposal#10.
