HomeMy WebLinkAboutMinutes Watershore And Beach Advisory Committee - 12/08/1994 A MINUTES WATER/SHORE ADVISORY COMMITTEE DECEMBER 8, 1994 MEMBERS PRESENT: Frank Beck, Robert Blackmon, Ramiro Gamboa, Roy Lehman, Patricia Suter and Randy Thompson. STAFF PRESENT: W. Thomas Utter, Director of Development Services, Malcolm Matthews, Director of Park&Recreation, SiSu Morris, Marina Superintendent and Benita Brunner, Marina Administrative Aide. CALL TO ORDER: Mr. Thompson called the special called meeting of the Water/Shore Advisory Committee to order at 5:10 p.m. in the Council Chambers at City Hall. ACTION ON MINUTES: The motion was made by Ms. Suter, seconded by Dr. Lehman, to approve the 11/3/94 Minutes as presented. The motion passed unanimously. COMMITTEE REPORTS: Ms. Suter commented that: (1) the Kennedy Causeway project has been delayed so Texas Department of Transportation can further review granting of the lease for the environmental study of that area; and (2) the extension of Ocean Drive to TAMU-CC has so been delayed due to protests regarding a 12' dam proposed in the project. There will probably be a special environmental study done on the blind Oso. DIRECTOR'S REPORT: Ms. Morris reported or commented regarding: (1) a new Marina brochure which will be used with the marketing video during Houston and Austin boat shows; (2) celebration in opening Piers A and B; (3) removal and rebuilding of Piers C and D; (4) advertising of the Harbormaster's position; (5) repaving work and installation of water lines and fire hydrant on Lawrence Street T-Head; (6) National Response exercise on Barge Dock January 9-13, 1995; and (7) orientation for new Committee members. DISCUSSION ITEMS: Dune Protection & Beach Access Regulations and Plan - Mic Raasch, City Planner, gave an overview of the proposed amendments to the regulations and plan. Following a lengthy discussion, the motion was made by Ms. Suter, seconded by Dr. Lehman, to accept the Dune Protection and Beach Access Regulations and Plan as proposed with the proviso that walkways be installed every six hundred feet (600') on the boundary lines between adjacent lots on Mustang Island within the extra territorial jurisdictionso that the public has a minimal walking distance from a parked car to the beach. The motion passed with Mr. Thompson abstaining and Judge Blackmon in opposition. Peoples Street Water Toy Permits -Mr. Thompson gave a brief overview of the subcommittee's recommendation to retain the current terms and conditions of the leases, number of sites, and general bidding procedure as previously used with four exceptions. (1) Minimum bids will be $6,000 for Sites A, B and C; $7,000 for Site D; and $8,000 for Site E. (2) Include language SCANNED Water/Shore Advisory Committee Meeting Minutes 2 December 8, 1994 that states if a valid bid is not received for a site during the bidding process, then the site can be leased for the minimum bid amount at any future date to a qualified lessee without going out for additional bids. (3) Include clarification that when a notification is received that a lease is extended by the option method, the lessee will lose their deposit or bond if they do not execute their lease. (4) Proceed with requesting bids for the sites in December in order to have the bids received and sites ready to be awarded by the regular February, 1995 meeting of the Water/Shore Advisory Committee. Mr. Beck suggested that a method of financial accounting needs to be put in place by the City. Tony DeAmico and Chris Urquhart of Beach Boat Rentals commented on a decrease in their patronage, that the bids were too high and that there should be only three sites, one site for each type of equipment. Discussion followed. The motion was made by Ms. Suter, seconded by Judge Blackmon, to accept the subcommittee's recommendation. The motion passed unanimously. Security Concerns at Hans Suter Park - Ms. Suter expressed her concerns for those legitimately utilizing the park in view of the illicit activities occurring there. She thought the only solution to the problems is a gate. Mr. Matthews stated the spring-loaded fork gate is not possible due to liability concerns but some type gate is the only solution. Discussion followed. The motion was made by Mr. Gamboa, seconded by Ms. Suter, to recommend that the Park & Recreation Department work with the Police Department to close Hans Suter Park at a specific hour each night and that Park and Recreation staff could open the park each morning. The motion passed unanimously. CURRENT CONCERNS AND EVENTS: Mr. Matthews announced that an orientation will be held for new members at the next meeting. Judge Blackmon announced that Dennis Conner will be speaking at CCYC on Tuesday, December 13th to promote youth sailing. The motion was made by Ms. Suter, seconded by Mr. Thompson, to cancel the January, 1995 meeting if there is no significant business or to call a special called meeting the second Thursday in January, 1995. The motion passed unanimously. HEAR FROM THE PUBLIC: No comments were offered.
