HomeMy WebLinkAboutMinutes Watershore And Beach Advisory Committee - 07/07/1994 • MINUTES WATER/SHORE ADVISORY COMMITTEE JULY 7, 1994 MEMBERS PRESENT: Robert Blackmon, Quenten Cook, Chairman, Ramiro Gamboa, Roy Lehman, Patricia Suter and Randy Thompson MEMBERS ABSENT: Frank Beck, Virginia Henderson and Vic Menard STAFF PRESENT: Malcolm Matthews, Director of Park & Recreation, Mike Gordon, Assistant Director for Operations, SiSu Morris, Marina Superintendent, Todd Jensen, Marina Operations Supervisor and Benita Brunner, Marina Administrative Aide. CALL TO ORDER: Chairman Cook called the regular meeting of the Water/Shore Advisory Committee to order at 5:00 p.m. in the Committee Room at City Hall. Chairman Cook requested that staff send a card to Ms. Henderson who has missed meetings due to personal medical concerns. ACTION ON MINUTES: Mr. Thompson reported that the 5/31/94 Minutes should be corrected to reflect his absence. The motion was made by Ms. Suter, seconded by Dr. Lehman, to approve the 5/31/94 Minutes as corrected. The motion passed unanimously. ACTION ON ABSENCES: The motion was made by Ms. Suter, seconded by Dr. Lehman, to excuse Ms. Henderson's and Mr. Thompson's absences from the 5/31/94 meeting. The motion passed unanimously. COMMITTEE REPORTS: Ms. Suter reported there will be a hearing scheduled for July 15th before the Metropolitan Planning Organization at the RTA Building regarding transportation projects on the Kennedy Causeway for the next three years . DIRECTOR'S REPORT: Ms. Morris reported that construction is scheduled to begin for Lawrence Street Pier Replacement on July 12th. B-Pier is in Garrett's yard in Ingleside; A-Pier is completed and waiting Garrett's acceptance; and C-Pier is being built by MEECO. The National Bay Estuary Program Kickoff was held on the Barge Dock on July 3rd. July 4th was successful. The Feria de las Flores festival scheduled in August plans to utilize the Barge Dock. Mr. Matthews reported that an orientation will be scheduled for new Committee members and that staff is still discussing and negotiating the Lighthouse Lease. Presentation by Ship One Sea Explorer Scouts - Jean Tabone, Acting Boatswain of Ship One, presented a placque to Ms. Morris and the Marina staff in appreciation for assistance to Ship One. Ms. Morris expressed appreciation and credited the Marina staff and Ship One for working in cooperation to develop this win-win partnership. SCANNED Water/Shore Advisory Committee Meeting Minutes 2 July 7, 1994 DISCUSSION ITEMS: Recommendation to Assign Shoreline Surreys of Texas' Lease to Karim Hamid and Move Forward to City Council - Mr. Matthews reported that the Byerleys submitted a letter requesting that Mr. Hamid be allowed to take over the lease. The assignment is permitted under the lease and will require City Council approval. The motion was made by Mr. Thompson, seconded by Ms. Suter, to recommend the lease assignment. The motion passed unanimously. Sula Cox's Request for a Permit to Rent Boogie Boards, Floats and Tubes on Padre Island at Whitecap Boulevard - Ms. Morris gave a brief history of the City issuing vendor permits at the Seawall on the Island and the reasons for discontinuing that practice. This request deals with the 1105' feet of City property at the end of Whitecap Boulevard of which only 200' are suitable for vending. Ms. Cox has requested a permit to operate on the City's property from a 24' self- contained van. The County has issued several permits for Ms. Cox's vending operations and reported that she is doing a good job and is very reliable. The area requested is large enough to accommodate one vender allowing the typical 150' separation. The City permit fee will be $125 per month per vending site. Another person is vending in the location; however, he/she does not have and has not approached the City for a permit to do so. After a lengthy discussion of Ms. Cox's current limitations to actually operate the site being requested this Summer and the fact that another vendor is operating at that location, the Committee decided more investigation was needed. Ms. Morris stated that the other vendor is located on City property and staff will investigate the operation. Mr. Matthews reported that the City does not normally check on the area which is maintained by the County. He added that a vending site can be established and may be bid later. Mr. Matthews stated that if permits are issued on City property on the Island and because of the General Land Office (GLO) ownership, the City will have to make arrangements similar to the County's for payment to GLO. The motion was made by Mr. Gamboa, seconded by Ms. Suter, to table discussions regarding issuing permits on the Island for further review. The motion passed unanimously. CURRENT CONCERNS AND EVENTS: Mr. Matthews responded to Ms. Suter that park closure signs are ready for installation and the kiosk has been repaired in Hans Suter Park. The gate has not been installed. The Wastewater Department and Police Department declined a request for assistance to open/lock it each day. The only answer is to get the police involved to keep the park clear after curfew or establish a park closing time. Ms. Suter reported that Hans Suter Park is being included on the Coastal Birding Trail that extends from Brownsville to Beaumont. The parks are expected to be enhanced with birding Water/Shore Advisory Committee Meeting Minutes 3 July 7, 1994 lists, etc. plus there are plans for a biking trail for the area. Discussion followed and Mr. Matthews reported that staff will continue to address the park closure issue. Ms. Suter reported a Water Development Board Public Hearing is scheduled at 6:30 p.m., Thursday, July 7th at City Hall Basement Training Room. Chairman Cook reported that a new ship, "Dextrose", will be commissioned in Ingleside at 10:00 a.m., Saturday, July 9th. HEAR FROM THE PUBLIC: Chris Urquhart, Beach Boat Rentals, inquired about the circulation of literature indicating the RTA Water Taxi is located on the Peoples Street T-Head and reported that they are having to send folks to the Barge Dock. Ms. Morris stated she is not aware of the literature but reported that RTA has not gotten through the permitting process for the water taxi landing site on the Peoples Street Breakwater. The water taxi is operating daily from the Barge Dock. ADJOURNMENT: As there was no further business the meeting was adjourned at 6:10 p.m. S Su orris Marina Superintendent SM/bkb
