WATER/SHORE ADVISORY COMMITTEE
APRIL 7, 1994
MEMBERS PRESENT: Frank Beck, Quenten Cook, Chairman, Charlene Forest, Roy
Lehman, Vic Menard, Patricia Suter and Randy Thompson.
MEMBERS ABSENT: Robert Gross and Scott Skinner.
STAFF. PRESENT: SiSu Morris, Marina Superintendent and Benita Brunner, Marina
Administrative Aide.
CALL TO ORDER: Chairman Cook called the regular monthly meeting of the Water/Shore
Advisory Committee,to order at 5:00 p.m. in the Committee Room at. City Hall.
ACTION ON ABSENCES: Mr. Menard reported that the minutes did not reflect so, but he
was absent from the 3/3/94 meeting. The motion was made by Ms. Suter, seconded by Mr.
Beck, to excuse Dr. Lehman's and Mr. Menard's absences from the 3/3/94 meeting. The
motion passed unanimously.
ACTION ON MINUTES: The motion was made by Ms. Suter, seconded by Mr. Menard, to
approve the 3/3/94 Minutes amended to reflect Mr. Menard's absence. The motion passed
unanimously.
COMMITTEE REPORTS: New Marina Office Subcommittee'-'Mr. Thompson reported that
the Engineering Department provided the subcommittee cost estimates so they could determine
if the Lighthouse lease would support building a new Marina facility. Plans for the Lighthouse
Restaurant expansion are in the process and the most up-to-date plans,are basically the same as
those:previously presented.
Ms. Suter reported that she attended the Texas,Department of Transportation hearing where they
announced that it would be 18 months before the environmental study is complete and then two
years before any construction will occur along the Kennedy Causeway.
Ms. Suter reported that the General Land Office will hold a public hearing on the Coastal Zone
Management Plan at 6:00 p.m., April 21, 1994, in City Hall.
DIRECTOR'S REPORT: Ms. Morris reported or advised the Committee of the following: uti-
lizing the 1994-95 Goals & Objectives to determine unmet needs in the FY 1994-95 budget; pier
replacement update; Special Called Joint Meeting with other advisory boards to review the
proposed Gateway Project at 5:00 p.m., Monday, April 18, 1994 at Bayfront Convention
' Center, Room 225; Coast Guard display for oil spill response on Barge Dock; Jet Sport.
Challenge on Corpus Christi Beach; Concrete. Canoe Races on April 23, 1994 featuring
engineering students from several universities; soundings performed for critical dredging needs;
Special Olympics Pedal to Metal event; and snowball operator making concession improvements..

DISCUSSION ITEMS:
John Abbott's (Island Water Sports) Request to Add one Water Trampoline to the Use Permit -,
A`video of the water trampoline wasshown to Committee members. Mr. 'Abbott stated that only
one customer at a time will be allowed to jump arid they will not be allowed to do flips, etc.
Violators will be told to get off the trampoline and will forfeit their money. Mr. Abbott stated
the trampoline, which loses some bounce in the water, will be anchored in shallow water. The
motion to"approve adding the Water Trampoline to the Use Permit for Holiday Inn Emerald
Beach was made by Ms. Forest. Ms. Morris stated the trampoline would have to be approved
by. the Risk Management Department. Ms. Forestamended the original motion to have Risk
Management approve the water trampoline and Ms. Suter seconded the motion. The motion
passed unanimously.
Bob Church's (Down South Jet Skis) Request to Operate a.Jet Ski, Waverunner and Umbrella
Concession - Ms. Morris gave a brief history ofthe operation and location in front of Villa Del
Sol and,recommended its approval: The motion was made by Ms. Suter, seconded by Ms.
Forest, to approve the jet ski, waverunner and umbrella concession at the designated location
on Corpus Christi Beach. The motion passed unanimously:
Renewal of Special Contract Vendor's Permit for Keeper's Locker - Ms. Morris gave a brief
history of the operation and recommended approval of the permit. The permit is for the portable,
building'where Joe and Doris Williams sell.t-shirts, etc. and collect monies for gas sales. The
Williams''_are not sure of what the long-range plans are for the facility but, if they do not renew
this permit, the building has to be,removed whenthe current permit expires in May, .1994..
They requested the renewal and will advise us of their future plans. .The motion was'made by .,
Mr. Menard, seconded by Ms. Suter, to approve the request. The motion passed unanimously.
CURRENT CONCERNS AND EVENTS: Dr. Lehman expressed his concerns about water. .
quality at the North end of Corpus 'Christi Beach next to the travel trailer park. He felt the
situation warrants further study because the prolific amount of indicator species algae found there
and not found on other areas of the-Beach suggests sewageis entering the water at that point.
Ms. Morris responded that Ron Strahlendorff'of Wastewater had a field inspector check the.
facility which was found to be connected to the City Wastewater line to the lift station. No leaks
were discovered and the line is clear and flowing properly.' Dr'. Lehman thought there might
be an old holding tank no longer being used but that might be leaking. Ms. Morris stated she
would report the algae finds to Wastewater so they could further study the problem.
Ms. Suter addressed Mr. Menard's questions regarding the City's participation in the National
Estuary Program. The City of Corpus Christi Bay National Estuary Program is being done by
the Environmental Protection Agency and Texas.Natural Resources Conservation Commission.
The City is participating in that they have representatives on various committees and
subcommittees. The program received $5.5 million.in funding for the next four years. Ms.

Suter is on the Management Committee but is,not representing the City. Ms. Morris reported
that she serves on an advisory committee.
Ms. Morris responded to Mr: Beck's questions about signs and speed limit buoys in the Padre
Isles Subdivision.. Ordinance numbers are not on any of the Marina speed limit buoys, however,
the subdivision may include the ordinance number on its speed limit buoys/signs at their cost.
The City will help spot/install the buoys.
Mr. Beck asked about ordinance revisions and Ms. Morris explained that revisions come out
every once in,a while and:are available through the City Secretary's Office. Ms. Suter inquired
about the revisions of ordinances specific to the Marina. Discussion followed. Chairman Cook
appointed Mr. Beck to reviewthe ordinance rewrites. Mr. Menard volunteered to help. Ms._
Morris stated she would provide them with what Marina Staff previously provided to the Legal
Department for their review and.suggestions..
Ms. Forest extended thanks from the Columbus Ships Association to Ms. Morris and Todd
Jensen, Operations Supervisor, for providing the media boat when the Nina recently returned
to.the Port after renovations.
