WATER/SHORE ADVISORY COMMITTEE
September 2, 1993 - 5:00 P.M.
MEMBERS PRESENT: Frank Beck, Quenten Cook, Charlene Forest, Robert Gross,
Roy Lehman, Vic Menard, Scott Skinner, Patricia Suter and Randy Thompson.
STAFF PRESENT: Mike Gordon, Assistant Director for Operations, SiSu Morris,
Marina Superintendent, Alison Gallaway, Assistant City Attorney and Benita
Brunner, Secretary.
CALL TO ORDER: Chairman Cook called the regular monthly meeting of the Water/
Shore Advisory Committee (WSAC) to order at 5:00 p.m. in the Committee Room at
City Hall.
PRESENTATION TO DR. DAVID MCKEE: Chairman Cook presented Dr. McKee with
a placque for his many years on the Water/Shore Advisory Committee. Dr. McKee
assured the Committee that he would be back.
ACTION ON ABSENCES: The motion was made by Ms. Suter, seconded by Mr.
Thompson, to excuse Ms. Forest's and Mr. Gross's absences from the 7/1/93
meeting. The motion passed unanimously.
ACTION ON MINUTES: The motion was made by Mr. Menard, seconded by Ms.
Suter, to approve the 711193 Minutes as presented. The motion passed unanimously.
COMMITTEE REPORTS: Mr. Thompsonreported he has been told that FEMA
approved T-Head Marina's requests to construct separate buildings for the fuel
facility (South of the Lighthouse with removable above-ground vaults) and a Marina
Office (where airplane is now). The maintenance shop would not be included but
would be housed at the Coopers Alley L-Head boat haul out facility. The
subcommittee will meet in September to discuss FEMA's approval. They will continue
to request early input into the current Marina Office planning to ensure that
facilities address current concerns and meet the Marina Staff and boating public
needs.
Ms. Suter reported that a committee was formed to develop criteria for a request for
proposals (RFP) for an environmental study or EIS on the effect of raising the
Kennedy Causeway. Three Hundred Thousand Dollars is allocated for the study
and, once completed, the RFP will be distributed by the Texas Department of
Transportation in Austin.
Ms. Suter also reported that City Council passed the Coastal Zone Management
proposal which included a proposal to restrict traffic in front of the seawall. They
dropped the proposal to provide paid parking on Windward Drive immediately behind
the seawall if traffic was restricted in front of the seawall. They are trying to work
out a way to provide a 300 car parking lot, with facilities, abutting the concrete at
the top of the seawall. The State is concerned with preserving the 200' easement
from mean high tide which the public has as part of the open beaches law. That
easement currently extend 40'.landward from the concrete at the top of the seawall.
Property owners are complaining because this has caused their easements to be
unclear.
