MINUTES
WATER/SHORE ADVISORY COMMITTEE
MARCH 4, 1993 - 5:00 P.M.
MEMBERS PRESENT: Frank Beck, Quenten Cook, Charlene Forest, Robert Gross,
David McKee, Scott Skinner and Patricia Suter.
MEMBERS ABSENT: Vic Menard and Randy Thompson
STAFF PRESENT: Malcolm Matthews, Director of Park & Recreation, SiSu Morris,
Marina Superintendent, Alison Gallaway, Assistant City Attorney, Lou Hilzinger,
Marina Harbormaster and Benita Brunner, Secretary.
CALL TO ORDER: Chairman Cook called the regular monthly meeting of the
Water/Shore Advisory Committee to order at 5:00 p.m. in the Committee Room at City
Hall.
ACTION ON ABSENCES: The motion was made by Mr. Skinner, seconded by Ms.
Suter, to excuse Ms. Forest's absence from the 2/4/93 meeting. The motion passed
unanimously.
ACTION ON MINUTES: The motion was made by Ms. Suter, seconded by Mr. Beck,
to approve the. 2/4/93 Minutes as presented. The motion passed unanimously.
COMMITTEE REPORTS: Mr. Cook reported that the Marina Office Subcommittee and
the Marina Rate Subcommittee are progressing but were not ready to make their
reports. Ms. Suter reported that the Municipal Planning Organization adopted the
Kennedy Causeway Committee's proposal regarding raising the east and west bound
lanes of the causeway on pilings. Information will be gathered for presentation and
consideration of the Texas Department of Transportation.
DIRECTOR'S REPORT: Ms. Morris reported on the: pier replacement bids; sailing
school information mail out to 150 families; staff working toward a community sailing
program with CCYC, CCSU and Del Mar College; Bob Forest teaching the U. S.
Sailing's four-day training course for sailing school instructors; new Marina
brochure with rate information; public boat ramp repairs; 37 boats hauled out at
repair facility to date; mid-February dedication of seawall benches; USS City of
Corpus Christi at Cargo Dock One March 25-30; bid advertisement for McGee Beach
concession combined with Cole Park concession bid; hiring Marina Specialist Bill
Murch to replace Gilbert Gonzalez; completion of revenue estimates; Noel Bogardus
working through the Senior Employment Program to assist in the Marina office; staff
working with individual for a trial operation of the Peoples Street band shell as a
food and drink concession; interim piling replacement; five claims for vehicles
damaged (overspray) as result of work done by uninsured independent contractor;
two complaints of boat damage caused by individuals working on boats in adjacent
slips. Ms. Morris stated that damage claims information had been forwarded to the
City Manager along with a request for authority to apply the same rules and liability
requirements ($300,000, $100,000, $50,000) that apply to contractors working in the
work area.

DISCUSSION ITEMS:
Down South Jet Skis - Ms. Morris recommended approval of Bob Church's request
to renew a jet ski, waverunner and umbrella concession on Corpus Christi Beach.
The permit period will be for a minimum of four months at $125 per month. The
motion was made by Ms. Suter, seconded by Ms. Forest, to approve the request.
The motion passed unanimously.
Island Jack's - Ms. Morris reported that the original permit was awarded to Water
Toys of Corpus Christi (WT CC) . Island Jack's purchased WTCC's equipment and
operated the site last year. A letter of support was received from Holiday Inn and
Ms. Morris recommended approval of Aaron Beach's request to operate a jet ski
concession at Holiday Inn Emerald Beach. The permit period will be for a minimum
of four months at $125 per month. The motion was made by Ms. Forest, seconded by
Ms. Suter, to approve the request. The motion passed unanimously.
Corpus Christi Personal Watercraft Challenge - Angela Neiheiser of Third Coast
Productions briefed the Committee on the course and activities that will take place
from a portion of Corpus Christi Beach in front of the Sandy Shores Hotel adjacent
to the USS Lexington. This is the first race of this type in the City and
approximately 500-2,000 spectators are anticipated. Mr. Matthews suggested use of
alternative parking areas and requested that Ms. Neiheiser secure letters of support
from Sandy Shores and the Lexington. The motion was made by Ms. Suter, seconded
by Ms. Forest, to approve the event to take place March 20-21, 1993 with Ms.
Neiheiser addressing staff concerns. The motion passed unanimously.
East/West Powerboat Shootout - Pending adequate sponsorship, the third annual
powerboat event will occur from Coopers Alley L-Head May 7-9, 1993. Elaine Motl
reported that the race will be on Sunday and the course will be the same as last year.
Ms. Morris reported that pier construction will be underway and staff will be
working to accommodate all boats. The motion was made by Ms. Suter, seconded by
Mr. Beck, to approve the event. The motion passed unanimously.
Seawall Surrey lease - Ms. Morris reported that the current seawall surrey lease
expires October, 1993. Although the bulk of the new permit is essentially the same,
W. O. Byerley has requested consideration be given to lowering off-season rental
fees. The multi-year lease will be non-exclusive and will require City Council
action. The motion was made by Ms. Suter, seconded by Ms. Forest, to move the
request forward for City Council action. The motion passed unanimously.
Telescope Agreement - This item was withdrawn.
Establish No Wake Areas in Man-Made Canals in Private Subdivisions - Ms. Morris
gave a brief history of the City agreeing to change the existing ordinance to include
speed limits in private canals with the subdivision agreeing to pay for buoys, signs,
markings, etc. to post speed limits. Municipal Court advised Legal staff that a "no
wake zone" would be simpler to determine and easier to enforce than an actual speed
limit. Discussion followed. The motion was made by Mr. Gross, seconded by Ms.
Suter, to add "NO WAKE ZONE" and "4 MPH" to the existing Ordinance establishing
speed limits on public waters in private subdivision canals; and allowing the City to

place buoys posting such limits on public waters in private subdivision canals. If
a sign is erected to post the speed limits, it must look official and must cite the
specific ordinances pertaining to speed limits. Buoys and signs will be purchased
and maintained at the subdivision's expense. The motion passed unanimously.
Contract and Transient Marina Slip Rates - After having met with the Marina Rate
Subcommittee, Mr. Cook drafted a letter concerning slip rental rates to be forwarded
to the City Council on behalf of the Committee. He distributed and read the letter.
The Committee unanimously concurred with the contents allowing Mr. Cook to
forward the letter to the City Council as written.
CURRENT CONCERNS AND EVENTS: No discussion was offered.
HEAR FROM THE PUBLIC:
Jim Schwobel of Corpus Christi International School of Sailing inquired about the
status of the repair facility. Mr. Matthews stated that the Lighthouse Restaurant,
fuel station, marina office issues would have to be addressed before the City would
move forward on leasing any portion of the repair facility.
Peter Davidson of Sailmakers and Riggers asked for clarification on space and jack
stand rental costs associated with hauling out boats requiring longer than the normal
work time allocation. Ms. Morris briefed the Committee about a situation that
occurred with one of Mr. Davidson's clients. She reported that staff became
concerned about the substantial charges being accumulated and contacted the boat
owner. Mr. Morris worked with the boat owner because she was unclear about the
charges. The Marina receives revenue for hauling out boats and renting space in
the repair facility. Contractors rent space in the repair facility at the same rate as
is charged in the work area. Most minor boat repairs are accomplished within ten
days and the Marina takes bad weather days into account. A $50 deposit, which
equates to $5 per day for the first ten days, is charged; if additional days are
necessary, the rate increases to $10 per additional day. If the repairs take less than
five days, the balance of the $50 deposit is refunded. There is a $7.50 per day
charge for as many jack stands as it takes to accommodate a boat. Ms. Morris stated
that the rental rates are not high and did not recommend changing them. Ms. Morris
stated it is important that boats not be allowed to remain in the repair facility for
long periods of time because space is limited for contractors to work on boats. Boats
that need to dry out should be relocated to other areas in the future.
Andy Ficken, commented about Marina occupancy. He felt people would come to
Corpus Christi from other marinas if the slip rates were reduced and if the Marina
could be advertised.
