WATER/SHORE ADVISORY COMMITTEE
OCTOBER 3 , 1991 - 5 : 00 P.M.
MEMBERS PRESENT: Quenton Cook, Chairman, Scott Skinner, Vice-
Chairman, Robert Gross, David McKee, Patricia Suter, and Charles
West.
MEMBERS ABSENT: Charlene Forest, Vic Menard, Randy Thompson, and
Frank Beck.
STAFF PRESENT: Malcolm Matthews, Director of Park & Recreation,
SiSu Morris , Marina Superintendent, Lou Hilzinger, Marina Harbor-
master and Benita Brunner, Secretary.
CALL TO ORDER: Chairman Cook called the regular monthly meeting
of the Water/Shore Advisory Committee to order at 5 : 00 p.m. in
the Committee Room at City Hall.
ACTION ON ABSENT MEMBERS: The motion was made by Ms. Suter,
seconded by Mr. Gross, to excuse Mr. Menard' s and Mr. West' s
absences from the September meeting. Motion passed unanimously.
ACTION ON MINUTES: The motion was made by Mr. Skinner, seconded
by Ms. Suter, to approve the September 5 , 1991 Minutes as pre-
sented. Motion passed unanimously.
COMMITTEE REPORTS: Ms. Suter reported that dredging permits for
reopening Packery Channelexpire with the General Land Office in
November, 1991 and with the Corps of Engineers in December, 1991 .
Joe Moseley, Agent and N. R. "Curlie" Johnston, President of the
Reopen Packery Channel Board have applied for permit renewal.
When active, the Kennedy Causeway Committee had expressed its
concerns that public monies should not be utilized to fund the
project, and that the City usually ends up paying for what it
endorses. The City Council rescinded its endorsement of the
project. Discussion followed. Chairman Cook instructed Staff to
prepare a letter to the Corps of Engineers requesting a copy of
the permit application and an extension on the deadline to allow
the Committee time to hear public comment and formulate a recom-
mendation on renewal. The Committee also requested a copy of
future water-related permit applications that effect areas under
the City' s jurisdiction.
Mr. Gross stated that the Water Toy Subcommittee had been meeting
and would have a report at the November meeting.
DIRECTOR' S REPORT: Ms. Morris gave a brief overview or advised
Committee members of : October 4th dedication of Miradores and
Bayfest opening with fireworks ; AWIA October 9-13 ; palm tree
plantings around Marina; addition of sixteen board boat racks;
success of dry hard stand boat storage; security gate improve-
ments; installation of bulletin boards on pier gates ; request

from CCPD to close McGee Beach Restrooms at night; Art Museum
Gala with Willie Nelson, October 25th; Rockport Regatta October
12; upcoming Harbor Lights plans ; and the Teddy Bear Run on
Peoples Street, November 2nd.
DISCUSSION ITEMS:
Five Year Contract with U. S. Open Sailboarding - Mr. Matthews
reported that the current contract expires in 1992 . The five
year contract (1993-1997 ) is necessary to allow adequate time for _ _
the Open to attract major sponsors and participants. He reviewed
the contract, highlighting areas that were changed or that
require some fine tuning. Mr. Matthews stated that the Open has
been successful and cooperative in resolving most of the neigh-
borhood concerns. U. S. Open organizers have raised matching
funds to assist with such projects as the installation of an
irrigation system at Oleander Point. Dr. Charles Allen, repre-
senting the U. S. Open, spoke briefly about the event and
trophies. Discussion followed. Motion was made by Mr. West,
seconded by Ms. Suter, to approve the five year contract with
staff making the minor contract changes. Motion passed
unanimously.
CURRENT CONCERNS AND EVENTS: Ms. Morris reported that Staff is
meeting with representative from Art in the Heart and Elaine Motl
of the Power Boat Races because the events are scheduled on the
same weekend. Ms. Morris briefed the Committee regarding the
poor condition and piling failures on Piers A, C and D. Discus-
sion followed regarding shoring up piers , piling encasement, etc.
Ms. Morris briefed the Committee regarding her attending the
World Marina Conference hosted by the American Society of Civil
Engineers in Long Beach California. Mr. Matthews reported that
Kevin Walker of the Municipal Management District had been
invited to brief the Committee on how the District might effect
the Marina but he was unable to attend. He will be asked to make
a presentation next month.

adjourned at 6: 15 p.m.
