(Meeting of July 26, 1999)

CALL TO ORDER
Meeting called to order by Chairperson Alejandro at 1:35 p.m.
II. Approval of "Minutes" - June 24, 1999 and July 14, 1999 - Motion made by Mr. Sher,
seconded by Mr. Mims to approve minutes as presented. Motion passed.
III. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS - None
IV. CHAIRPERSON'S REPORT - Chairman Alejandro introduced newest member to Committee,
Ms. Shelley Krumnow and welcomed her to the Transportation Advisory Committee.
V. MONTHLY TRAFFIC FATALITY REPORT(ATTACHMENT"A") - Capt. Byrd gave the Fatality
Report stating that Fatality #10 occurred on July 17, 1999. At this time, last year there were
26 recorded fatalities. DWI up 43%; Effective September 1, 1999, the .08 alcohol level will take
effect. STEP Grant and Crime Control District Grant are both in progress. Also, effective
9/1/99, 15 year old and younger, riding in front and rear seats must be restrained.
VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(June, 1999)(ATTACHMENT "B") -
Mr. Seller briefly stated that 817 accidents were reported during the month of June, 1999 up
3%; 35 alcohol/drug related up 1%; 318 injury accidents up 9%, total injuries, 530 up 12%,
1 fatality, down 57%.
VII. DISCUSSION ITEMS
A. Discussion of the on-going South Loop Transportation Study by the Metropolitan
Planning Organization/TxDOT Staff/City Staff and related issues- Mr. Seiler briefly
stated that he would like to make the TAC Committee aware of the recommendations
and issues and update the Committee of the Metropolitan Planning Organization's South
Loop Study Report.
B. Residential Traffic Management Program- Mr. Seiler distributed a hand-out showing
present locations of speed humps along with pending speed hump locations validated
with submitted petitions. Presently, it has been a positively received program.
C. Agnes Street Name Change Proposal. - Mr. Seiler stated this item will be presented
to the City Council for council action, August 30, 1999 to rename Agnes Street to Cesar
Chavez Highway.
VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW
A. Recommendation to increase the speed limit on Gollihar Road from 30 MPH to 35
MPH,between Staples Street and Airline Road - Mr. Seiler stated that presently the
speed limit on Gollihar,west of Prescott between Staples Street and Airline Road is 30
MPH. Traffic volume has increased, street speed study shows motorists traveling at the
85% speed of 40 mph. Motion made by Senior Chief McCain, seconded by Mr. Mims to
approve Staff recommendation. Motion passes 5 vs 1 (Ybarra opposing).

B. Recommendation t rescind the current ordinance restricting parking in the 1700 and
1800 blocks of Kennedy Street between Winnebago and Dempsey Streets - Mr. Seiler
stated that this is an unusual request to rescind an ordinance on an residential street. An
survey was taken of the residents after a resident's relative requested a change in the type of
parking restriction. Mr. Sher stated that he could"shed" some light on the parking restriction
regarding traffic control problems relating to the RTA bus route. Vehicles were parking on both
sides of the street, making it difficult for a bus to navigate the streetwithout the parking
restriction. After further discussion, Staff would meet with residents and arrive at an equitable
solution to the satisfaction of the residents. Chairperson Alejandro asked for a motion. No
motion was made. There being no motion, motion fails.
IX. TRAFFIC ENGINEER'S REPORT
A. Status: Vision Obstruction/Passage Obstruction Ordinance Revisions- Will be
presented to City Council on August 24th.
B. Alameda Street Hospital Zone- Will be presented to City Council at meeting of August
31st.
C. John F. Kennedy Causeway - Mr. Seiler advised Committee the City will be submitting
application for a loan from the State's Infrastructure Bank (SIB) to match the MPO and
Nueces County $4 million contribution along with the City's contribution of$4 million,
for a total of$12 million. He also informed Committee of Public Hearing to be held on the
JFK Causeway at 6:00 p.m. at Flour Bluff Middle School. on July 29th.
D. Bay Trail Phase 2 Project - Bid Letting by TxDOT in August, 1999.
E. Greater Corpus Christi Business Alliance - Transportation Advisory Committee's
Current Brainstorming Session- Identifying primary transportation issues with support
from the GCCBA- Transportation Committee. Does the Transportation Advisory
Committee wish to provide input?
F. S.H. 358 Ramp Reversals - Mr. Seiler inquired of the Committee of their intentions to
request a presentation of ramp reversals on S.H. 358 on a systematic basis between
Ayers Street and Airline Road to alleviate traffic congestion and improve safety and to
express their concerns to Chairperson Alejandro.
X. COMMITTEE MEMBER REQUESTS FOR AGENDA ITEMS - Next monthly meeting will be held
on Monday, August 23, 1999.
