CALL TO ORDER — The regular meeting of the Arts and Cultural Commission was called to order at 4:30 p.m. by Chair, Chuck Anastos. - . _ _ II. ROLL CALL—The Recording Secretary called roll, announced quorum. III. APPROVAL OF MINUTES—July 11, 2002 Linda Avila_made a motion that the minutes be accepted as submitted. Anna Flores seconded. Motion passed. IV. HEARING FROM PUBLIC none V. DISCUSSION ITEMS AND POSSIBLE ACTION A. "Festival of the Arts" Mission Statement Anna Flores made a motion to accept the "Corpus Christi Festival of the Arts" mission statement presented by Linda Avila on behalf of the Projects Committee. Elia Gutierrez seconded. The motion passed. B. Orion's Belt Ronnie Sepulveda read a letter from the artist, Robert Perless that gave details of his research and plan to clean and protect the sculpture. The Park and Recreation Department and the City's.legal department must approve this proposal before the process can begin. (Dennis Kemmerer arrived at 4:38 p.m.) C. Discussion of this year's funding allocation Ronnie Sepulveda requested this item be tabled, as he does not•yet have all the information. D. Peer Panel Approval Colin Sykes made a motion to approve the submitted Peer Panel applicants. Elia Gutierrez seconded. The motion passed. VI. COMMITTEE REPORT A. Projects Committee 1. Festival of the Arts • Linda Avila reported that the $15,000 Marketing Request had.been read for the third time and approved by the City Council. Ms. Avila then related several marketing ideas being coordinated with the Tourist and Visitor's Bureau. Ms. Avila also related that the artist who designed the Art in the Heart logo was donating a logo for the festival. Colin Sykes and Elia Gutierrez are contacting additional organizations to participate. 2. Subgranting Program Linda Avila reported there are 19 organizations applying for grant monies. They have presented 27 projects for consideration. Peer Panel review is scheduled for September 14, 2002. B. Development Committee 1. Contention Center/Arena Art Project Dennis Kemmerer said there was no news at this time. SCANNED . 2. Lighting of Orion's Belt Dennis Kemmerer said they are continuing to develop this plan. 3. Developing a Maintenance Plan for the Art Collection Dennis Kemmerer said the sub-committee would meet during August to outline the details previously discussed and present a report at the September Commission meeting. 4. Seawall Project Linda Avila asked about the progress on the Seawall Project. Chuck Anastos or Ronnie Sepulveda will contact the engineering firm of Shiner Mosley to discuss the process for the selection of art for this project. 5. Airport Art Project Linda Avila also asked about status of the Airport Art Project. Chuck Anastos stated the airport staff is working to compute the exact figure of money available for this project. A panel will then be appointed to assist with this project. 6. Vermillion Fountain Chuck Anastos said he received a copy of the contract for the RTA's gift of the Vermillion Fountain. He expressed gratitude to Ricardo Sanchez for his efforts on this project. VII. STAFF REPORT Ronnie Sepulveda • • reported that the appropriate refund from the Bilingual Theater has been received. • described the planned events of the Sesquicentennial celebration. • related that he and Frank Trimble are attending the meetings for the Animals on Parade 2004 project. • stated the HEB Tile Mural Art project will begin soon. • said the contract for the Sister City Peace Pole has been approved. The work should begin soon. VIII. CONCERNS • Elia Gutierrez requested an update on the Fountain gift from Mexico. Ronnie Sepulveda and Chuck Anastos said they are seeking to gain a new contact, person to assist with this project. Elia Gutierrez said she thinks the Mexican Consul ant is now located in San Antonio. • Linda Avila asked about the five vacancies on the Commission. Ronnie Sepulveda said he has been in touch with the City Secretary's office and thinks some of our previous members will request re-appointment. IX.
