Thomas Theresa Finch Emily Martinez Veronica Toomey Richard Bullock Luci Rios Frank Garcia CALL TO ORDER 1. Commissioner Nina Trevino, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll and there were 9 of 11 counties represented and 19 of 35 votes present. 2. APPROVAL OF MINUTES OF DECEMBER 13, 2019 MEETING A motion was made by Mayor JoAnn Ehmann, seconded by Judge Jim Huff to approve the SCANNED Minutes Paget January 24, 2020 December 13, 2019 Minutes. The minutes of the December 13, 2019 meeting were approved by unanimous vote. 3. TREASURER'S REPORT Mr. Tom Tagliabue, CBCOG Treasurer presented this report for the month of December 2019. He briefly pointed out interest earnings for the month as well as some disbursements. A motion was made by Mike Willow, seconded by Commissioner Gillespie to approve the Treasurer's Report. The Treasurer's Report for the month of December 2019 was approved by unanimous vote at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments The following person waas presented for confirmation. TO THE HOMELAND SECURITY ADVISORY COMMITTEE(HSAC): Mr. Ryan Garza, Deputy Emergency Manager, Bee County (Recommended by Judge Stephanie Moreno, Bee County Judge) Mr. Mike Willow recommended that his appointments be confirmed. Commissioner Margie Gonzalez seconded his motion.to confirm the appointments. The appointment was confirmed by unanimous vote. B. HOMELAND SECIRITY ADVISORY COMMITTEE REPORT Mr. R. J. Thomas presented this report. RESOLUTION NO. 3048 A RESOLUTION AUTHORIZING THE EXCUTIVE DIRECTOR TO SUBMIT AN APPLICATION TO THE OFFICE OF THE GOVERNOR, HOMELAND SECURITY GRANTS DIVISION TO CONTINUE THE REGIONAL PLANNING GRANT. Mr. Tom Tagliabue moved for the adoption of this resolution. Commissioner Howard Gillespie seconded this motion. Resolution No. 3048 was adopted by unanimous vote, C. SOLID WASTE ADVISORY COMMITTEE REPORT Ms. Theresa Finch presented this report on behalf of the committee. Request to Update Solid Waste Advisory Committee (SWAG) Bylaws and to Rename Committee Minutes Page 3 January 24, 2020 Ms. Finch explained the committee's functionality over the years as it has had to address other environmental issues besides solid waste concerns. The committee believed that"Natural Resources Advisory Committee"would provide a more encompassing title as it moved forward in the future. Commissioner Margie Gonzalez made a motion to have the Solid Waste Advisory Committee's name changed to the"Natural Resources Advisory Committee." Her motion was seconded by Judge David Krebs. This motion passed by unanimous vote. Another portion of the committee's request was to have the CBCOG membership approve some changes in its operational Bylaws. In addition to some typographical needs plus other conflicts within the document, Mayor Cathy Skurow advised that changes were necessary before the CBCOG membership should approve these revised Bylaws. Since there was no critical timeline _ __ - ---—to have this done,Commissioner Cantu moved that the corrections be made and the revised document be brought back to the membership for action. Commissioner Margie Gonzalez seconded this motion. By unanimous vote of those present, it was agreed that the proposed Bylaws would be revised and brought back to the membership for consideration at the next membership meeting. C. NOMINATING COMMITTEE REPORT This report was presented by Judge Jim Huff on behalf of the Nominating Committee. He noted the Nominating Committee met on January 15, 2020 and recommended the following officers and executive board members for 2020. Commissioner Leslie Casterline,Aransas County M.Brent Ocker,Nueces County ADVISORY MEMBER: Rebecca Klaevemann, San Patricio Municipal Water District Upon a motion by Mr. Mike Willow, seconded by Commissioner Gillespie, the Nominating Committee report was accepted and approved by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Dr. Mary J. Garza with the U.S. Department of Commerce, 2020 Census gave a brief on efforts within the region since her report to the CBCOG membership in December 2019. She noted that only 4 of the 11 Coastal Bend Region remained to have the anticipated 2020 Census efforts completed. However, she believed meetings with local officials in these remaining counties were positive and that local officials in all counties in this region would be in a position to provide support to their citizens when the official count began. Dr. Kateryna Wowk (Harte Research Institute, TAMU Corpus Christi and Chairman of CBCOG Comprehensive Economic Development Strategy Committee)and Emily Martinez(CBCOG staff) gave a brief presentation on a proposed pilot program that would impact three counties in the Coastal Bend Region, Aransas, Refugio and San Patricio. This project would establish a GIS program that would provide information on existing infrastructure in these counties. This compiled information would be useful in future disaster recovery efforts. If this effort is successful, there are plans to expand it throughout the Coastal Bend Region if additional funding can be secured. Judge Jim Huff made a save-the-date announcement for a Future of the Region South Texas meeting that will be held in Corpus Christi on August 20 & 21 Del Mar College's Economic Development Center on Staples Street._He reported this meeting was to identify problems in South Texas and to recommend solutions to South Texas Legislators before the next Legslat 6.
