J. Thomas Frank Garcia Veronica Toomey Gilbert Guajardo CALL TO ORDER 1. Commissioner Nina Trevino, CBCOG Chairman, called the meeting to order at 2:03 PM. John Buckner called the roll and there were 8 of 11 counties represented and 14 of 35 votes present. 2. APPROVAL OF MINUTES OF August 23, 2019 MEETING A motion was made by Commissioner Gillespie, seconded by Mr. Mike Willow to approve the August 23, 2019 Minutes. The minutes of the August 23,2019 meeting were approved by unanimous vote. 3. TREASURER'S REPORT Mr. Tom Tagliabue, CBCOG Treasurer presented this report for the months of August and September 2019. He pointed out reasons for some of the variations in expenditure and deposit SCANNED Minutes Page 2 October 25, 2019 categories and also noted the slight drop in the interest paid on deposits. A motion was made by Commissioner Roy Cantu, seconded by Mayor Patrick Rios to approve the Treasurer's Report. The Treasurer's Report for the months of August and September 2019 were approved by unanimous vote at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Before going to the advisory committee appointments,Chairman Trevino reported it was time to appoint the CBCOG 2020 Budget Committee. This committee would work with CBCOG staff to have the annual budget ready for the membership to consider at the meeting on the - second Friday in December. The 2020 CBCOG-Budge-Committee members are: M. Brent Ocker, Chairman, Commissioner Roy Cantu, Mayor Patrick Rios, Judge Stephanie Moreno, Mr. Tom Tagliabue, Judge H.C. Mills, Judge Barbara Canales, Judge Jim Huff, Judge Gilbert Saenz, Judge David Krebs, Commissioner Nina Trevino, Commissioner Margie Gonzalez, and Commissioner Armando Olivarez. Chairman Trevino reported the staff would work with the Committee Chairman to set up a meeting to review a draft budget. Confirmation of Committee Appointments The following persons were presented for confirmation. TO THE HOMELAND SECURITY ADVISORY COMMITTEE (HSAC): Ms. Sara Williams, Emergency Management Coordinator, San Patricio County (Recommended by Judge David Krebs) TO THE PUBLIC PROTECTION COMMITTEE: Mr. John Hornsby, Director, Del Mar Regional Training Academy, Representing Education (Recommended by Public Protection Committee) TO THE COMPREHENSIVE ECONOMIC DEVEOPMENT STRATEGY COMMITTEE Mr. Larry Martinez, Executive Director of the Alice-Jim Wells County Economic Development Committee (Recommended by the Comprehensive Economic Development Strategy Committee) Judge Krebs moved, seconded by Mr. Mike Willow, to confirm these appointments to the advisory committees. The appointments were confirmed by unanimous vote. Minutes Page 3 October 25, 2019 B. PUBLIC PROTECTION COMMITTEE ADVISORY COMMITTEE REPORT Ms. Pat Eldridge, Chairman of the Public Protection Committee, presented this report on behalf of the committee. RESOLUTION NO. 3144 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A CONTRACT WITH DEL MAR COLLEGE TO PROVIDE TRAINING FACILITIES, INSTRUCTORS, AND CLASSES FOR THE 2019-2021 COASTAL BEND REGIONAL TRAINING ACADEMY IN THE AMOUNT OF $289,171. Upon a motion by Mayor Rios, seconded by Commissioner Gonzalez, Resolution No. 3144 was adopted-by unanimous vote of the members present. C. COUNCIL OF AGING REPORT This report was presented by Mr. Gilbert Guajardo on behalf of the Council on Aging. RESOLUTION NO. 3145 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON A GRANT AWARD TO THE COASTAL BEND COUNCIL OF GOVERNMENTS FOR THE AREA AGECNY ON AGING FOR A GRANT IN THE AMOUNT OF $38,897 FOR MEDICATION REVIEW, $24,541 FOR EVIDENCE BASED INTERVENTION (EBI) AND $4,000 FOR CAPACITY BUILDING FOR A TOTAL OF $67,438 FOR OPIOID MISUSE PREVENTION FOR OLDER TEXANS IN THE ELEVEN COUNTY COASTAL BEND AREA. (TOTAL PROJECT COST: $67,438) Commissioner Margie Gonzalez moved for the adoption of Resolution No. 3145. Commissioner Roy Cantu seconded this motion. Resolution No. 3145 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS No items were presented under this subject. 6. ADJOURN There being no further business, the meeting adjourned at 2:22 PM Duly adopted at a meeting of the Coastal Bend Council of Governments this 13th day of December 2019.
