Thomas Theresa Finch Frank Garcia Veronica Toomey Richard Bullock Luci Rios CALL TO ORDER 1._Commissioner Nina Trevino, CBCOG Chairman;called the meeting to order at 2:10 PM. John Buckner called the roll and there were 9 of 11 counties represented and 15 of 35 votes present. 2. APPROVAL OF MINUTES OF October 25, 2019 MEETING A motion was made by Commissioner Cantu, seconded by Mr. Mike Willow to approve the October 25, 2019 Minutes. The minutes of the October 25, 2019 meeting were approved by unanimous vote. 3. TREASURER'S REPORT Mr. Tom Tagliabue, CBCOG Treasurer presented this report for the months of October and November 2019. He briefly pointed out interest earnings for the two months as well as some disbursements. A motion was made by Judge Krebs, seconded by Commissioner Moore to approve the Treasurer's Report. The Treasurer's Report for the months of October and November SCANNED Minutes Page 2 December 13,2019 2019 were approved by unanimous vote at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Chairman Trevino reported it was time to appoint the CBCOG 2020 Nominating Committee. This committee would recommend new CBCOG officers and executive board members for 2020. The 2020 CBCOG Nominating Committee members are: Judge Jim Huff, Chairman, Commissioner Roy Cantu,Mayor Patrick Rios,Judge Stephanie Moreno,Mr.Tom Tagliabue,Judge H.C.Mills Judge David Krebs,Commissioner Nina Trevino, Commissioner Margie Gonzalez,Mayor Kathy Skurow and Mayor JoAnn Ehmann. Chairman Trevino reported the staff would work with the Committee Chairman to set up a meeting to develop recommendations for these positions and the report would be presented at the January 24,2020 membership meeting. Confirmation of Committee Appointments The following persons were presented for confirmation. TO THE HOMELAND SECURITY ADVISORY COMMITTEE(HSAC): Mr. Bobby Stewart, Emergency Management Coordinator,Live Oak County (Recommended by Judge Jim Huff,Live Oak County Judge) TO THE COMPREHENSIVE ECONOMIC DEVEOPMENT STRATEGY COMMITTEE Dr.Kateryna Wowk,Harte Research Institute,Texas A&M Corpus Christi as the new -chairman-of the CBCOG CEDS Committee - - ----- - - - - — (Recommended by the Comprehensive Economic Development Strategy Committee) Mr.Mike Willow recommended that these appointments be confirmed.Judge Krebs seconded this motion to confirm the appointments. The appointments were confirmed. B. HOMELAND SECIRITY ADVISORY COMMITTEE REPORT RESOLUTION NO. 3046 A RESOLUTION ADOPTING THE UNIFIED THREAT AND HAZAZRD IDENTIFIATION AND RISK ASSESSMENT (THIRA) WITH ACCOMPANYING STAKEHOLDER PREPAREDNESS REVIEW(SPR). Mayor Rios moved for the adoption of this resolution. Judge Krebs seconded this motion. Resolution No. 3046 was adopted by unanimous vote, Minutes Page 3 December 13,2019 C. PUBLIC PROTECTION COMMITTEE ADVISORY COMMITTEE REPORT Ms. Pat Eldridge, Chairman of the Public Protection Committee,presented this report on behalf of the committee. RESOLUTION NO. 3047 A RESOLUTION ADOPTING REVISIONS OF THE COASTAL BEND COUNCIL OF GOVERNMENTS' PUBLIC PROTECTION COMMITTEE'S POLICIES,_BYLAWS AND- --- PROCEDURES. — —— — — Upon a motion by Commissioner Cantu, seconded Mr. Tagliabue,Resolution No. 3047 was adopted by unanimous vote of the members present. C. BUDGET COMMITTEE REPORT This report was presented by Mr. Brent Ocker on behalf of the Budget Committee. Consideration of the 2020 CBCOG Budget Mr. Ocker reported that the Budget Committee met on December 3,2019 and 9 of the appointed 13 members were in attendance. He pointed to some items in the budget such as the anticipated fund balance for the upcoming 2020 calendar year would be$818,875 compared to an expected fund balance of$682,655 for 2019. He noted the expected indirect cost rate for the coming year was about 2%lower than it would likely be in 2019.He said the recommended budget for 2020 included a 3% cost of living salary adjustment for the staff that would be effective January 1, 2020 if the members present approved of such a COLA adjustment. Mr. Ocker moved for adoption of the recommended 2020 CBCOG budget. His motion was seconded by Ms.Pat Eldridge. Mr. Tagliabue-noted that there should be a separate vOte on the 3% cost of living adjustment that was reported by Mr. Ocker. Mr. Tagliabue then moved that the 3%COLA be authorized and approved.His motion was seconded by Ms.Eldridge. The 3% COLA was approved by unanimous vote of the members present. At this point, Mr. Willow moved that the recommended 2020 CBCOG Budget be approved and accepted by the membership. His motion was seconded by Commissioner Cantu. The 2020 CBCOG Budget was accepted by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Dr. Mary J. Garza with the U.S. Department of Commerce, 2020 Census and a Partnership Coordinator for the Coastal Bend Region gave an extensive power point presentation on the upcoming 2020 Census process. She stressed the need for increase awareness and participation by the local officials and citizens in order to minimize an under count. Federal grant money to this area over the next 10 years would be based on the collected census data. She was supported in her presentation by Mr. Juan Gonzales, a Partnership Specialist with the Census Bureau for this area. Minutes Page 4 December 13, 2013 6.
