CALL TO ORDER Judge Terry Simpson, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll. Seven of 12 counties were represented and 22 out of 36 votes were in attendance. 2. APPROVAL OF MINUTES OF THE JANUARY 25,2013 MEETING A motion was made by Mayor Wax to approve the minutes of the January 25,2013 meeting. Councilman Kieschnick seconded this motion. The minutes of the January 25,2013 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT John Buckner presented this report on behalf of Commissioner Nina Trevino,CBCOG Treasurer,who could not attend the meeting. The reports were for the months of January,February and March 2013. He referred to the first page of each monthly report and summarized the transactions, account SCANNED Minutes Page 2 April 26, 2013 balances and interest earned. Commissioner Lopez made a motion to approve the Treasurer's Reports for January,February and March 2013.Judge Huff seconded this motion.The Treasurer's Reports for January,February and March 2013 were approved by unanimous vote of members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments Judge Simpson noted that the agenda reflected two appointments. Chief John Spillers,Freer Police Department, for appointment to the Homeland Security Advisory Committee and Enrique Aleman from Kleberg County to the Council on Aging. Commissioner Cantu moved for the confirmation.of these appointments. His motion was seconded by Councilman Kieschnick. The appointments were confirmed by unanimous vote of the members present. B. COUNCIL ON AGING REPORT Mr.Alan Bligh, Chairman of the Council on Aging presented this report. RESOLUTION NO. 2890 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ACCEPT A GRANT IN THE AMOUNT OF $27,622 FROM THE TEXAS DEPARTMENT OF AGING AND DISABILITIES FOR HOME MODIFICATIONS FOR THE PROJECT PERIOD APRIL 1,2013 THROUGH AUGUST 31,2013 FOR TARGETED OLDER RESIDENTS IN THE TWELVE- COUNTY COASTAL BEND REGION. Councilman Kieschnick made a motion to adopt Resolution No.2890. His motion was seconded by Commissioner Nardini. Resolution No. 2890 was adopted by unanimous vote of the members present. C. HOMELAND SECURITY ADVISORY COPMMITTEE REPORT Mark Bohrer presented this report for the Homeland Security Advisory Committee RESOLUTION NO. 2891 A RESOLUTION APPOINTING PUBLIC SAFETY COMMUNICATIONS REPRESENTATIVES. Mark Bohrer presented this report for the Homeland Security Advisory Committee. Upon a motion by Judge Huff, seconded by City Commissioner Al Garcia,Resolution No.2891 was adopted by unanimous vote of the members present. D. EMERGENCY COMOMUNICATIONS ADVISORY COMMITTEE REPORT John Buckner presented this report on behalf of the Committee. Commissioner Cantu moved for the adoption of Resolution No.2892. His motion was seconded by Mr. Ocker. Resolution No.2892 was passed by unanimous vote of the members present. E. PUBLIC PROTECTION COMMITTEE REPORT This report was presented by Richard Bullock. 1. RESOLUTION NO.2893 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON JUSTICE ASSISTANCE GRANT APPLICATIONS-FOR THE CRIlVIINAL-JUSTICE PROGRAMS-SOLICITATION TO THE---- - - OFFICE OF THE GOVERNOR,CRIMINAL JUSTICE DIVISION,AND THE CRIMINAL JUSTICE PROGRAMS APPLICATIONS INCLUDE: CITY OF BEEVILLE,DUVAL COUNTY,NUECES COUNTY, CITY OF ROBSTOWN AND THE CITY OF SAN DIEGO. Commissioner Cantu moved, seconded by Councilman Kieschnick to adopt Resolution No.2893. Resolution No.2893 was adopted by unanimous vote of the members present after Resolution No. 2896 was presented. 2. RESOLUTION NO.2894 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VIOLENT CRIMES AGAINST WOMEN CRIMINAL JUSTICE AND TRAINING PROJECTS - DOMESTIC VIOLENCE, SEXUAL ASSAULT,DATING VIOLENCE,AND STALKING PROGRAMS SOLICITATION TO THE OFFICE OF THE GOVERNOR,CRIMINAL JUSTICE DIVISION,AND THE PROGRAM APPLICATIONS INCLUDE: CITY OF CORPUS CHRISTI, AND NUECES COUNTY-CSCD. Mayor Wax moved for the adoption of Resolution No.2894. Judge Huff seconded this motion. Resolution No.2894 was adopted by unanimous vote of the members present after Resolution No. 2896 was presented. 3. RESOLUTION NO.2895 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE GENERAL JUVENILE JUSTICE AND DELINQUENCY PROGRAMS SOLICITATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,AND THE JUVENILE JUSTICE AND DELINQUENCY PROGRAMS APPLICATIONS INCLUDE: DUVAL COUNTY, NUECES COUNTY,AND SAN PATRICIO COUNTY. Commissioner Cantu moved for the adoption of Resolution No.2895. Mayor Wax seconded the motion. Resolution No.2895 was adopted by unanimous vote of the members present after Resolution No.2896 was presented. 4." RESOLUTION NO.2896 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE GENERAL VICTIM ASSISTANCE-DIRECT SERVICES PROGRAMS SOLICITATION TO THE OFFICE OF THE GOVERNOR,CRIMINAL JUSTICE DIVISION,AND THE GENERAL VICTIM ASSISTANCE-DIRECT SERVICES PROGRAMS APPLICATIONS INCLUDE: CITY OF CORPUS CHRISTI,DUVAL COUNTY,FAMILY COUNSELING SERVICES,INC.,NUECES Minutes Page 4 April 26,2013 COUNTY-CSCD,NUECES COUNTY CHILDREN'S ADVOCACY CENTER,AND WOMEN'S • SHELTER OF SOUTH TEXAS. Judge Huff moved for the adoption of Resolution No. 2896. Commissioner Cantu seconded this motion. Resolution No.2896 was adopted by unanimous vote of the members present. Resolution Nos.2893,2894 and 2895 were also voted on together and passed by unanimous vote at this point in the meeting. 5. RESOLUTION NO. 2897 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO SUBMIT AN APPLICATION FOR FUNDING IN THE AMOUNT OF$425,310 FOR THE CONTINUATION OF LAW ENFORCEMENT TRAINING THROUGH IMPLEMENTATION OF THE FORTY-FIFTH ANNUAL TRAINING ACADEMY TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION. Commissioner Cantu moved for the adoption of Resolution No. 2897. Mayor Wax seconded this motion. Resolution No.2897 was adopted by unanimous vote of the members present. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Theresa Finch, CBCOG Environmental Coordinator gave a presentation on a successful"Ugly Portrait of Illegal Dumping"photo contest that was hosted and conducted by the CBCOG Environmental Planning Department. 6. ADJOURN With no further business,the meeting adjourned at 2:55 PM.
