1. CALL TO ORDER
Judge Loyd Neal, CBCOG Chairman, called the meeting to order at 2:15 PM. John
Buckner called the roll. Seven of 12 counties were represented and 20 out of 36 votes were in
attendance.
2. APPROVAL OF MINUTES OF THE SEPTEMBER 28,2012 MEETING
A motion was made by Councilman Kieschnick to approve the minutes of the September 28, 2012
meeting. Mayor Pro Tern Al Garcia seconded this motion. The minutes of the September 28, 2012
meeting were approved by unanimous vote of the members present.
3. TREASURER'S REPORT
Judge Raul Ramirez presented this report for months of September, October and November 2012. He
referred to the first page of the reports mailed with the meeting agenda. He summarized the transactions
and account balances on the first page of each report. Commissioner Trevino made a motion to
approve the Treasurer's Reports for the months of September, October and November 2012.

Commissioner Lopez seconded this motion. The Treasurer's Report for September, October and
November 2012 were approved by unanimous vote of members present at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A. CHAIRMAN'S REPORT
Confirmation of Committee Appointments
Judge Neal noted that the agenda reflected one appointment. He presented Mr. John Besignano for
appointment to the Homeland Security Advisory Committee. Mr. Soliz moved for the confirmation of
Mr. Besignano to this committee. His motion was seconded by Councilman Kieschnick. The
appointment was confirmed by unanimous vote of the members present.
Judge Loyd also named the CBCOG Nominating Committee for Calendar Year 2013 officers and
executive board members: Judge Terry Simpson, Chairman, Judge C. H. Mills, Judge Arnold Saenz,
Judge Loyd Neal, Oscar Soliz, Bill Hennings, Judge Raul Ramirez, Commissioner Nina Trevino,
Mayor Pro Tern Al Garcia and Josie Herro. The Nominating Committee would make its report to the
CBCOG membership at the January 24, 2013 meeting.
B. BUDGET COMMITTEE REPORT
Mr. Brent Ocker, Chairman of the Budget Committee presented this report.
Consideration of the Proposed 2013 CBCOG Budget
Mr. Ocker reported that the Budget Committee met on November 27, 2012 to review and discuss the
draft budget that was prepared by the CBCOG staff. He noted that the Memorandum in the agenda
with the proposed budget highlighted"3 items that needed to be brought to the membership's attention.
One of these, a major change since the Calendar Year 1988 Budget,was a proposed membership dues
increase from $0.08 per capita to $0.10 per capita. Another change this year was a 2 percent cost of
living increase for the CBCOG staff. The 2012 CBCOG Budget did not provide a cost of living,
increase. A third change from the prior year budget was to pay the 2013 membership dues to the
National Association of Regional Councils (NARC). Due to budget constraints,the CBCOG did not
authorize the 2012 dues for NARC yet the CBCOG's membership for 2012 was continued by NARC
in hopes that the CBCOG would rejoin in 2013. There was no discussion on these items. Mr. Ocker
made a motion to adopt the proposed 2013 Calendar Year budget as presented. Mr. Soliz seconded
the motion. The CBCOG Calendar Year 2013.Budget was approved by unanimous vote of the
members present.
C. COUNCIL ON AGING REPORT
Betty Lamb presented this report on behalf of the Council on Aging.
RESOLUTION NO. 2888
A RESOLUTION AUTHORIZING ACCEPTANCE OF GRANT FROM THE COASTAL BEND
WALK FOR MEMORY COALITION(FACE TO FACE, LLC) IN THE AMOUNT OF $10,000 TO

BE USED FOR RESPITE SERVICES FOR CAREGIVERS OF VICTIMS OF ALZHEIMER'S AND
RELATED DISEASES WITHIN THE TWELVE COUNTY COASTAL BEND REGION FOR THE
PROJECT PERIOD OCTOBER 1, 2012 TO SEPTEMBER 30, 2013.
There was some discussion as to the availability of these services within the region.Commissioner
Trevino made a motion to adopt Resolution No. 2888. Oscar Soliz seconded this
motion. Resolution No. 2888 was adopted by unanimous vote of the members present.
C. PUBLIC PROTECTION COMMITTEE REPORT
Dr. Ann Matula presented this report.
1. Consideration of Request from the Public Protection Committee to Accept New Committee Members
Dr. Matula explained that this was to satisfy requirements of the Office of the Governor's Criminal
Justice Division. The following members.were being added to the Public Protection Committee: Annie
Arrendondo-Fox, Chief Gary Giles,Monica Corona-Hunter, Lynn Kirchoff, Tom Labers, Adrian
Salinas, Ann Knox-Smith and Frances Wilson. Dr. Matula made a motion to accept these nominations.
Commissioner Trevino seconded this motion. These eight new members representing eight different
groups or disciplines were added to the Public Protection Committee by unanimous vote of the
members present. .
2. Consideration of a Request from the Public Protection Committee to Amend PPC Policies, Bylaws
and Procedures
Mr. Soliz moved for approval of these amendments to the PPC Policies, Bylaws and Procedures. His
motion was seconded by Councilman Kieschnick. The PPC Polices,Bylaws and Procedures were
amended by unanimous vote of the members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
There were no announcements and/or Non-Action items. - - -
6. ADJOURN
With no further business, the meeting adjourned at 2:45 PM.
