CALL TO ORDER Judge Terry Simpson, CBCOG Chairman, called the meeting to order at 2:00 PM. John Buckner called the roll. Six of eleven counties were represented and 21 of 35 votes were present. 2. APPROVAL OF MINUTES OF THE DECEMBER 13, 2013 MEETING. A motion was made by Judge Mills to approve the minutes of the December 13, 2013 meeting. Councilman Loeb seconded this motion.The minutes of the December 13, 2013 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT . John Buckner presented this report. The report was for December 2013.He referred to the SCANNED Minutes Page 2 January 24, 2014 first page of the report and summarized transactions, account balances, and interest earned. Commissioner Nardini made a motion to approve the Treasurer's Report for December 2013. City Commissioner Al Garcia seconded this motion. The Treasurer's Report for December 2013 was approved by unanimous vote of the members present at the end of the meeting. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments Judge Simpson made the following appointments to advisory committees: Public Protection Committee: Gretchen Saenz Omar O. Colin Commissioner Roy Cantu moved for confirmation of these appointments.Judge Huff seconded this motion. The motion was approved by unanimous vote. B. COUNCIL ON AGING REPORT Mr.Harry Alfeo, Chairman of the Council on Aging presented this report. RESOLUTION NO. 2911 A RESOLUTION AMENDING THE AREA AGENCY ON AGING'S FISCAL YEAR 2013 REGIONAL BUDGET FROM THE TEXAS DEPARTMENT OF AGING AND DISABILITIES (DADS)TOTALING$2.815,310 TO INCLUDE FINAL TRANSFERS WITHIN TITLE III OLDER AMERICANS ACT FUNDING ACTIVITIES AND OTHER FUNDING SOURCES BASED ON ACTUAL 2013 EXPENDITURES. Judge Mills moved for the adoption of Resolution No. 2911. City Commissioner Al Garcia seconded the motion. Resolution No. 2911 was adopted by unanimous vote of the members present: -- - — — — - — C. EMERGENCY COMUNICATIONS ADVISORYCOMMITTEE REPORT Sheriff Leroy Moody,Chairman of the Emergency Communications Advisory Committee presented this report. RESOLUTION NO. 2912 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE THE APPROPRIATE DOCUMENTS AND ISSUE PURCHASE ORDERS WITH INTRADO TO REPLACE 9-1-1 HARDWARE AND SOFTWARE AT 2 HOST PUBLIC SAFETY ANSWERING POINTS (PSAPs)AND 15 REMOTE PSAPS AT TOTAL PRICE OF $531,167.78 . Judge Huff made a motion to adopt Resolution No. 2912. Commissioner Roy Cantu seconded the motion. Resolution No. 2912 was adopted by unanimous vote of the members present. Minutes Page 3 January 24, 2014 D. REGIONAL SOLID WASTE MANAGEMENT ADVISORY COMMITTEE REPORT Theresa Finch presented this report on behalf of the committee. It was noted that this resolution was pulled from the December CBCOG meeting agenda. RESOLUTION NO. 2908 A RESOLUTION AUTHORIZING FUNDING OF SOLID WASTE PROJECTS FOR LOCAL GOVERNMENTS IN THE COASTAL BEND REGION FROM FY 2014 SOLID WASTE FUNDS RECEIVED UNDER A GRANT FROM THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. Commissioner Cantu moved for the adoption of Resolution No. 2908. Judge Mills seconded the motion. Resolution No. 2908 was adopted by unanimous vote of the members present. D. NOMINATING COMMITTEE REPORT Judge Simpson presented this report. Nomination of CBCOG Officers and Executive Board Members for 2014 The following member government representatives were recommended for election to the positions indicated: OFFICERS: Chairman Judge Terry Simpson, San Patricio County First Vice Chairman City Commissioner Al Garcia, Kleberg County Second Vice Chairman Judge C. H. ANNOUNCEMENTS AND NON-ACTION ITEMS Richard Bullock reported on the"Working Forum for Sustainable Solutions"that was going to be held on February 27,2014 at the Del Mar College Center for Economic Development. 6.
