J.Thomas Frank Garcia Richard Bullock Veronica Toomey Trey Pattillo 1. CALL TO ORDER Judge Terry Simpson, CBCOG Chairman,calledthe meeting to order at 2:02 PM. John Buckner called the roll.Nine of eleven counties were represented and the attendees included 20 out of 35 voting representatives. 2. APPROVAL OF MINUTES OF THE MARCH 28,2014 MEETING. A motion was made by Commissioner Cantu to approve the minutes of the March 28,2014 meeting. Commissioner Lopez seconded this motion.The minutes of the March 28 meeting were approved by unanimous vote of the members present. 3. TREASURER'S REPORT Commissioner Nina Trevino presented this report. The report was for March 2014. She referred to the first page of the report and summarized the transactions,account balances and the interest earned. Upon a motion by Commissioner Cantu, seconded by Commissioner Lopez,the March 2014 Treasurer's Report was approved by unanimous vote of the members present. CHAIRMAN'S REPORT Confirmation of Committee Appointments Judge Simpson made the following appointments to advisory committees: Council on Aging: Cindy Payne,Nueces County (Recommended by the Council on Aging) - Judge Neal moved-for-confirmation-of-this-appointment-Commissioner-Trevino-- ---- -- - seconded this motion.The motion was approved by unanimous vote of the members present. B. EXECUTIVE DIRECTOR'S REPORT John Buckner presented this item. RESOLUTION NO.2915 A RESOLUTION ADOPTING A COASTAL BEND COUNCIL OF GOVERNMENTS GENERAL FUND RESERVE POLICY. Mr.Ockerimoved for the adoption of Resolution No. 2915. His motion was seconded by Mr.Willow. Resolution No.2915 was adopted by unanimous vote of the voting members. C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R.J. Thomas presented this report. RESOLUTION NO. 2916 A RESOLUTION SUBMITTING A PRIORITIZED LIST OF PROJECTS FOR FY 2013 HOMELAND SECURITY GRANTS FUNDING TO THE STATE AMINISTRATIVE AGENCY. Commissioner Cantu moved for the adoption of Resolution No.2916. The motion was seconded by Commissioner Trevino. Resolution No.2916 passed by unanimous vote. ************************************************************************************* At this point, Judge Raul Ramirez reported that Marty Martinez who was with the Texas Forest Service passed away recently and asked that a moment of silence be held out of respect for his passing. RESOLUTION NO.2917 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE GENERAL JUVENILE JUSTICE AND DELINQUENCY PROGRAMS SOLICITATION TO Minutes Page 3 April 25,2014 THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,AND THE JUVENILE JUSTICE AND DELINQUENCY APPLICATIONS INCLUDE: DUVAL COUNTY;NUECES COUNTY AND SAN PATRICIO COUNTY. Commissioner Trevino moved, seconded by Commissioner Cantu to adopt Resolution No. 2917. Resolution No.2917 was adopted by.unanimous vote. 2. RESOLUTION NO.2918 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE GENERAL VICTIMS ASSISTANCE-DIRECT SERVICES PROGRAMS SOLICITATION TO THE OFFICE OF THE GOVERNOR,CRIMINAL JUSTICE DIVISION,AND THE GENERAL VICTIMASSISTANCE-DIRECT SERVICES PROGRAM APPLICATIONS INCLUDE: CITY OF CORPUS,CHRISTI,DUVAL COUNTY,FAMILY COUNSELING SERVICES, INC.,NUECES COUNTY-CSCD,WOMEN'S SHELTER OF SOUTH TEXAS. Councilman Antonio Garcia moved for the adoption of Resolution No.2918. Commissioner Trevino seconded this motion.Resolution No.2918 was adopted by unanimous vote. 3. RESOLUTION NO.2919 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VIOLENT CRIMES AGAINST WOMEN CRIMINAL JUSTICE AND TRAINING PROJECTS-DOMESTIC VIOLENCE, SEXUAL ASSAULT,DATING VIOLENCE AND STALKING PROGRAMS SOLICITATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND THE PROGRAM APPLICATIONS INCLUDE: CITY OF CORPUS CHRISTI AND NUECES COUNTY-CSCD. Judge Neal moved for the adoption of Resolution No.2919. His motion was seconded by Commissioner Trevino.Resolution No. 2919 was adopted by unanimous vote. 4. RESOLUTION NO.2920 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON JUSTICE ASSISTANCE GRANT APPLICATIONS FOR THE CRIMINAL JUSTICE PROGRAMS SOLICITATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION,AND THE CRIMINAL JUSTICE PROGRAM APPLICATIONS INCLUDE: BROOKS COUNTY,CITY OF CORPUS CHRISTI,DUVAL COUNTY, CITY OF GEORGE WEST,NUECES COUNTY,AND CITY OF ROBSTOWN. Commissioner Trevino moved for the adoption of Resolution No.2920. Her motion was seconded by City Commissioner Al Garcia. Resolution No. 2920 was adopted by unanimous vote. E. EMERGENCY COMMUNICATIONS ADVISORY COMMITTEE REPORT John Buckner presented this report. RESOLUTION NO. 2921 A RESOLUTION AUTHORIZING THE EXECUTVE DIRECTOR TO EXECUTE AN AGREEMENT WITH TIME WARNER CABLE BUSINESS CLASS (TWCBC)TO PROVIDE DEDICATED FIBER-BASED SERVICES FOR THE COASTAL BEND PSAP HOST AND REMOTE NETWORK FOR 9-1-1 CALL DELIVERY FOR A TOTAL INSTALLATION COST OF Minutes Page 4 April 25,2014 $425,000. Judge Huff moved for the adoption of Resolution No.2921. His motion was seconded by Judge Ramirez. Resolution No.2921 was adopted by unanimous vote. F. COUNCIL ON AGING REPORT Harry Alfeo,Chairman of the Council on Aging presented this report. RESOLUT ION NO. 2922 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ADJUST OLDER AMERICANS ACT ORIGINAL.PLANNING ALLOCATIONS TO NOW REFLECT ACTUAL TITLE III FUNDING AWARDS FOR FISCAL YEAR 2014 RECEIVED TO DATE AND -_ ESTIMA--T-ED=OTHER FEDERAL EUNDS-AN-T-IC-IPATED TOTAL-INGS2,-531;348-WIT-H. ALL FUNDS USED TO SUPPORT PLANNED AREA AGENCY ON AGING SERVICE ACTIVITIES IN FISCAL YEAR 2014. Commissioner Trevino moved for the adoption of Resolution No. 2922. Commissioner Lopez seconded this motion. Resolution No. 2922 was adopted by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Two presentations were made to the CBCOG membership. Ms.Nelda Garza, a Field Representative with the Texas Department of Agriculture presented information on available programs through her agency. Ms.Libby Schieble provided information on the Connected Texas Program that assists communities with technology needs. 6. ADJOURN With no further business,the meeting adjourned at 3:15 PM.
